  • 'Bullet Will Destroy, Ballot Will Bring Development,' PM Modi to Naxals in BiharIn his first rally in Bihar since elections were announced, Prime Minister Narendra Modi made a strong pitch for development today, pointing to how neighbour Jharkhand, ruled by the BJP, had jumped many places to now be ranked number 3 among Indian states in a World Bank survey.

    "15 years ago Jharkhand was a part of Bihar. After Jharkhand chose a BJP-led NDA government, it has progressed much. In the last World Bank economic survey Jharkhand was ranked 29th, Bihar 27the. This time, Bihar is still no 27, Jharkhand is 3," PM Modi said.

    The PM was speaking in Bihar's Naxal-affected Banka, which he said no Prime Minister had visited "for as long as anyone can remember."

    "I appeal to the youth who have taken to the gun for Naxalism - the bullet brings only destruction. The ballot brings development," the Prime Minister said, adding, "Bihar has seen feudalism, casteism, capitalism, and nepotism...everything. For once, vote for development."  

    Even his customary attack on Chief Minister Nitish Kumar - who is leading a three-party coalition against the BJP - was for what he called cheating Bihar's people by not bringing them the development they need.

    "In the last elections had the current Chief Minister not promised you electricity? Did he give you electricity? Did he not cheat you?" asked the PM. The crowd roared a, "Yes."

    A BJP win the elections, which will be held in five phases from October 12, will mean two Diwalis for Bihar, the Prime Minister said, "First, when election results are declared and the second, on the day of Diwali." Votes will be counted on November 8, three days before the festival of lights.

    The PM has promised Bihar plenty of light. He said all the state's poor would have homes and electricity by 2022, underscoring that he had mentioned in his very first speech in Parliament that his government would work for the poor.

    PM Modi has so far addressed five election rallies in the state that have drawn large crowds.

      • Indian Navy Chief Admiral to Visit AustraliaNEW DELHI:  In another boost for defence ties with Australia, Indian Navy Chief Admiral RK Dhowan will be the country from October 2-7 for meetings with its top leadership, an official statement said today.

        The visit also coincides with the Australian Navy's annual Sea Power Conference.

        The forum provides opportunities to engage with the heads of over 40 navies.

        The statement said the visit aims to "consolidate existing Maritime Cooperation initiatives as well as explore new avenues."

        "India-Australia have several commonalities, which serve as foundation for closer cooperation and multifaceted interactions," the statement said.

        Maritime cooperation between Australia and India has been robust, with the two recently conducting the first bilateral exercise Ausindex.

        The two nations signed a Defence Cooperation Agreement in 2006 as well as a Framework for Defence Cooperation in 2014, which envisages regular ship visits as well as high level exchanges.

        "India-Australia share similar maritime challenges such as long coastline, extensive EEZ, coastal security, large coastal shipping and fishing fleet, where in both Navies have opportunities to learn from each other's experiences," the statement said.

        The statement added that common grounds exists for cooperation in ship-building, especially under the "Make in India" initiative.

        Admiral Dhowan, during his visit, will meet the chief of the Royal Australian Navy, vice chief of defence staff, defence secretary and other senior naval officers.

      • Railways to Continue 'Swachh Bharat' Mission Till March 2016MADURAI:  Indian Railways will continue the 'Swachh Bharat' mission till March 2016, when 'Sardar Patel United Clean India Drive' would be implemented, with focus on cleanliness at stations, hospitals and office premises, a senior official said in Madurai today.

        The focus would be on stations from October 11 to 31, followed by railway colonies from December 16 to 31 and Railway Hospitals from February 15 to 28. Later systematic efforts would be taken to achieve sustained cleanliness and improvement in the environment, Divisional Railway Manager Sunil Kumar Garg said, quoting Railway board chairman's communique.

        Speaking to reporters here today, he said a larger section of staff and public would be involved in the cleanliness drive and uncovered areas also would be taken up in a phased manner.

        He also said the Safety Commissioner was expected to inspect the Pollachi-Palghat Broad Gauge conversion work on October 5 and 6. If clearance was received, trains bound for Gujarat, Maharashtra and Mangalore could be operated through this section.

        This would reduce the distance between Madurai and Mangalore and other states, including Maharashtra and Gujarat, considerably by about 100 to 150 km, he said.

        "I pay obeisance to all the farmers of the country. They are committing suicide, they are debt ridden," Mr Patel said while paying homage to late Prime Minister Lal Bahadur Shastri on his birth anniversary.

        "Farmers across the country need to unite and the loans taken by them must be waived off completely," he said.

        He urged farmers to take a pledge that they would not commit suicide, but fight for their rights.

      • 'Exercise' Pills to Keep You Fit a Reality SoonSYDNEY:  What if you can pop an "exercise" pill daily which mimics the health benefits of running, weight training or endurance exercise to keep you fit and disease-free?

        It does not seem a far-fetched idea as researchers from the University of Sydney have provided the world's first comprehensive exercise blueprint that may pave the way for drugs that mimic the benefits of exercise in the near future.

        They exposed 1,000 molecular changes that occur in our muscles when we exercise, opening the door for drug treatments to mirror the health benefits of exercise.

        "Exercise is the most powerful therapy for many human diseases, including Type 2 diabetes, cardiovascular disease and neurological disorders," said Professor David James from the University of Sydney's Charles Perkins Centre.

        However, for many people, exercise is not a viable treatment option.

        "This means it is essential we find ways of developing drugs that mimic the benefits of exercise," he added.

        The team, in collaboration with researchers from the University of Copenhagen in Denmark, analysed human skeletal muscle biopsies from four untrained, healthy males following 10 minutes of high intensity exercise.

        Using a technique known as mass spectrometry to study a process called protein phosphorylation, they discovered that short, intensive exercise triggers more than 1,000 changes.

        Most traditional drugs target individual molecules.

        "With this exercise blueprint we have proven that any drug that mimics exercise will need to target multiple molecules and possibly even pathways," the authors pointed out.

        The majority of changes they discovered have not previously been associated with exercise, with existing research focusing on just a small number of changes.

        "Exercise produces an extremely complex, cascading set of responses within human muscle. It plays an essential role in controlling energy metabolism and insulin sensitivity," noted co-author Dr Nolan Hoffman from the Charles Perkins Centre.

        The researchers have narrowed down the therapeutic possibilities within the blueprint using mathematical and engineering-based analysis.

        "This is a major breakthrough, as it allows scientists to use this information to design a drug that mimics the true beneficial changes caused by exercise," the team concluded.

        The research was published in the journal Cell Metabolism.

      • India should benchmark gas price to deficit nations: S&PIndia should benchmark its natural gas prices to similar gas-deficient nations instead of using rates prevalent in gas-surplus geographies like the US and Canada, says Standard & Poor's Ratings Services.
        Using rates in gas-surplus nations, domestic natural gas prices earlier this week were cut by 18 per cent to $4.24 per million British thermal unit, a rate which S&P said will "discourage oil exploration and production (E&P) companies from committing new capital expenditure (capex)".
        "The formula for pricing domestic gas considers prices in gas-surplus geographies such as the US and Canada, which have developed gas transportation infrastructure. Given India's gas production deficit and emerging gas transport infrastructure, comparing prices in similar geographies will be more relevant, in our opinion," it said in statement.
        Gas prices in India, S&P said, are lower than in its regional peers as well. Natural gas prices in Thailand and Indonesia average $8-10 per mmBtu.
        "We believe the government's plan to stimulate private sector participation and bring in transparency in gas pricing by introducing formula-driven gas pricing is well intended. However, falling hydrocarbon prices over the past one year have brought in uncertainty over the viability of exploration projects," it said.
        The gas price reduction, it said, will likely discourage capex in exploration and development of gas reserves in India, where most large finds are in deep water zones.
        "Globally, several E&P companies have scaled back spending and put new exploration projects on hold amid low hydrocarbon prices," it said.
        Low gas prices could materially reduce profitability of state-owned ONGC's planned Rs 40,000 crore investment in developing its KG-basin gas discoveries.
        "Investment by private sector oil and gas companies in India has been small and their capex commitments are likely to be uncertain because of the price revision," it added.
        ICRA said the gas price reduction has significant implications for different sectors since the cut brings the rate to almost the level it was prior to implementation of the modified Rangarajan formula thereby negating all gains post implementation of the aforementioned formula.
        The cut "reduces the profitability of the gas produced from the existing fields and adversely impacts the viability of new exploration and development projects", it said.
        "With most of the conventional and unconventional resources in the country being present in the more challenging and higher cost offshore areas, the effective rollback of prices to earlier levels will challenge the incumbents' ability to justify the viability of exploration and development projects for increasing production levels," it said. 

      Packaging major Uflex to invest Rs 1,000 crore for growth
      • Uflex makes polyester chips, plastic films, laminates, inks and adhesives for packaging liquid and solid goods.Flexible packaging major Uflex would invest Rs 1,000 crore over the next two years to enhance capacity and add value to its products for wider applications spanning liquid and granular materials, a top company official said.
        "As part of our growth plans, we propose to invest Rs 1,000 crore in the next two years to expand capacity and product range for packaging semi-liquids and liquid materials and powder and granular materials," Uflex chairman and managing director Ashok Chaturvedi told IANS in an e-mail interview.
        The Noida-based multinational, with production plants in India, Dubai, Egypt, Mexico, Poland and the US and markets in 85 countries worldwide, makes polyester chips, plastic films, laminates, inks and adhesives for packaging liquid and solid goods.
        "We are setting new plants and more assembly lines at new locations in India and overseas for making a range of new and value added products to our global customers," Chaturvedi asserted.
        Besides plants at Noida in Uttar Pradesh near Delhi, Jammu and in Malanpur in Bhind district of Madhya Pradesh, the 32-year-old firm is setting up an asceptic plant at Sanand in Gujarat to pack liquid products at Rs 550 crore in first phase.
        "When fully commissioned in phases over the next two-three years, the Sanand plant will employ about 3,000 people and 90 per cent of its production will be to meet domestic demand," Chaturvedi noted.
        Among its Indian and global customers across 140 countries are P&G, PepsiCo, Tata Global, Mondelez, L' Oreal, Britannia, Haldiram, Amul, Kimberly Clark, Ferro Rocher, Perfetti, GSK, Nestle, Agrotech Foods, Coca Cola, Wrigley and Johnson & Johnson.
        The company recently unveiled a range of inks, which are rub-scratch and crinkle resistance and offer good gloss and tape release.
        "Similarly, our innovative moisture proof bag (Flex SafePack) protects moisture from entering into cement and prevents loss by withstanding harsh conditions for longer shelf life," Chaturvedi pointed out.
        The company also developed technology to reprocess mixed plastic waste arising from production process and after customers refuse into articles for making durable plastic products.
        "For instance, our world's first 8 micron film is suitable for conversion operations like printing, lamination, coating and metallization, with cost and material savings ranging from 33-47 per cent, which is beneficial to end-users," Chaturvedi said.
        Noting that food wastage was as much a social problem as economic, Chaturvedi lamented that about 40 per cent of food valued at Rs 50,000 crore was wasted every year across the country for want of storage and packaging to protect and preserve.
        "We have the ability to be a part of the solution by offering innovative solutions to extend shelf-life of products and keep them safe for a longer period," he claimed.
        According to the Industry Council for Research and Packaging on the Environment (INCPEN), flexible packaging helps reduce food wastage to one per cent from three per cent by increasing its shelf life, especially of vegetables and dairy products.
        "By extending the lifecycle of food and protecting it from foreign elements, smart and flexible packaging can ensure consumed products were safe and help in improving their sustainability," Chaturvedi added.

            Government gives banks 15 days to disburse soft loan to sugar mills
            • Keeping the interest of farmers in mind, banks have been given time till October 15 to disburse the rest Rs 1,900 crore loan to mills.Government has given 15 more days to banks for disbursing Rs 1,900 crore soft loans to sugar mills to help them clear cane arrears to farmers that total over Rs 12,000 crore.
              Out of the Rs 6,000 crore soft loan approved by government to bail out the sugar industry, mills applied to avail loans for only Rs 2,700 crore. However, banks have been able to disburse only Rs 800 crore till the September 30 deadline and the rest Rs 1,900 crore is still to be given.
              The Centre had in June approved Rs 6,000 crore soft loan for the 2014-15 season (October-September) to improve mills' liquidity position, which has been affected due to lower sugar prices and high cane rates.
              As per the policy, banks were asked to disburse soft loan by September-end. Mills that cleared 50 per cent of their outstanding dues to farmers by August 31 were eligible for the loan.
              Mills applied for a soft loan of Rs 2,700 crore and the banks were to disburse this amount by September 30. However, banks have disbursed only Rs 800 crore.
              Keeping the interest of farmers in mind, banks have been given time till October 15 to disburse the rest Rs 1,900 crore loan to mills, a senior Food Ministry official told PTI.
              The government will bear interest burden up to 10 per cent simple interest or actual rate of interest charged by the bank, whichever is less for maximum of one year by way of interest subvention.
              Sugarcane arrears, which stood at Rs 21,000 crore in April this year, have come down to Rs 12,248 crore at the end of the 2014-15 season, as per the government data.
              The arrears reduced substantially on account of a number of government measures such as the soft loan, hike in import duty and raising ethanol blending with petrol to 10 per cent so as to infuse liquidity into the sugar sector.
              Sugar production is estimated at record 28.3 million tonnes in 2014-15 marketing year (October-September), as against 24.3 million tonnes in the previous year, while the total annual demand is pegged at 24.5 million tonnes.

            • Indian e-commerce market to grow 36 per cent in 2015-20Backed by huge discounts and the rising use of smartphones, the Indian e-commerce market is poised to grow 36 percent during the 2015-20, a new report has said.
              According to a recent report from Canada based TechSci Research, expanding smartphone user base, huge discounts and offers, increasing per capita disposable income and the growing youth population will be the drivers for the predicted compounded annual growth rate of 36 per cent.
              "India's workforce comprises of young consumers who have less time for going out and shopping at regular brick and mortar stores. Such a scenario creates potential for online shopping in a market as huge as India," Karan Chechi, Research Director with TechSci Research said in a statement.
              "Moreover, great offers and discounts by the leading e-commerce players further increase consumer interest towards the products," Karan Chechi said.
              India's e-commerce market is dominated by e-services segment, on account of booming online travel market, which is emerging as the most preferred medium for planning holidays, making hotel bookings and buying tickets for travel by various modes including air, bus and rail.
              As per the report, rising number of high speed internet users is encouraging businesses to innovate and offer a diversified array of products and services online.
              "Over the last few years, with significant improvements in the payment structure in e-commerce market, consumers in India are gradually shifting towards online space and are shedding their belief of online shopping medium being unsafe," the firm said.
              Consumer electronics, online travel, apparel and accessories are the market segments exhibiting promising growth. Also, with the option of same day delivery, online groceries stores are also entering into the country's online space.

                      Anand Ladsariya, 57, is a known face in the angel investing community. Since 2007, the founder and Managing Director of Everest Flavours has invested Rs 6.5 crore in 60-odd companies, including OYO Rooms, GreenDust and Speakwell. A first-generation entrepreneur, Ladsariya started his entrepreneurial journey as a trader in menthol and peppermint oils in the early 1980s as a 25-year-old. The surge in demand for these oils - used in toothpaste, pharmaceuticals, balms, tobacco products & confectionery - over the past three years, especially from China, has helped the company make big gains.

                      After starting trading operations in 1983, he opened a factory in Mumbai in 1986 that could produce 50 tonnes of menthol crystals. In 29 years, that capacity is now up to 2,500 tonnes.

                      Having started with the domestic market, the company ventured into exports in the 1990s. To mitigate the fluctuating prices of mentha leaves, Everest decided to sell one-third of its produce to Singapore-based Tien Yuan Chemical on the basis of a fixed-formula under a long-term contract. "In 1984/85 we used to import from Tien Yuan; after 1986/87, they started importing from us," says Ladsariya. "Selling one-third of our produce under a fixed formula helps us mitigate risk." Adds C.L. Shih, MD of Tien Yuan Chemical: "Our three-decade-old relationship with Everest has been a win-win situation for both of us."
                      Today, Everest Flavours exports 95-99 per cent of its products, with demand from China - driven by the country's focus on food crops since 2008 - acting as a driving force. In 2013/14, the company's revenues reached Rs 123.45 crore, and it enjoys net margins of 4-5 per cent.
                      What are the challenges? "The Chinese slowdown has already impacted us with volumes falling 10-15 per cent," says Ladsariya. In terms of future plans, he says his focus will be on value-added products. "We have started manufacturing blended oil. It will improve margins and increase profitability." Ladsariya hopes the rise in global consumption of consumer products could help grow Everest's top line by 10 per cent and profits by 15 per cent over the long term.

                              23. Government approved One Rank One Pension (OROP) scheme for ex-servicemen -
                                1. It will provide uniform pension to ex-servicemen of same rank and same length regardless of date of retirement.
                                2. Pension will be re-fixed every five years.
                                3. Armed forces personnel who retire voluntarily would be not covered.
                                4. All arrears will be paid in four half-yearly installments and all widows will be paid arrears in one installment.
                                5. Estimated cost for implementation of OROP would be around 10,000 crore rupees.
                              24. Government approved Preferential Treatment to Least Developed Countries (LDCs) in Trade in Services in WTO. India will provide Technical Assistance and capacity building and Waiver of visa fees for LDC applicants applying for Indian Business and Employment visas to win goodwill of LDCs. India's Duty Free Tariff Preference (DFTF) scheme has already done well in helping LDCs for doing Business in India.
                              25. Government approved Revamped Gold Monetization Schemes as announced in 2015-16 budget speech - Gold Deposit Scheme (GDS) and Gold Metal Loan (GML) Scheme along with Sovereign Gold Bond Scheme.
                                1. Gold Deposit Scheme -
                                  1. Objectives -
                                    1. Mobilize gold held by households and institutions in India.
                                    2. Help jewellery sector by making gold available as loan from banks.
                                    3. Reduce reliance on import of gold to meet huge domestic demand.
                                  2. Process -
                                    1. Customer may approach any of over 350 Purity Testing Centres (PTC) certified by BIS (Bureau of Indian Standards) for testing of gold (minimum 30 grams).
                                    2. If customer allows, PTC will melt the Gold and customer may take the melted Gold home in form of Bars or may keep the Melted pure gold with a bank for monetization.
                                    3. If the customer wants to keep the gold with the bank, PTC will issue certificate to the customer and Bank will open a Gold Savings Account for the customer.
                                    4. Gold amount as in PTC's Certificate will then be credited into Customer's Gold Savings Account. Interest rate and Maturity Period (1 - 15 Years) will be decide upon. On maturity, customer will be paid Principal with Interest in form of Gold /Cash.
                                    5. The bank may keep the gold with itself or may keep it with any of certified Refiners. In both the cases, the customer won't be charged. Minimum Lock in period for gold deposits will be a Year.
                                    6. Utilization of Gold by Government - The deposited gold will be utilized in medium and long-term deposits, Auctioning, Replenishment of RBIs Gold Reserves and Lending to Jewelers. Government will create a Gold Reserve Fund to keep the difference between current borrowing cost for Government and interest rate paid by Government under the deposits. It will act as a pool for Government to handle losses occuring in the process.
                                2. Gold Metal Loan Scheme
                                  1. Gold Metal Loan Account (denominated in grams of gold) will be opened by banks for jewelers to whom Gold is being provided as loan. Physical gold will be provided to jewellers on sanctioning of Loan. Interest will be received by banks from Jewellers accordingly. Tenure of GML at present is 180 days.
                              26. Government approved Sovereign Gold Bonds Scheme to reduce demand for physical gold by shifting a part of approx 300 tons of physical bars and coins purchased every year for Investment into gold bonds. As most of gold in India is imported, this scheme will help in maintaining Current Account Deficit in limits.
                              27. Government approved guidelines for spectrum trading between two telecom service providers.
                                1. Spectrum trading will now be allowed between two access service providers in 800 MHz/1800 MHz band. Till now, a licensee had the sole authority to use spectrum as it was not tradable.
                                2. Spectrum assignment is made for 20 years to a licensee. During this period, some operators are able to acquire subscribers and grow faster as compared to other operators. It results in spectrum lying unutilised with some operators while others face crunch as spectrum is a scare resource.
                                3. So, spectrum trading will improve quality of services and will address issue of call drops.
                              28. Government approved merger of commodities market regulator Forward Markets Commission (FMC) with SEBI (Securities and Exchange Board of India) with effect from September 28, 2015. Forward Contracts Regulation Act (FCRA) 1952 has been repealed (Cancelled) and Regulation of Commodity Derivatives Market will shift to SEBI under Securities Contracts Regulation Act (SCRA).
                              29. Government owned Telecom service provider Bharat Sanchar Nigam Limited (BSNL) upgraded landline broadband speed to minimum 2Mbps at no additional cost for all broadband customers.
                              30. Government released 2,000 crore rupees to Employees’ Pension Scheme (EPS) (1995) as its contribution for 2015-16.                               49. Minister of State (IC) for Coal, Power and New and Renewable Energy Piyush Goyal launched Access to Clean Cooking Energy and Electricity - Survey of States (ACCESS) Report by Council on Energy, Environment & Water (CEEW) in collaboration with Columbia University. It highlights that about 30 crore Indians rely on kerosene for lighting, and over 80 crore rely on traditional biomass and need is to focus beyond electrification and LPG connections for more inclusive energy access for all.

                              2. As per recent study by World Wildlife Fund (WWF) and Zoological Society of London (ZSL), population of marine creatures have declined by 49% since 1970.
                              3. China launched its newly-developed smaller version of carrier rocket Long March-6.
                              4. ISRO launched ASTROSAT Multi Wavelength Space Observatory along with six foreign customer satellites through PSLV C-30 Launch Vehicle.                               5. NASA's Mars Reconnaissance Orbiter (MRO) provided strong evidence of liquid water flowing on Marsin form of hydrated minerals on slopes. These darkish streaks appear to flow during warm seasons, and then fade in cooler seasons, known as Recurring Slope Lineae (RSL).
                              6. NASA-ISRO Synthetic Aperture Radar mission (NISAR) is a dedicated US and Indian mission for studying hazards and global environmental change.
                              7. Researchers from Manipal University and Giessen from Germany discovered four new atomic nuclei to be added to nuclei charts. These are - one isotope each of Berkelium and Neptunium and two isotopes of Americium.
                              8. Scientists discovered bones of a new ancestral species in human family tree named as Homonaledi in South Africa. The species has been classified in genus Homo to which modern humans belong.
                              9. USA's NASA and Brooklyn based Honey Bee are developing world’s first space shot gun to blast asteroids into small and carry them back to earth for examining, as part of the Asteroid Redirect Mission (ARM).
