Lok Sabha passes GST bill

NEW DELHI: The Lok Sabha passed the Goods and Service Tax Constitutional Amendment Bill on Wednesday, with Union finance minister Arun Jaitley assuring the states that the Centre would compensate any tax losses suffered by them over the next five years.
Speaking in the Lok Sabha, Jaitley told the members that GST will bring a uniform tax structure across the country, adding that certain products like petroleum and alcohol have been kept out of the purview of the bill and have been kept under the domain of the states.
However, even as the voting for the bill was on, the Congress party staged a walkout. Ultimately, the bill received the two-third majority needed for it to pass.
The Congress party had earlier demanded that the GST Bill should be first referred to the Select Committee before being taken up for passage in the Parliament.

Hindu organisation in UK under scrutiny for asking Hindus to vote for Conservative party

LONDON: The oldest umbrella organisation for 565,000 Hindus in Britain is now under scrutiny for asking its followers to vote for the Conservative Party.
Urging people to vote as a form of "dharma", a senior functionary of the National Council of Hindu Temples - general secretary Satish Sharma said the David Cameron led party rejected an anti-caste legislation and whose members are committed to repealing the caste amendment if re-elected.
Britain's Charity Commission told TOI that electoral guidance clearly states that charities are banned from supporting any political party or candidate and that all charities have to ensure that their independence is maintained.
Hindu organisations in UK have been calling on the House of Commons not to introduce a legislation - the Equality Act that includes caste among other forms of discrimination and gives legal protection to four lakh dalits living in the UK.
Sharma wrote on the organisation website "This is not a recommendation for members of the dharmic communities to vote for a particular party, but it would be unfair not to recognise that the Conservative Party is the only principal party which has rejected the process whereby this legislation was forced through, and the Conservative Party is the only party which has consistently listened to us and voted against this legislation".
According to Sharma, both the Labour Party and the Liberal Democrats have pledged that if elected, they would immediately introduce legislation that would "effectively introduce a caste system here in the UK".
Speaking to TOI, Sarah Hitchings from the Charity Commission said "We are aware of the notice posted and we contacted the charity to establish the facts of this matter and ask them to remove the post as a matter of urgency. Guidance on campaigning and political activity makes clear that a charity must not give its support to any political party or candidate".
She added "We are aware that the post has subsequently been removed and the trustees have responded to us. We are assessing the response to decide what action, if any, is required".
A controversy had broken out last year when a Conservative Party minister-in-charge of getting the new legislation rolling was accused of trying to actually shelf it.
In a letter to Hindu groups, equalities minister Helen Grant said a safeguard has been introduced which would allow the government to remove caste discrimination from the statute book if reviews show it is not necessary. The letter also asked Hindu groups to submit evidence that will help the government junk the legislation they feel is unnecessary.
In a letter to the Alliance of Hindu Organisations on May 9, Grant had said "I made no secret of my disappointment that it has been necessary for the government to concede to making an order to include caste as an element of race in the Equality Act 2010. We remain concerned that there is insufficient evidence of caste-based discrimination to require specific legislation".
Prime minister David Cameron has gone all out to appease the Indian Hindu community and recently asked Britain to take inspiration from Hinduism if it wants to become better.

Salman Khan sentenced to 5 years in jail

MUMBAI: A sessions court on Wednesday sentenced Bollywood superstar Salman Khan to 5 years in jail after finding him guilty of all 8 charges in a 2002 case where his car rammed into a bakery killing one and injuring four persons while he was driving under the influence of alcohol.
The court had earlier found him guilty under the stringent charge of culpable homicide not amounting to murder that carries a maximum sentence of 10 years and several other charges including rash driving, causing minor injuries; causing major injuries; negligence and driving without a licence.
The sentence in the 12-year-old case was delivered in a jam packed court room number 58 of Judge D W Deshpande where the 49-year-old actor and his family were present.
The sentencing follows the culmination of a trial that commenced in April last year.
The court relied upon judgements in Alistair Pereira and Sanjeev Nanda BMW case of Delhi while convicting Salman.
The court also asked the actor what he had to say on the verdict to which he denied charges saying he was not driving the car at the time of mishap.

UAE unveils Mars mission plan

DUBAI: The UAE on Wednesday unveiled its plan to send an unmanned probe to Mars in 2021 to study the atmosphere of the Red Planet, a media report said.
The initial details of the mission named Al Amal, or "Hope", were unveiled at an official event attended by Shaikh Mohammad Bin Rashid, vice-president and Prime Minister of the United Arab Emirates and ruler of Dubai.
"Our science mission is to produce the first ever truly global picture of the Martian atmosphere. This is the first holistic study of the Martian climate and how the layers of atmosphere fit together," Gulf News quoted Omran Sharaf, Emirates Mars Mission project manager, as saying on a video.
A purely Emirati team composed of 150 engineers and scientists will work on the mission, the report added.
"We have to be ready by then (July 2020). There is no second chance. It's a race against time," Sharaf said. The spacecraft will be launched in the nose cone of a rocket. The journey to Mars will take around seven months," Sharaf said.
"Scientists on earth will use the data that will be sent by the probe to build a complete dynamic picture of the Martian climate. This is something that has never been seen before," he added.
All the data collected by the probe will be made available to 200 universities and research institutes.
A space agency has been created to plan, execute and monitor the seven to nine-month journey to Mars over the next six years. Sent at 17:28 on Wednesday

Those seeking change are not anti-government: US to India on NGOs

NEW DELHI: The US today hit out at Modi government for the punitive action against scores of NGOs, saying those who act peacefully to seek change are not anti-government and not trying to weaken national security.
US ambassador Richard Verma further said citizens have a "inalienable right" in a democratic society to argue peacefully and ask questions or challenge laws.
"I read with some concern the recent press reports on challenges faced by the NGOs operating in India. Because a vibrant civil society is so important to both of our democratic traditions, I do worry about the potentially chilling effects of these regulatory steps focused on NGOs," Verma said.
He was delivering a lecture on "Foundation of the US-India Strategic-Plus Relationship" at Ananta Aspean Institute, a think-tank.
In a crackdown on NGOs allegedly receiving illegal foreign funds, the government last month had cancelled licences of nearly 9,000 such entities for violation of the Foreign Contribution Regulation Act (FCRA).
The US-based Ford Foundation has also been put on the 'watch list' by the home ministry, which directed that funds coming from the international donor should not be released by any bank to any Indian NGO without mandatory permission from it. The government had also barred Greenpeace India from receiving foreign funds with immediate effect.
Noting that it was natural to have areas of disagreement between the two countries, he said he was looking forward to some tough discussions with India on certain issues, indicating that action against NGOs may be one of them.
"I also know there will be times when we disagree, and I look forward to those conversations, too. Yes, I look forward to the tough discussions because my argument is not that our two sovereign countries must be exactly the same," he said.
After the Ford Foundation was put on the watch list, the US state department had protested and the issue was also reportedly raised by under secretary for political affairs Wendy Sherman during her meetings with senior Indian officials here last week.

Sonia Gandhi says Modi govt "of some people, by one person, for a select few"

NEW DELHI: A combative Congress President Sonia Gandhi today mounted a blistering attack on Prime Minister Narendra Modi, accusing him of running a government "of some peopl
e, by one person, for a select few" and said he has not much to showcase even as the government completes one year.
Addressing a meeting of the Congress Parliamentary Party, Gandhi, who is also CPP Chairperson took repeated digs at the Modi dispensation over issues like centralisation of power, lack of substantial growth on the economic front and acting with "obstinate arrogance" in Parliament and criticism of previous governments by the Prime Minister on foreign soil
.
"What do they deserve credit for? They deserve credit for the the most anti-farmer legislative amendments to our Land Acquisition Bill. They deserve credit for ignoring the severe plight of farmers throughout the country in a show of callous unconcern that has never been seen before," she said.
"They deserve credit for creating the most centralized government in India's recent history. Ministers hardly matter. Even the bureaucrats, who are supposedly empowered, feel paralyzed because all key files are pending in the PMO for decision," she said.
Gandhi, who is seeking to move an adjournment motion in the Lok Sabha on the issue of keeping vacant critical appointments in the government, wondered "what is this government afraid of?
She said those appointments in government structure, which have independent authority to question the working of the government machinery, were specially lying vacant.
"Friends, the challenge to us is very clear. We are faced with a government, which assaults everything precious that India and the Congress stands for...We must take the fight for and expose this government on its other sins of omission and commission."
Taking a jibe at Modi, she said the Prime Minister likes to talk of consensus.
"Yet ignoring convention, this government acts with obstinate arrogance. Such arrogance is also apparent when forcing its way in Parliament. Out of 51 bills, 43 have not been sent to the Standing Committee," she said.
The Congress President's remarks come at a time when there is a face off between the Government and the Opposition over referring the key GST bill to the Standing Committee.
Citing two examples, she said recently the government imposed AFSPA in Arunchal Pradesh "without even informing the Chief Minister" and they were earlier planning to go through the Bangladesh Land Agreement excluding Assam.

Sensex tanks 723 pts on reform concerns

MUMBAI: Stock market witnessed a bloodbath today withSensex tanking 723 points; its second biggest single day fall since Narendra Modi government took over on huge sell-off by FIIs on concerns over GST and other reforms.
Across-the-board sell-off was triggered by concerns that reform process may get delayed as the key GST bill faces strong political opposition even as it got through Lok Sabha. Slowdown in the services and manufacturing sectors as also persistent taxation worries added to the pressure.
Some traders said that conviction of hugely popular bollywood actor Salman Khan in a 13-year-old hit and run case could also have been at play, as a large number of HNI investors and traders typically rotate their funds between stock market, real estate and film industry.
"Traders remained concerned due to prevailing conflict between the opposition and government over key bills in the parliament," said Jayant Manglik, President of Retail distribution at Religare Securities.
The 30-share Sensex after opening a shade higher at 27,473.36 and advanced to a high of 27,501.15.
However, it succumbed to selling pressure and dipped below the 27,000-mark with blue-chip stocks ICICI Bank, ONGC, Cipla and ITC, among other plummeting. It touched a low of 26,677.64 before settling 722.77 points or 2.63 per cent lower at 26,717.37, the lowest in nearly 5 months.
