  • On eve of referendum, Greece accuses creditors of 'terrorism'MADRID: Greek finance minister Yanis Varoufakis accused Athens' creditors of "terrorism" in an interview published on Saturday, a day before Greeks vote in a high-stakes referendum on their bailout.

    "What they're doing with Greece has a name — terrorism," the blunt-spoken Varoufakis told the Spanish El Mundo daily. "What Brussels and the troika want on Saturday is for the 'yes' (vote) to win so they could humiliate the Greeks."

    "Why did they force us to close the banks? To instill fear in people. And spreading fear is called terrorism," he said, referring to the IMF, European Central Bank and European Union.

    After failing to reach a deal with its creditors last weekend on an extension of its bailout programme Greece's radical leftist government closed the country's banks and imposed capital controls until July 6.

    Varoufakis said that whatever the result of Sunday's vote, in which the government is calling for a 'no' vote, the banks would reopen and Athens would end up reaching an accord with its creditors.

    "Europe needs an agreement, Greece needs an agreement, meaning we will reach an agreement," he said, reiterating a pledge to resign if the 'yes' vote carried the day.

    The flamboyant economist, who has become one of Europe's most recognizable politicians in the few short months since he took office, also repeated that the "troika" of creditors wanted to "humiliate Greeks" and make them an example of what not to do for other countries, like Spain, where radical left-wing parties are on the march.

    Referring to Syriza's Spanish ally Podemos, he said: "I think that in Europe there is a need for parties like Syriza and Podemos, which are both critical of the system and pro-European and democratic. Those who hate us want to cast us as anti-European but it's not true, we are not."

Dawood's surrender offer was conditional, so we rejected it: Sharad Pawar
  • MUMBAI: NCP leader and former Maharashtra chief minister Sharad Pawar on Saturday said senior advocate Ram Jethmalani had contacted him over underworld don Dawood Ibrahim's willingness to surrender but conditions put forward for it were not acceptable to the state government.

    The offer was made during Pawar's tenure as chief minister in 1990s.

    "It is true that Ram Jethmalani had given a proposal about Dawood's willingness to return. But there was a condition that Dawood should not be kept in jail. Rather he be allowed to remain in a house. This was not acceptable. We said he had to face the law," Pawar told reporters here.

    The former Union minister was asked about Jethmalani's statement that Dawood, a key accused in the 1993 Mumbai serial blasts, was willing to surrender to Indian authorities but Pawar, the then chief minister heading a Congress government in the state, had rejected the offer.

Scribe covering Vyapam scam suddenly takes ill, dies
  • JHABUA: Akshay Singh, a Delhi-based TV journalist with a leading media group died of a massive heart attack while interviewing family members of MPPEB scam accused, Namrata Damor, who was mysteriously found dead on railway tracks near Maksi in Ujjain district three years ago. 

    Singh along with his team had gone to Damor's native village at Megh Nagar in Jhabua district on Saturday. Around 1pm, while talking to Namrata's father, Singh suffered a heart attack. 

    "He came to my house at 1 pm enquiring about Namrata. He had a glass of water and tea and after half-an-hour, he began coughing and foaming in the mouth. We took him to a local government hospital," said Mehtab Singh, Namrata Damor's father. Singh was first taken to community health centre of Megh Nagar and then to a private hospital, where he died. 

    Medical officer, CHC Megh Nagar, Dr K L Patidar said, "Singh died while undergoing treatment. We referred him to Jeevan Jyoti Hospital." Later, his body was taken to neighbouring Dahod in Gujarat, where a three-member panel conducted an autopsy. 


    Hours after Singh's death, former chief minister of Madhya Pradesh Digvijay Singh tweeted: "Akshay Singh Aaj Tak reporter from Delhi investigating Vyapam died today when he was interviewing father of Namrata Damor Vyapam victim." 

    Namrata Damor, 19, was a first year student of MGM College, Indore, and went missing since January 7, 2012, soon after results were declared. When her mobile phone was unresponsive, her brother Omprakash came to Indore to enquire about her. On not being able to trace her, he lodged a missing person complaint on January 12. However, the cause of the death remains a mystery. Police are clueless whether Namrata committed suicide or was murdered. 

    Failing to ascertain her identity, police pasted her photograph at Ujjain railway station. It was then her brother took notice and came to know about her demise. Her ticket reserved for January 7 in Indore-Bilaspur Express was also recovered. Later, police found she was an accused in MPPEB scam.

    KOLKATA: Rural India has over 70,000 transgenders, with Uttar Pradesh topping the list with nearly 13,000, and West Bengal home to around 10,000, reveals the Socio Economic and Caste Census 2011

    The census's gender analysis reports rural India has 74,286 transgenders. 

    Uttar Pradesh tops the list among 35 Indian states and Union Territories with 12,916 members, Bihar comes in second with 9,987 transgenders and rural Bengal ranks third with 9,868 members of the third gender.

    According to Ranjita Sinha, transgender activist and a member of Bengal's Transgender Development Board, the survey released on Friday reflects the growing recognition of the third gender in the state. 

    "The census will provide a way to frame better policies for the third gender in the state. A lot of positive things are happening in Bengal and the official record of the numbers are evidence of the growing recognition, especially in the rural areas," Sinha told IANS. 

    The survey reports a population of 7,07,68,606, and 1,57,56,852 households in rural Bengal. The proportion of transgenders in the state is around 13.3 per cent of the national total. 

    Sinha, also the secretary of the Association of Transgender/Hijra in Bengal, said the statistics and data will help further strategies in health and education of the third gender. 

    "We have our rights just like any other citizen of India and being assigned a column in the survey is a step forward in mainstreaming," Sinha said. 

    Recently, the state government roped in India's first transgender college principal Manabi Bandyopadhyay to work with its transgender development board in framing a new policy for the third gender in Bengal. 

    Bandopadhyay made headlines with her appointment as the head of Krishnagar Women's College in Bengal, a first for India. 

    While states like Tamil Nadu and Maharashtra have transgender welfare boards, Bengal has the country's sole development board for them. 

    This year, universities like Presidency University and Jadavpur University introduced separate criteria in admission forms for inclusion of the third gender. 

    At the national level, the Rights of Transgender Persons Bill, 2014 was passed by the Rajya Sabha in April. 

    For the first time in 45 years, the Rajya Sabha unanimously passed a private member's bill. It envisages creation of a national commission for transgender communities and state level commissions.

I&B ministry assures all help to resolve FTII issues
  • NEW DELHI: The information and broadcasting ministry has assured all support to the Film and Television Institute of India (FTII) as it tries to end the impasse at the premier institute, where students are protesting against the appointment of Gajendra Chauhan as its chief. 

    "It is an institute of great repute but there are issues which need to be handled better. The ministry has assured its cooperation to improve the functioning of the institute and make it a national centre of excellence," said a source, privy to the deliberations held yesterday between the government and an FTII delegation. 

    Top brass of information and broadcasting ministry had met the students and alumni members including Oscar-winner Resul Pookutty and filmmaker Girish Kasaravalli of FTII-Pune yesterday and asked them to "get back to class" and allow normal functioning of the institute.

    The average cost of education for the FTII students funded by the State, has been in excess of Rs 10 lakh per year per student and it needs to be seen in the context of the commitment of the institution, alumni and students in completing the course in time, the source added. 

    However, FTII in the past many years has had to financially bear with delayed batches, officials said. 

    The oldest batch of 2008 is still pursuing their course in the institute which is a cause of concern, sources said. 

    This issue would have been in the knowledge of past Governing Councils which were headed by many alumni also but it was invariably stuck on the issue of academic restructuring, leading to repeated agitations, they added.

    The Geeta Krishnan Report (Expenditure Reforms Commission Report) had recommended that both SRFTI and FTII be handed over to the film industry but the I&B Ministry did not implement this recommendation and has been trying to make them centers of excellence, the sources said. 

    The issue of the institute not being able to have a convocation since 1997 was another issue of grave concern, they added.

    The delegation that met the ministry functionaries yesterday, was assured in no uncertain terms that there would be completely academic independence and no interference of any kind while the ministry would continue to extend all support possible to strengthen the institution, officials said.

  • Kashmir rail link project to be completed by 2020: Railway officials
    SRINAGAR: The rail-link from Banihal to Katra, connecting Kashmir valley with the rest of the country, would be completed by 2020, railway officials said here on Saturday

    "The work on the Banihal to Katra stretch is going on and we are hopeful of completing it by 2020," general manager, northern Railways, AK Puthia told reporters.

    Puthia said the 110 km stretch was the most difficult part of the rail-link which connects Baramulla in north Kashmir with Udhampur in Jammu.

    "About 85 per cent of the track is made of tunnels. There are 25 tunnels in this stretch, of which around 35 per cent has been completed," he said.

    The general manager said the track would also have the world's longest and highest railway bridge. "It will be 359 metres high and will have a span of 467 metres. The bridge is expected to be completed by 2017," he said.

    Puthia said the maintenance and services of the railways were affected in the valley post last year's floods.

    "The movement of our stocks and coaches was affected after the floods. We recently got permission for carrying those items. When the supply improves, the services will improve," he said.

    The official said subject to the approval of the railway board, more coaches would be added to the trains to address the increasing rush of passengers.

    "We can add more trains or even coaches after we get the approval of the board. At present the platform length at the railway stations here is of eight coaches and adding extra coaches will cause inconvenience to the passengers," he said, adding that more than 22,000 passengers use the services of the railways daily here.

    Puthia was here to inspect the railway stations at Srinagar and Budgam and to take first-hand-account of the issues the passengers as well as employees face.

    He said Union railway minister Suresh Prabhu will visit the state on July 9.

UPSC civil services results declared; Ira Singhal is topper
  • NEW DELHI: The Union Public Service Commission on Saturday declared results of the prestigious civil services examination. Ira Singhal has topped the exams.

    Four top position holders are women: Ira Singhal, Renu Raj, Nidhi Gupta and Vandana Rao.

    Suharsha Bhagat, at rank 5, is top male candidate in the list.

    Ira and Nidhi, who hail from Delhi, are Indian Revenue Service (Customs and Central Excise) officers whereas, Renu Raj is a doctor by profession. She hails from Kerala.

    "I am really very happy. I can't believe this. I just prepared for the examination," Ira said.

    Ira topped the exam in general category despite being physically handicapped. "I want to be an IAS officer. I want to do something for the benefit of physically-handicapped people," she said.

    Renu Raj got the second rank in her first attempt. "I am extremely happy to know the result. I have been preparing for the exam for the last one year," she said from Thiruvananthapuram.

    Renu Raj, who works in a hospital in Kollam in Kerala, hails from Kottayam.

    Third rank holder Nidhi said it is a proud moment for her to get selected in the examination. "It is really a proud moment. I put in lot of hard work and finally it paid," she said. Nidhi is presently assistant commissioner of customs and central excise.

    A total of 1,236 candidates have been recommended for appointment to IAS, IFS, IPS and central services. 

    A total of 254 candidates have also been kept in a consolidated reserved list.

    A total of 180 candidates have been recommended to IAS, with 32 to IFS, 150 to IPS, 710 to Central Services group 'A' and 292 to group 'B' services.

    It is the first time that the Commission is declaring the final results within four days of the closing date for the personality tests or interviews, a senior official said.

    The civil services examination is conducted by the UPSC annually in three stages — preliminary, mains and interviews — to select candidates for the elite Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.

    The civil services preliminary examination was conducted on August 24 last year at 2,137 venues in 59 centres across the country. About 9.45 lakh candidates had applied for it but approximately 4.51 lakh appeared for the examination.

    Of these, 16,933 were declared qualified for the main examination, the official said. The main examination was held in December last year and, out of the 16,933 candidates, 16,286 appeared for it, an official said.

    "The result of civil services main examination was declared on March 13 this year. 3,308 candidates were declared qualified for the personality test," the official said, adding that out of these, 3,303 appeared for the personality test, which were held from April 27 to June 30.

    "In terms of the number of candidates and number of centres or sub-centres, this was the biggest examination ever conducted by the Commission," the official said.

      2. SECI will work in development of all segments of renewable energy - geo-thermal, off-shore wind, tidal etc. apart from solar energy after being renamed as RECI.

Section 8 of Companies Act, 2013 [earlier Section 25 of Companies Act 1956] defines formation of companies with charitable objects and commercial aspects of a business entity are completely prohibited. It is the reason behind SECI applying to be be converted to Section 3 company [earlier Section 18 of Companies Act 1956] as here the company is mainly for commercial activities without any limitation.

      1. Bureau of Indian standards (BIS) to be established as National Standards Body of India 
      2. It wil include goods, services and systems, besides articles and processes under the standardization regime.
      3. It will promote ease of doing business by allowing multiple simplified conformity assessment schemes including Self Declaration Of Conformity (SDOC) against any standard. It will give multiple simplified options to manufacturers to adhere to standards and get a certificate of conformity.
      4. Government will be able to -
        1. apply mandatory certification regime on processes wherever necessary to maintain health,safety and security. It will help consumers receive ISI certified products and will prevent import of sub-standard products.
        2. Appoint any authority along with Bureau of Indian Standards to verify conformity of products and services.
        3. Implement mandatory hallmarking of precious metal articles and also strengthen penal provisions for better compliance and enable compounding for violations. 
      5. This bill will promote a culture of quality of products and services through mandatory/voluntary compliance with Indian standards through 'product certification' and 'Certificate of Conformity' by Empowering BIS and Government.
    160. Government approved proposal of Ministry of Culture for setting up a National Memorial at birth place of Lok Nayak Jai Prakash Narayan in Chhapra (Saran) in Bihar.
    161. Government approved proposal to promulgate Negotiable Instruments (Amendment) Ordinance, 2015 in parliament to amend Negotiable Instruments Act, 1881 that is related to jurisdiction related issues for filing cases for offence committed under section 138 of NI Act. Key Features are -
      1. Cases of bouncing of cheques can be filed only in a court in whose jurisdiction the bank branch of the payee (person who receives the cheque) lies.
      2. All cases filed against a person will be transferred to the court with the appropriate jurisdiction.

Government approved setting up of six new Indian Institutes of Management (IIMs) at Vishakhapatnam (Andhra Pradesh), Bodh Gaya (Bihar), Sirmaur (Himachal Pradesh), Nagpur (Maharashtra), Sambalpur (Odisha) and Amritsar (Punjab). These six new IIMs will commence academic sessions from 2015-16 with each having intake of 140 students in the Post Graduate Programme (PGP) courses.

    289. National Sample Survey Office (NSSO) 71st Round of survey on Social Consumption: Education-
      1. Adult literacy (age 15 years and above) rate in India was around 70.5 % in 2014
      2. In age group 7 years and above, male literacy rate was 83.2 % and female was 67.1 %. Meghalaya, Mizoram, Nagaland, Kerala, Goa, Delhi, Chandigarh and Lakshadweep had more than 90 % Literacy in this age group. 
      3. Literacy in age 5 and above group in rural areas is 71.4 % as compared to 86.1 % in urban areas.
    290. National Stock Exchange (NSE) launched online Overnight Liquid Transaction facility on its Mutual Fund Service System (MFSS) platform. It will allow purchase and redemption of orders simultaneously in liquid schemes. Earlier in May 2015, a similar product was introduced by Bombay Stock Exchange (BSE) which now has daily transactions of worth 400-500 crore rupees.

    313. RBI (Reserve Bank of India) issued Second bi-monthly monetary policy statement 2015-16.
      1. Repo rate has been cut by 0.25 %. New Repo rate is 7.25% (7.5 % Earlier). As a result, reverse repo rate became (the rate at which RBI borrows from commercial banks) 6.25 % while marginal standing facility (MSF) and Bank Rate became 8.25 %. Cash reserve ratio (CRR) is unchanged at 4 % and SLR (Statutory Liquidity Ratio) is unchanged at 21.50 %.
    314. RBI announced Strategic Debt Restructuring (SDR) Scheme to allow banks and other lending institutions to convert their loans into equity stake in the Borrower Company. It is being done to encounter rise in Non Performing Assets (NPAs) as Gross NPAs of Banks will rise to 5.9 % of total advances during 2015-16 against 4.4 % during 2014-15.
      1. The scheme will benefit all Commercial Banks (except Regional Rural Banks (RRBs)), Term-lending and Refinancing Institutions, Export-Import (EXIM) Bank, National Housing Bank (NHB) and National Bank for Agriculture and Rural Development (NABARD). Key Features are -
      2. Lenders will be able to convert their outstanding loans into a majority equity stake if the borrower fails to pay the loans as per terms.  
      3. Decision on invoking the SDR will be taken within 30 days by the lender after review of account of borrowers and the conversion package within 90 days after taking such a decision.
      4. After conversion, all lenders should together own 51 % or more of the company's equity.
      5. Next Step will be to divest equity holdings of the company to new promoters as soon as possible. New Promoters will be un-related to existing promoters and will acquire entire 51 % Holding by the Lenders.
      6. On divestment of banks' holding in favour of new promoter, asset classification may be upgraded to standard

    319. Reserve Bank of India (RBI) issued final guidelines for 6-year and 13-year cash settled Interest Rate Futures (IRF) under the Interest Rate Futures (Reserve Bank) (Amendment) Directions, 2015.
      1. 6-year cash settled IRF contracts will be a coupon bearing government security of face value of 100 rupees and residual maturity between 4 - 8 years on expiry of futures contract.
      2. 13-year cash settled IRF contracts will be a coupon bearing government security of face value of 100 rupees and residual maturity between 11 - 15 years on expiry of futures contract.
      3. RBI also expanded residual maturity for existing 10-year cash settled IRF from 9-11 years to 8-11 years to provide market participants greater choice and flexibility to hedge interest rate risk across different tenors.
    320. Reserve Bank of India allowed Authorised Dealer Category I (AD Category-I) Banks to borrow foreign currency from Global Financial Institutions without any prior approval from RBI.
