PM Modi interacts with Indologists in Tashkent
  • TASHKENT: Prime Minister Narendra Modi on Tuesday met Indologists, Hindi language students and Indian community in Tashkentand said that "a common language binds strangers who meet in a foreign land".

    "I met your PM and President yesterday. Music being played in the background was Indian. And surprisingly the President knew about it," the PM told the gathering.

    "I believe that for personality development, language plays a huge role. A common language binds strangers who meet in a foreign land," the PM said.

    Ministry of external affairs official spokesperson Vikas Swarup took to twitter to share the information.
    Prime Minister Modi, who arrived in Tashkent on Monday on the first leg of his eight-day tour to five central Asian countries and Russia, had said that India is looking forward to combating the menace along with Uzbekistan.

    He also added that India was looking forward to expanding bilateral ties with Uzbekistan in matters related to economic cooperation, advancing stability and promoting regional integration.

Vyapam scam: Will request HC to order CBI probe, MP CM Chouhan says
  • NEW DELHI/BHOPAL: MP CM Shivraj Singh Chouhan on Tuesday said that he will send a letter to the MP high court requesting it to order a CBI probe into the Vyapam scam.

    If the matter comes for hearing in the SC, we would also request for a CBI probe, Chouhan added.

    "In a democracy, the ruler should be above suspicion," he said. "There are questions in people's minds. People want to know the truth. Questions in people's minds have to be answered. 

    "I bow my head to people's wishes... I am sending a request to the high court that the CBI should be allowed to investigate the case." 

    Answering questions later, he said he had not discussed his decision to go for a CBI probe with Prime Minister Narendra Modi, who is now on a visit to Central Asia. 
    Chouhan was addressing a press conference in Bhopal.

    Talking about deaths related to the scam, Shivraj Singh Chouhan said: "I am a very sensitive person, each and every death is very unfortunate."

    "Baseless allegations have been made against me. Congress doesn't care about the scam, they only want to target me," Chouhan added.

    The MP also said that he was satisfied with the probe by special investigation team, which is working under the supervision of the MP high court.

    Earlier in the day, the Supreme Court agreed to hear petitions filed by Congress leader Digvijaya Singh and others for a CBI probe into the Vyapam scam.

    A bench headed by chief justice H L Dattu agreed to give an urgent hearing and posted all petitions on the scam for July 9.

    Various people including activists, lawyers, politicians belonging to opposition parties, and whistleblower of the scam had approached the apex court for a CBI probe.

Turkish plane makes emergency landing at Delhi airport after bomb threat
  • NEW DELHI: A Turkish Airlines flight on Tuesday had to make an emergency landing at Delhi's IGI airport following a bomb threat

    The flight was going from Bangkok to Istanbul.

    The CISF control room received a call from inside the plane after which they informed the Delhi Police. The call was received around 1.43pm.

    After making the emergency landing, the plane was taken to an isolated area.

    However, no explosives were found on the plane. All 148 passengers have been evacuated safely.

    The security alarm was raised after 'bomb in cargo' was found written on bathroom mirror of the aircraft. The flight crew then contacted Nagpur ATC.

    The Nagpur ATC guided the flight to land at Delhi.

    Minister of state for civil aviation Mahesh Sharma said NSG and bomb disposal squad were pressed into service. "No explosive was found inside the cabin. The cargo portion is being checked," he said, adding the process may take about three hours.

    He said the entire area was cordoned off and the fire brigade was alerted.

  • Security alert: Drone hovers near TISS, BARC
    MUMBAI: An unidentified drone hovering around 20m above the Tata Institute of Social Sciences in Trombay on Monday afternoon triggered a security alert as the Bhabha Atomic Research Centre, which is on the terror hit-list, is located nearby.

    The incident comes more than a month after a pilot alerted the Air Traffic Centre on sighting parachute-like objects over the airport.

    On May 26, Dharmanandan Diamond Pvt Ltd, a Surat-based diamond firm, released helium balloons for promotional merchandise to mark a cricket tournament at the Air India ground, which is adjacent to the runway near the old Kalina airport. Police arrested two men, including the event organizer, in the case.

    Sources said that around 12.30pm, unidentified persons flew the drone at a height of 20m for few minutes in the area and then fled in a waiting private car.

    A professor from TISS, who was passing by, noticed the drone and immediately alerted the police control room. The professor, who is now the prime witness in the case, has recorded the incident. He has handed over the video footage to police.

    "We are examining the video clips. Prima facie, it appears that it may be some event management firm practising a videoshoot as nowadays more and more people are engaging event organizers with drone cameras," said deputy commissioner of police (zone 6) Sangramsingh Nishandar.

    Joint commissioner of police (law and order) Deven Bharti said, "Despite a ban, some event organizers use drones for shoots without prior permission. We have been regularly informing event organizers that they should take permission from the civil aviation and the police. We will definitely catch the culprits in this case and take strict action."

  • Nobel laureate Amartya Sen says Modi government wants control of academic bodiesNEW DELHI: In a move that could intensify the confrontation between the Modi government andNobel laureate Amartya Sen, Sen has now gone public with what he calls his "ouster" from the Chancellor-ship of Nalanda University. 

    In a 4000 word candid essay about to be published in the August issue of the New York Review of Books, Sen has written about his exit from Nalanda University and said that Nalanda is by no means an isolated incident but part of a wide ranging attempt by the Modi government to seize direct control over academic institutions. 

    Speaking exclusively to TOI ahead of the publication of the essay, Sen lashed out at what he called the "extraordinarily large" interference by the government in academia. He also said the economy is doing badly, and he is extremely worried that budgets for health and education have been drastically slashed. "I have never been anti industry but no country can become an industrial giant with an uneducated and unhealthy labour force," Sen said. 

    Sen is slated to step down as Chancellor of Nalanda on July 17, when he will be replaced by George Yeo, former foreign minister of Singapore.

    "I was certainly ousted from Nalanda," Sen said. "Some members of the Board, especially the foreign members were keen on carrying on the battle for me but I stepped aside as I did not want to be an ineffective leader. The government may have held up finances or statues had I continued." 

    "Nalanda not a one off incident. Nothing in this scale of interference has happened before. Every institution where the government has a formal role is being converted into where the government has a substantive role." 

    Sen pointed out that at the TIFR, the government refused to ratify the director's-Dr Sandip Trivedi's__ appointment. This has never happened under any previous PM. Sen said its not just the HRD ministry but the entire Modi government which is to blame, as Nalanda comes under the MEA. 

    He pointed out that at the NBT, its head the famous writer Sethumadhavan was asked to step down and an RSS ideologue was appointed as head. He also said that at the ICCR, Dr Lokesh Chandra who has been appointed is someone who believes PM Modi was a greater personality that Mahatma Gandhi. He said at the ICHR, the head, Yellapragada Sudarshan Rao has not done any historical research, instead is someone who has written an article saying the caste system was wrongly blamed for being exploitative when it did a lot of good for India. 

    "The Delhi IIT Director, Raghunath Shevgaonkar resigned, the IIT Bombay Board chairman, Anil Kakodkar, expressed that he could not help the government in anything in the future, for the IIMs they have introduced a bill where instead of having indirect power of withholding the signature which they did in my case or they did in Trivedi's case, now they would directly like to appoint the director. That's the new bill. Instead of having effective power, this becomes direct control." 

    He also said the Modi government has failed to understand that a market economy needs successful public services. "India spends 1.2 per cent of GDP on public healthcare, China spends 3 per cent. Now even that 1.2 has been cut to 1 per cent. There is confusion in India is wanting high growth rates like China but overlooking that China has improved public services dramatically. It has pretty much guaranteed healthcare for all, they have everyone in school, they have complete coverage. That has been the Asian pattern of development. You do it together: market economy and the state's role. The market economy needs a complentarity with the public services." 

    He also believes that while the UPA's 2013 Land Acquisition bill was confusing, the new NDA bill is "comprehensively wrong". What has gone wrong with this government is the fundamental understanding that human beings are at the centre of development, Sen said. Sen's forthcoming book 'The Country Of First Boys', a collection of essays, also dwells on his experiences at Nalanda. 

Dad’s name not must on birth certificates: SC
  • NEW DELHI: The Supreme Court has directed municipal bodies not to insist on the name of the father while issuing birth certificates for children born outside wedlock, saying that in such cases, it should mention only the mother's name. 

    The court said in today's society women are increasingly choosing to raise their children alone and the law must recognize the reality and evolve with the changing times. 

    "The law is dynamic and is expected to diligently keep pace with time and the legal conundrums and enigmas it presents. There is no gainsaying that the identity of the mother is never in doubt. Accordingly, we direct that if a single parent/unwed mother applies for the issuance of a birth certificate for a child born from her womb, the authorities concerned may only require her to furnish an affidavit to this effect, and must thereupon issue the birth certificate, unless there is a court direction to the contrary," the bench said. 

    The court said the state must take steps to ensure that no citizen suffers any disadvantage merely because the parents fail or neglect to register the birth. 

    "It is the duty of the state to take requisite steps for recording birth of every citizen. To remove any possible doubt, the direction pertaining to issuance of the birth certificate is intendedly not restricted to the circumstances or the parties before us," the court said.

  • SC to Centre, EC: Why political parties are not under RTI ambitNEW DELHI: The Supreme Court on Tuesday sought response from all national political parties on why they should not be brought within RTI ambit to make them more accountable to public.

    A bench headed by Chief Justice H L Dattu issued notice to all six national political parties including BJP, Congress, BSP, CPI and CPM seeking their response to declare them public authorities under the transparency law. 

    The bench also issued notice to the Centre and the Election Commission asking them to make their stand clear on bringing political parties under the RTI Act. 

    The court passed the order on a PIL filed by an NGO Association for Democratic Reforms seeking court direction to make political parties amenable to the RTI Act.

    Advocate Prashant Bhushan, appearing for the petitioner, contended that national parties are virtually funded by the state as they are exempted from filing income tax returns. 

    Bhushan said they would have to deposit 35 per cent of donation received by them had they not been exempted. He said that it shows that they are being funded by the government, making them liable to come under the RTI Act.

    NEW DELHI: An alleged case of pilot error led to a close shave for 123 people on board Jet Airways' Delhi-Leh flight on Tuesday morning. The aircraft cabin reportedly started de-pressurizing while flight 9W 2368 was landing in Leh and that led to the oxygen masks being deployed. 

    The aircraft, with 114 passengers and seven crew members, landed safely in Leh. The Boeing 737 was later grounded there. The directorate general of civil aviation (DGCA) is probing the incident. 

    A Jet spokesperson said: "Oxygen masks were automatically deployed during landing on-board Jet Airways flight 9W 2368 from Delhi to Leh. The aircraft had a normal landing and guests were deplaned without any incident.Jet Airways is operating a relief flight to Leh to fly guests booked on the return flight. We are investigating the circumstances that led to this event. The aircraft has been grounded at Leh. We have dispatched an engineering team along with spares for rectification of the aircraft." 

    This is incidentally the second case of Leh landing landing being currently probed by DGCA. On June 26, two flights each of Air India and GoAir allegedly landed there in poor visibility while a Jet flight from Delhi to Leh the same day came back to the capital for the same reason. The regulator is probing whether AI and Go violated passenger safety norms while going ahead to land in poor visibility. Now, it is probing Jet's landing on Tuesday. 

    Even before that Leh was in the limelight when three passengers were offloaded from an AI flight on June 24 to accommodate as many VVIPs.
