NEW DELHI: Byelections for two Lok Sabha and six Assembly constituencies will be held on November 21, the Election Commission (EC) announced today.
Counting of votes will take place on November 24. The two Lok Sabha seats where polls will be held are Ratlam (Madhya Pradesh) and Warangal (Telangana).
The Legislative Assembly seats are Lohardaga (Jharkhand), Devas (Madhya Pradesh), Thangmeiband and Thongju in Manipur, Aizawl North in Mizoram and Nongstoin in Meghalaya.
The seats have become vacant in the last six months due to various reasons including death of sitting legislators.
An Election Commission statement said the model conduct of conduct on these seats has come into force with the declaration of polls.

MUMBAI: Despite its avowed opposition to Pakistani personalities, Shiv Sena wants Nobel Laureate and child education activist, Malala Yousafzai to become a peace ambassador between the two countries, hailing her fight against terrorism.
The saffron outfit, which in the past few weeks has carried out anti-Pakistan protests, today said India should invite Malala to become a peace envoy between New Delhi and Islamabad.
"The Shiv Sena would like the Centre to invite Malala Yousafzai to come to India and become a peace ambassador between India and Pakistan... She is a true messenger of peace because she has shed her blood for promoting peace. Drama of other politicians will continue but if there are only a hundred Malalas in Pakistan, terrorism will forever be eliminated from her country," said senior Sena leader Sanjay Raut.
The 18-year-old Pakistani activist, who survived an assassination attempt by Taliban gunmen in 2012, had dared to fight against terrorism in her own country.
"We will whole-heartedly support an invitation to Malala. There is a big difference between Malala and politicians like Khurshid Kasuri. Kasuri has always supported terrorism... But Malala is someone who fought terrorism from Pakistan's soil. She has even taken bullets while fighting for her cause and almost lost her life in the process. The whole world needs to take lessons from her," Mr Raut said.
The Sena leader said if Malala comes to India, Muslims who "discreetly" support Pakistan's terrorist activities will learn a lesson or two from her.
The Uddhav Thackeray-led party has escalated its protests against Pakistan over the issue of sponsoring terrorism in India.
Early this month, the Sena forced the cancellation of Pakistani ghazal singer Ghulam Ali's concerts in the state. It also staged protest against former Pakistan Foreign Minister, Khurshid Kasuri's book launch in Mumbai, where its workers smeared oil paint on the face of Sudheendra Kulkarni who hosted him.
Mr Kulkarni is a former aide of BJP veteran LK Advani.
On Sunday, Sena activists stormed the Cricket Board headquarters here and forced the cancellation of talks between BCCI President, Shashank Manohar and his Pakistan counterpart, Shahryar Khan on resumption of cricket ties.

Delhi to Host 'Car-Free Day' Tomorrow (22 Oct)

NEW DELHI: Delhi is all set to host its first 'Car-Free Day' on Thursday. Chief Minister Arvind Kejriwal, his deputy Manish Sisodia and other cabinet ministers will take part in the event which aims to encourage people to use public transport.
Transport Minister Gopal Rai said that under the 'Ab Bus Karein' campaign, government will organise such events on the 22nd day of every month.
The 'Car-Free Day' will be held from Red Fort to Bhagwan Das Road. Mr Rai said that the government has made parking arrangements at Red Fort, Chandni Chowk, India Gate and near Supreme Court for Thursday's event so that people coming to programme could park their vehicles at these points.
Mr Kejriwal, who has been brushing up his cycling skills for past few days to take part in the capital's first Car-Free Day, will ride cycle from Red Fort to India Gate, a stretch that will remain 'Car-Free' till the noon.
Car-Free Day will be observed from 7 am to 12 noon on Thursday on the stretch connecting Red Fort to India Gate via Delhi Gate and ITO. Additional buses of DTC with frequency of one or two minutes will be deployed on this route for better facilitation of commuters.
"We want to encourage people to use buses, metro, auto rickshaws and other public transport mode so that pollution level could be brought down in Delhi. Cars are one of major sources of pollution in the national capital," the transport minister said, adding that there are around 90,000 cars registered with the transport department.
He also said that some auto drivers will provide free service to support the Car-Free Day.
Earlier this month, Police Commissioner BS Bassi had denied permission to Delhi government to hold the programme, citing that the latter did not consult with the force before taking such a decision.
However, the permission to host 'Car-Free Day' was later given after Lt Governor Najeeb Jung intervened in the matter.

Gujarat High Court Questions Sedition Charges on Hardik Patel

AHMEDABAD: The Gujarat High Court today asked the government to explain the grounds on which sedition charges were slapped on Patel community leader Hardik Patel.
The sedition charge followed his alleged remarks earlier this month that his community's youngsters should kill a policeman or two instead of committing suicide.
Mr Patel, 22, who has been leading an agitation for reservation in jobs for the Patel community, was on Monday arrested on sedition charges for exhorting a youngster, Vipul Desai, in Surat on October 3 not to commit suicide but kill some policemen instead.
A Surat court subsequently remanded him to police custody till October 23.
"If you have so much courage... then go and kill a couple of policemen. Patels never commit suicide," Mr Hardik had allegedly advised Mr Desai, who had threatened to commit suicide in support of the agitation.
Mr Patel had carried a local TV channel reporter with him when he called on Mr Desai.
After the channel telecast it, the conversation was uploaded on the social media, creating a huge controversy.
A single-judge bench of Justice JB Pardiwala asked the government lawyers how did Mr Patel's remarks tantamount to sedition, which according to section 124 (A) of the Indian Penal Code is spreading "hatred against a government established by law in India".
The judge asked whether Mr Patel's statement fell into this definition.
Justice Pardiwala also observed that Mr Patel's remarks were made "in proximity" to an individual and not publicly so as to spread hatred against the state.
The next hearing in the case has been posted for Friday.
Mr Patel's detention on sedition charges was challenged in the high court by his father Bharat Patel, a BJP activist, through advocate BM Mangukiya.
His petition contended: "No offence can be disclosed by spoken words of Hardik and no overt act can be attributed to him by those words, thus no offence has been made out."
Mr Patel was first detained by the Rajkot police ahead of the India-South Africa one-day cricket match on Sunday following his threats to disrupt the game.
He was then arrested in Rajkot on Monday for allegedly insulting the national flag for holding it upside down during his protest and granted bail by a court on a surety of Rs 20,000.
Just as he emerged from the court, he was picked up on sedition charges to be taken to Surat.

Left Parties Urge PM Modi to Fulfil Promises Made to Andhra Pradesh

HYDERABAD: The CPI and CPI-M have urged Prime Minister Narendra Modi to fulfil the promises made to the people of Andhra Pradesh.
In a joint letter to the prime minister, the general secretaries of the two communist parties called upon him to make an announcement in this regard at the foundation stone-laying ceremony of state capital Amaravati on Thursday.
Communist Party of India (CPI) general secretary S. Sudhakar Reddy and Communist Party of India-Marxist (CPI-M) general secretary Sitaram Yechury drew Mr Modi's attention to the assurances made by the central government when the Andhra Pradesh bifurcation Bill was passed in Parliament.
They said MPs of the Left parties had raised many issues and the people were assured that all these problems would be addressed and immediate measures would be undertaken to solve them and redress the economic backwardness in various regions of these states (Andhra Pradesh and Telangana).
"Unfortunately, there has been no forward movement on any of these assurances that were then given by the central government and later repeated by your government after you assumed office as prime minister," they wrote.
"Though delayed, at least now, an announcement by you redeeming these promises at the foundation ceremony at Amaravati, the designated capital city of the state of Andhra Pradesh, would be appropriate," they added.

Sensex ends 19 points down; Nifty holds 8,250 level

Extending the decline for the second consecutive session, the domestic markets edged lower in trade on Wednesday as a steep fall in China's markets revived global risk aversion, while caution ahead of key corporate earnings such as Wipro , Idea Cellular also weighed on sentiment.
The S&P BSE Sensex wiped out all its early gaines and fell 19.17 points to end at 27,287.66 as pharma and banking stocks failed to shape up.
The broader CNX Nifty settled the day just a tad above 8,250 after going as high as 8294.40 points earlier in the day.
Market breadth remained positive with 18 of the 30 Sensex stocks trading in green.
Dr Reddys Lab was the top Sensex loser and fell over 3 per cent to settle at Rs 4,174.8.
Analysts said they expected the recent momentum in shares to continue should earnings come in better than expected.
Wipro, Idea Cellular are due to report their earnings later in the day.
Federal Bank ended the day 12 per cent down after it posted lower net profit at Rs Rs 161.2 crore for the quarter ended September 30, 2015, as compared to Rs 240.30 crore year-on-year.
While, markets were spooked yesterday on account of Standard & Poor's keeping India's sovereign rating unchanged to lowest investment grade, the global brokerage firm BofA-ML on Tuesday said Indian economy is expected to witness a slow recovery. Delay in global revival and lending rate cuts at the domestic front are two factors, brokerage believes, will impact country's growth.
Among Asian markets, China's Shanghai Composite slumped 3.06 per cent, the worst daily performance in five weeks, as a correction in small caps deepened through the day. Hong Kong's Hang Seng settled the day 0.37 per cent down, while Japan's Nikkei added 1.91 per cent at close.
Overnight, Dow Jones ended 0.1 per cent lower, while the S&P 500 eased 0.14 per cent and the Nasdaq 0.5 per cent.

Wipro Q2 meets low expectations: Still middling along

Wipro, the Bengaluru-headquartered IT company, has declared its numbers. While the company met the street's (low) expectation, the guidance of 0.5-2.5 per cent growth was disappointing. More than a quarterly outlook, it is important to examine whether the long-in-execution 'significant growth' and turnaround story has panned out.
Wipro by all metrics continues to be a top-tier player. This year its revenues will cross a milestone of Rs 50,000 crore and it still enjoys 20 per cent plus margins. However, after years of single digit growth, the long promised turnaround was supposed to have delivered double-digit growth rates, if not industry leading ones. From the guidance, it looks increasingly difficult that the company will achieve that, in the current financial year.
Come this February, it would be five years since T.K. Kurientook over as the CEO of Wipro. Unlike some of his more charismatic predecessors, Kurien was known and has been a low key 'bolts and nuts - execution guy' as a former senior employee of the company described him to me, once. A stint of nearly five years at the helm is a fairly long period to judge somebody's record. TK, as he is called internally, inherited a fractious ship that was being pulled in different directions, by the now acknowledged failure, of a 'co-CEO' model the company experimented with. It took him nearly a year, to reestablish roles, responsibilities and a control structure required to keep smooth functioning of such a large organisation.
While this was being achieved, on the business side Wipro was a little unlucky. Historically Wipro had been strong in telecom and outsourced R&D. Both these were severely impacted post-2008 and thus affected Wipro's fortunes. Through a series of smart acquisitions, Wipro had built its Energy and Utility practice (probably the largest amongst its Indian peers) and the recent collapse of energy prices again impacted the company more than its competitors, as its exposure to this segment of the market was more. TK also had to deal with a huge number of seniors who had helped build the company but who did not fit into the new structure. It took time to edge them out voluntarily or otherwise.
It has not been all bad news, however. During this period, Wipro, which had a smaller BFSI practice than some of its peers, has came from behind and built a robust business in this segment of the market, where today it is globally competitive with the best. Healthcare and life sciences has been another success story for Wipro with revenues reaching about $1 billion. However given the shifts in the marketplace with the emergence of opportunities in digital, cloud, platforms and AI, Wipro has been a little slower than its peers to adapt and this is getting reflected in its growth numbers. The company seems to be middling along.

However, the induction of TCS veteran Abid Ali Neemuchwala as the COO and Group President of the company, in March this year, may be an indication that the single largest shareholder of Wipro, its public face and often described as the 'permanent CEO' Azim Premji, may shift gears to move away from this middling moderate to accelerated growth. If and when that happens and whoever the new leader is, Kurien for sure would have a delivered a more robust company than he inherited. Till that time, Wipro will have to continuously reinvent itself as it seeks fresher avenues of growth.

Idea Cellular Q2 net profit up 7 per cent to Rs 809.26 crore

Idea Cellular on Wednesday posted 7 per cent increase in net profit to Rs 809.26 crore for the second quarter ended September 30, 2015-16.
The company had reported net profit of Rs 755.88 crore for the July-September period of last fiscal, 2014-15. Idea said in a regulatory filing that its total revenue rose to Rs 8,689.06 crore for the reported period, as compared to Rs 7,569.92 crore a year ago.
Idea said it was able to contain, on sequential basis, voice rate decline by 0.2 paisa per minute to 32.7 paisa per minute for second quarter but the blended mobile data average realisation per MB fell by 1.2 paisa to 23.4 paisa per MB in the reported quarter.
"The non-voice revenue contribution improved to 27.9 per cent this quarter against 21.1 per cent a year ago," it added. The net mobile data customer base has risen to 41.3 million. The data average revenue per user (ARPU) of 3G customer stood at Rs 202.
During the quarter under review, Idea spent Rs 1,726.6 crore on capital expenditure adding 9,947 sites. It said industry revenue growth is trending low due to reduction in mobile incoming IUC charges settlement rate from 20 paisa to 14 paisa per minute from March 1, reduction in national call charges and SMS rate between 20-75 per cent effective from May 1 and pressure on mobile data realised rate due to intense competition.

Bajaj Auto Q2 net profit rises to Rs 933 cr, stock up

Bajaj Auto on Wednesday reported a 57.9 per cent rise in net profit to Rs 933.06 crore for the quarter ended September 2015 compared to Rs 590.90 crore in the corresponding quarter last year.
Net sales of the company rose 2.63 per cent to Rs 5,980.63 crore during the second quarter under review, as against Rs 5,826.85 crore in the year-ago period, Bajaj Auto said in a filing to the BSE.
Total income rose to Rs 6,250 crore in the September quarter from Rs 6,076 crore for the quarter ended September 30, 2014.
The company's net profit had taken a hit last fiscal as it had paid an exceptional amount of Rs 340.29 crore as national calamity contingent duty (NCCD) during the second quarter of 2014-15.
The company sold a total of 10,56,596 units during the second quarter as compared to 10,55,582 units in the same period of previous fiscal.
During the second quarter, the company sold 9,03,097 motorcycle units in domestic as well as international markets.
In the domestic market, the company's broad strategy is to expand its presence in the mileage segment, reassert its dominance in the sports segment and grow the super sports segment, Bajaj Auto said.
The company is represented by CT100 and Platina in the mileage segment, Pulsar and Avenger in the sports segment and Pulsar RS200 and KTM in the super sports category.
As on September 30, the surplus cash and cash equivalents of the company stood at Rs 10,234 crore.
At 1340 hours, the Bajaj Auto stock was trading 3.28 per cent higher on the BSE.

Helped by positive cues from global markets and increased buying by jewellers, gold continued its upward trend for the second day by rising Rs 105 to Rs 27,335 per 10 gm at the bullion market on Wednesday.
Silver, however, remained under selling pressure and dipped below Rs 37,000 by falling another Rs 175 at Rs 36,900 per kg on poor off-take by industrial units and coin makers.
Marketmen said firming global trend as investors awaited next week's meeting of Federal Reserve for clues on the timing of a US rate increase amid speculation that rises may be likely only in 2016, mainly influenced gold prices.
Globally, gold advanced 0.3 per cent to USD 1,179.35 an ounce in Singapore.
They said increased buying by jewellers to meet ongoing wedding season demand further fuelled the uptrend in gold prices.
In the national capital, gold of 99.9 and 99.5 per cent purity added Rs 105 each to Rs 27,335 and Rs 27,185 per 10 gm respectively. It had gained Rs 80 on Tuesday.
Sovereign remained steady at Rs 22,400 per piece of eight gram.
On the other hand, silver remained under selling pressure for the third day and lost another Rs 175 at Rs 36,900 per kg, while weekly-based delivery held steady at Rs 36,935 per kg.
