Isro moots ground station in Vietnam

BENGALURU: The Indian Space Research Organization (Isro) has mooted a proposal for a ground station in Vietnam. The Prime Minister's Office (PMO) is also keen on the project.
The organization already has a network of ground stations within the country, one in Mauritius and two in Indonesia.
The proposal is going to help India receive, process and use data from Indian satellites for a variety of applications including disaster management support, a senior scientist told TOI.
It can also be used to provide training in space science, technology and applications which will benefit other members of Association of South-East Asian Nations (Asean) too —Brunei, Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
Isro seems to have already convinced Prime Minister Narendra Modi who discussed the topic at the India-Asean meet at Nay Pyi Taw, Myanmar in November.
"Modi has broken the ice on the matter and it assumes importance as this is a diplomatic project which will need another country's co-operation," the scientist said.
Another scientist said that currently, for any major launch that has a launch phase of more than 22 minutes (like Mars mission), they need to use the help of global ground stations for which there are partnerships.
"But for launches that have a launch phase of 22 minutes or less (all our communication and remote sensing satellites), we use our own stations barring one. This station at Vietnam will enable us to be completely self-reliant for such satellites," he pointed out.
Besides, this will allow India to take lead in the region and act as a station for other smaller Asian countries during their launches.

Muri Express derails in UP, 4 dead

ALLAHABAD/LUCKNOW: At least four passengers were feared dead and over 50 injured on Monday when eight bogies of the Muri Express derailed near Sirathu railway station in Kaushambi district of UP.
Officials of Kaushambi district administration said that eight bogies derailed include two general coaches and four sleeper.
The death toll is expected to rise.
Many injured passengers are said to be in critical condition.
The cause of derailment is not known as yet.
Local villagers were the first to come for rescue.
As per initial reports, Muri express, train No 18109, from Rourkela in Odisha to Jammu Tawi, derailed three kilometres from Sirathu railway station at around 2pm.
Sirathu station falls in the Allahabad-Kanpur central section of the busy Delhi-Howrah route.
The accident has disrupted movement of other trains.
"Eight coaches have derailed and one has capsized. The affected coaches are S3 to S6 coach, along with AC coaches B1, B2, A1 and one general coach. One of the derailed bogies capsized due to the impact of the crash," said a railway official. Railways has rushed relief train from Allahabad to the spot.
State government has announced Rs 2 lakh compensation for the families of victims and free treatment of those injured.

Killer heat claims 165 more lives in AP, Telangana; toll 500

The scorching summer continued to claim lives in Andhra Pradesh and Telangana, with as many as 165 more deaths reported on Sunday, even as the soaring mercury broke records in other parts of India.
The sunstroke toll in the two states has now touched 500. And, there is likely to be no early respite from the killer heat as India Meteorological Department extended the severe heat wave warning in AP and Telangana by three more days.
In AP government's first admission of heat-related deaths, state health minister Kamineni Srinivas said 62 people died of sunstroke on Sunday. Unofficial reports on the other hand have put the day's toll in AP at 93 and Telangana 72. The region's highest temperature of 47 degree Celsius was recorded at Machilipatnam and Tuni in AP.
Elsewhere, blazing temperatures across cities made Sunday the hottest day in Uttar Pradesh in five years. In Odisha, nine cities recorded temperatures above 45 degrees. It was 40 degrees at Pachmarhi, Madhya Pradesh's highest spot at 1,100 metres above sea level, a staggering 10 degrees above normal.
As the toll continued to mount by the day, the AP and Telangana governments issued a public warning directing people to drink lots of fluids and approach the nearest hospital in case of any symptoms of sunstroke. They have also issued instructions to administration in the districts to keep oral rehydration solutions and intra-venous fluids at all railway and bus stations to provide emergency medicare to passengers.
Ironically, the disaster management departments in both the states remained silent on the actual sunstroke toll. Officials said they are busy collecting data from the field level staff. Vernacular media, with a large network of stringers in villages, have put the Sunday's toll in the two states at over 270.
Reports of vehicles catching fire due to intense heat have come in from a few places in Telangana. Karimnagar led the toll in Telangana with 19 deaths followed by Nalgonda and Khammam with 10 each, Warangal eight, Mahbubnagar and Adilabad seven each, Medak six, Nizamabad three, and Hyderabad and Rangareddy one each.
In Andhra Pradesh, the worst hit was Nellore with 22 deaths. Prakasam reported 19 followed by Vizianagaram 11, Krishna 10, Kadapa and West Godavari six each, Guntur four, Visakhapatnam, Srikakulam, and Anantapur three each, and East Godavari, Chittoor and Kurnool two each.
As UP recorded its hottest day in five years, capital Lucknow saw a maximum temperature of 44.7 degree Celsius, which is the highest ever recorded there in the month of May.
Allahabad continued to be the hottest place in the state with a maximum temperature of 47.7 degree Celsius, up from 47 on Saturday. Banda recorded 46.6 degrees and Sultanpur 46, while it was 45.5 degrees in Varanasi, Agra and Bareilly. The state Met department warned that heat wave conditions would continue on Monday and Tuesday.
In MP, international tourist destination Khajuraho sizzled as the day temperature touched 47 degree Celsius. For the past week, mercury has been hovering around 45 degrees Celsius here.
Meanwhile, BSF sources said temperatures had touched a fiery 50 degree Celsius in some border outposts in Rajasthan's Jaisalmer and Barmer districts - regarded as among the hottest places in India. The Met department did not confirm the readings. BSF jawans have been asked to store lots of water at their posts.
Officially, the hottest town in Rajasthan was Sriganganagar, where 45.6 degree Celsius was recorded. Jaipur, the state capital, woke up to the hottest morning of the season with the minimum temperature reading 30.8 degree Celsius, almost 5 degrees above the normal.

Five parachutes spotted over Mumbai airport airspace

MUMBAI: Five parachutes spotted straying onto the Mumbai airport airspace two days ago have sent security agencies into a tizzy.
The five parachutes were first spotted by a Jet Airways pilot around 5.55 pm on Saturday. They were moving from south to north.
The airport police have not lodged any case in connection with spotting of five parachutes.
Multiple agencies including the ATC, the IAF, the CISF and the Mumbai Police are probing the matter.
"There has been no conclusion yet on the parachutes or their purpose. Nobody has lodged a complaint with us," said deputy commissioner Virendra Mishra.
Since the parachutes were headed towards Juhu, the airport police had informed the Juhu ATC as well.

Constitutional crisis looms for AAP govt

NEW DELHI: Delhi could be heading towards a constitutional crisis, with all eyes on the two-day emergency assembly session called by chief minister Arvind Kejriwal kicking off on Tuesday. The Centre is already bracing for a situation where the matter may land in the President's court for a final decision.
Sources said the city government was likely to pass two resolutions at the emergency session: one for full statehood and another on the latest notification on bureaucratic postings and transfers issued by the home ministry.
It is the latter that could have an immediate impact. Should the assembly decide to summarily reject the notification and not follow it, there could be a presidential reprimand to the government to fall in line, which if not followed could lead to a constitutional crisis.
The matter (whether the lieutenant governor has overriding powers over the Delhi government in matters of public order, land, police and services) will then automatically fall in the President's lap who will have to decide how Delhi is going to be ruled," a central government source said.
However, sources said, if the second resolution decided to take it to court, the court's interpretation of the constitutional provisions would be final. The first resolution likely to be passed at the emergency session—demanding full statehood for Delhi—would kick-start a long-drawn process where Parliament would be expected to bring in a constitutional amendment.
As AAP MLAs met on Sunday to discuss Tuesday's session, there was a hint of better sense prevailing. "If the assembly decides to go to court, we will go to court. You can't run an elected government through the backdoor using the LG," AAP MLA Alka Lamba was quoted by agencies as saying.
Contrary to assertions made by former solicitor general Gopal Subramanium in his opinion to the Kejriwal government on the home ministry notification, the President is already seized of the matter (regarding the notification). Subramanium has said in his opinion that "presumably, it (notification) has been issued without the requisite presidential approval".
"It can never happen. The government is not foolish to take such a decision and undermine the authority of the President. The President is on board as far as the notification is concerned," a home ministry official said.
"Ideally, the Kejriwal government should take the matter to court. You can always assert that the President has been misled into agreeing on the notification. You can't announce in the assembly that it is null and void and will not be followed," said the official.

Three dead in attack targeting President's son in SW Pakistan: officials

QUETTA: Three people were killed and four others injured when Baluch separatists targeted a convoy carrying the Pakistani president's son in the southwestern province of Baluchistan late Sunday night, police said.
"An explosive laden motorbike parked at a roadside was blown up with a remote control device when [the] convoy of President Mamnoon Hussain's son, Salman Mamnoon was passing by late Sunday night in Hub Industrial Zone near the border with Karachi," local police official Ghulam Mustafa Shah told AFP Monday.
He said the president's son was unharmed as his vehicle had already passed the spot where the device exploded hitting a rikshaw and the last vehicle of the convoy.
"The rikshaw driver, a 12-year-old child in the rikshaw and a passerby died at the spot while four police personnel of the security squad received minor injuries," he said.
Zahid Ullah, a senior police official confirmed the incident and said the president's son owns a dairy farm in the area and is a frequent visitor. "The president's son was the apparent target of the attack," he said.
Meerak Baluch, spokesman of the Baluch Liberation Army (BLA) claimed responsibility for the attack in a telephone call to AFP.
"We claim responsibility for the attack, it was in response to the military operation carried out in various areas of Baluchistan," he said.
Resource-rich Baluchistan is the largest of Pakistan's four provinces, but its roughly seven million inhabitants have long complained they do not receive a fair share of its gas and mineral wealth.
Rebels began their fifth insurgency against the state in 2004, with hundreds of soldiers and militants killed in the fighting since then.
