  • Maharashtra Bureaucrats Consult Governor on Yakub Memon's Mercy PleaMUMBAI:  Two senior bureaucrats of Maharashtra met Governor C Vidyasagar Rao on Saturday morning to discuss the mercy petition moved by '93 blasts convict Yakub Memon, who is to be executed on July 30.

    Additional Chief Secretary (Home) K P Bakshi and Principal Secretary (Law and Judiciary) M A Sayeed had a hour-long  meeting with the Governor to help the governor decide on his fresh mercy petition.   

    Memon's mercy plea was rejected in May 2014 by President Pranab Mukherjee. His last-minute appeal against capital punishment was rejected by the top court just two days ago.   

    He has filed a fresh appeal in Supreme Court a for stay on the execution, which the court is likely to hear on July 27.

    In the plea, Memon said the death warrant was issued before he had exhausted all legal remedies.

    The Maharashtra government has said it will follow the directions of the apex court. 

    The death warrant for Memon has created a controversy, with Asaduddin Owaisi, the president of All India Majlis-e-Ittehadul Muslimeen, saying yesterday that the killers of Rajiv Gandhi and Beant Singh "have the backing of respective political parties", so they have not been executed.

    "Bringing religion into Yakub's death sentence case does not make much sense," said Uddhav Thackeray, the president of the state's ruling ally Shiv Sena.

    "The people who died also had a religion. Such comments should be ignored and not taken into consideration," he added.

    Of the 11 people convicted in the case, Memon alone has been given the death sentence. He has spent over two decades in jail and has said repeatedly in court that he was unaware of the conspiracy that was reportedly masterminded by his brother, Tiger, and Dawood Ibrahim, who have been on the run since 1993.

    NEW DELHI:  Nine people, including three Nigerians, have been arrested from different parts of the national capital and drugs valued at Rs. 6 crore in the international market recovered from their possession, police said on Saturday.

    The seized drugs include 100 kg cannabis, 905 gram heroin and 65 gram cocaine. 

    Parvej Khan, 32 and Javed, 36, were arrested from a bus stand on National Highway 24 on Wednesday and 100 kg cannabis (ganja) was recovered from their possession.

    "The value of the recovered cannabis is Rs. 50 lakh in the international market," Joint Commissioner of Police (Crime Branch) Ravindra Yadav said.

    Anthony Umeh, 25 and Agbahia Ikenna, 30, both residing in Delhi and smuggling heroin into India, were held on Thursday from west Delhi's Uttam Nagar.

    Mr Yadav said 800 gram heroin worth Rs. 1.6 crore in the international market was recovered from them. The heroin was destined for the US and was concealed in courier packets of embroidery.

    A team of the Anti-Narcotics Cell arrested Raibul from south Delhi's New Friends Colony area with 105 gram heroin worth Rs. 22 lakh, he said.

    Mohd Raibul, 22, Ubabueze Chijioke Emmaunle, 25, Rahul Chaudhary, 31, Anshuman Tiwari, 27 were arrested from west Delhi's Rohini with 60 gram cocaine worth Rs. 65 lakh.

  • Economic Cooperation With Neighbours Must for Prosperous Eastern India: Bibek DebroyKOLKATA:  Observing that India cannot grow without the development of its eastern parts, economist and NITI Aayog member Bibek Debroy on Saturday said economic integration with neighbouring countries was imperative for the prosperity of the region.

    Speaking at an Indian Chamber of Commerce organised event in Kolkata, Mr Debroy said the region's potential lies in agriculture and not manufacturing alone.


    "India cannot grow at the desired level until the eastern parts of India also grow. By eastern part I mean, eastern part of UP, Bihar, Jharkhand, Odisha, West Bengal and the entire north eastern region.

    "The eastern part of the country can only prosper when economic integration happens with neighbouring countries like Nepal, Bangladesh, Bhutan, Myanmar, (others in) southeast Asia and even parts of China," he said.

    Asserting that 'Make in India' doesn't means manufacturing alone, Mr Debroy said decentralisation of governance and development of physical infrastructure was essential for the region to grow.

    "There is enormous amount of slack as well potential in West Bengal. But that doesn't mean, to grow it has to manufacture in the strict corporate sense of manufacturing. Make in India doesn't necessarily mean manufacturing alone.

    "The great growth potential of this part lies in agriculture and agr0based stuff, because that is where the slack is the largest," he said.

    Claiming there was excessive government interference, Mr Debroy said decentralization was essential for effective distribution of public goods and services.

    "If the public good and services are delivered efficiently then there is no need for subsidies. To ensure efficient delivery of public goods and services, it is extremely important to emphasize on the need for decentralization and devolution not only within the central and state governments but also down to the local governments.

    "Since the past 60 years, there is an excessive degree of govern interference and one of the tasks of reforms is to reduce this malign role of the government," added Mr Debroy.

  • CBSE Re-Conducts All India Pre-Medical Test SuccessfullyNEW DELHI:  CBSE on Saturday "successfully" conducted the All India Pre-Medical Test (AIPMT) for medical and dental courses after the Supreme Court cancelled the examination held on May 3 following the leak of the question paper.

    "In compliance of the orders of the Supreme Court, the Central Board of Secondary Education conducted the AIPMT examination today (Saturday) successfully without any untoward incident," the board said in a statement.

    "A total of 6,32,625 candidates were registered for this examination, out of which only 4,22,859 candidates downloaded the admit card. The examination was conducted at 1,065 centres in 50 cities throughout the country and abroad," it added.

    The board said it made "strict security arrangements" to ensure fair conduct of the examination and all candidates were frisked before the test.

    The Supreme Court cancelled the May 3 examination following the leak of the question paper and circulation of the answer keys through electronic devices across 10 states.

    The court, by its June 15 verdict, while cancelling the examination held on May 3, had given CBSE four weeks time to re-conduct the examination and declare the result.

    PATNA, BIHAR:  Prime Minister Narendra Modi on Saturday urged the country's agriculture scientists to work hard for ensuring India's second Green Revolution.

    "There is no time to further delay it. We have to brace ourselves for the second Green Revolution," PM Modi said in his address at the foundation day function of the Indian Council of Agricultural Research in Patna.


    "All agriculture scientists should work jointly for the second green revolution for the country," he told scientists who gathered here from across the country.

    He said the first green revolution was for producing food grains in the country to get rid of over dependent on their import but the aim of the second green revolution would be different.

    He asked the agriculture scientists to research in their labs to increase yield per acre and to connect farmers with latest scientific research.

    PM Modi said Bihar's fertile land was suitable for the second green revolution. "In Bihar, there is special attraction and additional power for the agriculture."

    PM Modi, on a day-long visit to Bihar, said organic food and honey have big market globally and our farmers could encourage to produce both items to increase their earnings.

    SANAA:  At least 35 civilians have been killed and dozens wounded in a Saudi-led coalition air raid in south western Yemen, medical sources said today.

    Women and children were among those killed in the Friday night strike in the town of Mokhba, close to the third city of Taez, the sources said.

    The raid hit a residential neighbourhood where employees of the town's power station lived, according to residents.

    They said several houses were destroyed and that dozens of people were wounded.


    The Saba press agency, controlled by the Huthi rebels that have seized control of the capital and much of central Yemen, reported that 55 people were killed in the attack, which it denounced as a "Saudi crime".

    Some witnesses said the neighbourhood in Mokhba had been targeted by mistake, although others alleged that the Huthis had taken up positions in the area.

    In March, the coalition launched strikes on rebel positions after the Huthis swept into Sanaa and pushed south towards the port city of Aden, where President Abedrabbo Mansour Hadi had taken refuge before fleeing to Riyadh.

    Coalition jets carried out fresh raids overnight on Huthi positions across Yemen, including around Aden, military sources said.

    The United Nations says the conflict has killed more than 3,640 people, around half of them civilians, since late March.
