Dozens Still Missing In Harda Train Tragedy, 300 Rescued

BHOPAL: More than 25 people are still missing as rescue operations continue after two passenger trains derailed near Harda, Madhya Pradesh, killing 28 and injuring over 40.
About 300 people have been rescued since the accident took place at around 11:30 pm on Tuesday night. The passenger trains had derailed within minutes of each other while crossing flooded tracks.
Six coaches of the Kamayani Express running from Mumbai to Varanasi derailed while crossing a culvert near the Machak river close to Harda, about 160 kilometres from state capital Bhopal.
Minutes later, an engine and four coaches of the Janata Express, going to Mumbai from Jabalpur, derailed. Among those who have died are 10 women and five children, the Madhya Pradesh government said.
Many people have not been able to contact their relatives who were travelling by the trains yet. Vishwaram Yadav says he has had no word from his 63-year-old uncle Mangru Prasad Yadav.
"He was travelling on the Janata Express and I don't know if he is injured or if he is okay. There has been no information from the Railways as well," he said.
"I want to go there and find him. I'll take a 4 pm train to Harda," Mr Yadav said.
Another passenger's relative Gyani Saket said, "My cousin Sriram Saket was travelling on the Kamayani Express. I haven't heard anything from him or the authorities yet."
Many survivors of the accident were trapped inside coaches submerged in water for three to four hours while some died waiting for help to arrive, a passenger told reporters.
Railway Chairman AK Mittal said a flash flood caved the tracks as the soil shifted. The surge of water had weakened the culvert which was safe even 10 minutes before the accident, he said.
Local residents played a big role in rescue efforts in the middle of the night, as rescue teams were delayed because of heavy rain and damaged roads due to flooding.

Udhampur Highway Could Be Attacked, Centre Warned 2 Months Ago: Sources

The Union Home Ministry had warned the Jammu and Kashmir Police more than two months ago about a possible attack on the Udhampur highway where terrorists opened fire today at a Border Security Force convoy, sources have said.
In a big breakthrough, one of the two terrorists was caught alive and is being interrogated. The police said preliminary investigations show his name is Usman and he is from Faislabad in Pakistan.
Sources said since the first inputs given to the J&K police at the end of May, multiple advisories were sent both by the Home Ministry and the Intelligence Bureau that Udhampur was a possible target.
The attack has heightened concerns as this stretch of the highway is often used by pilgrims headed to Amarnath. It was last attacked 15 years ago.
"An attack on this stretch of the NH after a very long time. Worrying development because area was militant free," tweeted former J&K Chief Minister Omar Abdullah.
Today's attack comes days after a police station was attacked by three Pakistani terrorists in Gurdaspur, in neighbouring Punjab, not far from Udhampur. The Home Ministry is trying to see whether there is a link between the two attacks, source said.
The last terror attack in Udhampur was a car bomb blast in 2011 that killed one person and injured 11.

MUMBAI, MAHARASHTRA: Fearing arrest, Congressman and former Goa Chief Minister Digambar Kamat has moved a local court in Mumbai, seeking anticipatory bail in the 2010 Louis Berger bribery scandal where his name has cropped up for allegedly having taken bribes to grant contracts.
Mr Kamat has been questioned twice by the Goa Crime Branch and has denied any involvement. He had earlier, "Let there be an inquiry, I have absolutely not taken any bribes... The Louis Berger file never even came to me. How could I have been paid anything?"
Some executives of Louis Berger have admitted in a US court that they paid nearly USD one million to government officials to be hired as consultants for a water-and-sewage project in Goa; the company is headquartered in New Jersey. Louis Berger officers were then summoned by the Crime Branch of the Goa Police, who claim that along with Mr Kamat, former Public Works minister, Churchill Alemao, was also paid a kickback. Mr Alemao has denied any wrong doing.
However, two Berger officials have revealed to the police that the bribes paid to the leaders was to the tune of USD 976,000 in cash. To make the case water-tight, the police is recording their statements before a magistrate, so that even if the officials turn hostile during the trial later, their testimonies will still have evidentiary value.
So far the Goa police have arrested two people, project director, A Wachasundar and the former Vice President of Louis Berger, Satyakam Mohanty.
The Congress was voted out of power in the state in 2012, when the BJP won the election.
Louis Berger was part of a consortium for the Goa project, and their executives have told a US judge that they maintained a detailed account listing the bribes that were paid in Goa, and for another project in Guwahati.

Sushma Swaraj is an 'Asset', No Allegation Against Her: Venkaiah Naidu

NEW DELHI: Union Parliamentary Affairs minister, Venkaiah Naidu has called his cabinet colleague and External Affairs minister, Sushma Swaraj, an "asset" to the nation, blaming the opposition Congress for their "unreasonable demands" put forth for smooth functioning of Parliament.
The minister said that the government was willing to walk the extra mile to end the two-week long stalemate in parliament, and Ms Swaraj is also ready to answer all questions in the House, but Congress is refusing to debate the issue.
Mr Naidu said, "Sushma Swaraj is a great asset to the nation. There is a no allegation at all. Still they (Congress) want her to resign."
The 66-year-old also dismissed Congress's demand for resignations of Ms Swaraj, Rajasthan chief minister, Vasundhara Raje and Madhya Pradesh chief minister, Shivraj Singh Chouhan over their alleged involvement in Lalit-gate and Vyapam scam. He said that the two chief ministers are outstanding performers.
Defending the Lok Sabha Speaker Sumitra Mahajan's decision to suspend 25 Congress lawmakers from Parliament on Monday for five days, the minister cited previous examples including that of 1989 when 63 lawmakers were suspended.
He also countered allegations of Congress that the "Gujarat model" was being imposed in Parliament. Mr Naidu said, "Was there any Gujarat model in 1989... They should not give any sermons. It is a case of 'sau chuhe khake billi haj ko chali (after committing many sins, they are pretending to be holy)."
The minister called the Congress' argument that UPA ministers had resigned when the opposition had levelled charges against them as "ridiculous". Most of the ministers who resigned in the previous regime had corruption charges against them, and arrests had also been made in some of those cases, he said.
He was speaking at an event organised by the BJP youth wing, where he stressed on the need to counter the "disinformation campaign" of the Congress in blaming BJP for not reaching out to the Opposition to end the logjam in Parliament.

Non-Bailable Arrest Warrant Issued Against Lalit Modi

MUMBAI: Lalit Modi, the tainted cricket magnate who lives in London, could be arrested soon to force him to face trial in India in a case of money-laundering. A court in Mumbai has today issued a non-bailable warrant for Mr Modi, who has asserted himself as a national controversy because of alleged close links to top leaders of the BJP.
Mr Modi, 49, was the flamboyant founder of the cash-rich Indian Premier League (IPL), the domestic 20-20 cricket tournament that turned into a blockbuster hit. But in 2010, he left the country amid allegations of tax evasion, money-laundering and proxy ownership embedded in the IPL. He has since refused to return to India, alleging death threats from the underworld.
Mr Modi's lawyers have said he can be available for legal proceedings on video conference, an offer accepted as fair by the Delhi High Court last year, which also reinstated his Indian passport after faulting the government for having revoked it.
But in recent weeks, the clamour to bring Mr Modi back to India to face investigation has shrilled, with the opposition Congress accusing the government of protecting a "fugitive". That charge is facilitated by revelations that Foreign Minister Sushma Swaraj spoke to UK officials last year , resulting in Mr Modi getting urgent travel papers to accompany his wife to Portugal. Mr Modi himself disclosed that earlier, Chief Minister Vasundhara Raje had, in writing, backed his immigration appeal.
"We will now forward the court's orders to the Home Ministry. They could forward it then to the Home Department in the UK or to the Interpol," said a source in the Enforcement Directorate, which handles cases of money-laundering.
The agency says Mr Modi manipulated the process of assigning broadcast rights of the IPL in 2009, reportedly in exchange for a kickback of over 125 crores. Raghuram Rajan says RBI can cut rate if inflation stays below 6%

RBI Governor Raghuram Rajan said on Wednesday the central bank will cut interest rate provided it feels confident that inflation will remain below 6 per cent even after the reduction.
"We will cut rate when we see that even after the rate cut, inflation will remain below 6 per cent," Rajan said.
"RBI expects retail inflation to be around 6.1 per cent in January-March, 2016. It should be actually below that. That is what we are looking for to see how much room we have (to cut rate)," Rajan told CNBC Awaaz.
RBI on Tuesday maintained a status quo on policy rate, but promised that the central bank could consider a reduction in rate ahead of the September 29 policy, depending on macro economic data. Since January, RBI has reduced key lending (repo) by 0.75 per cent in three tranches.
Rajan said there is a perception among people that inflation is rising because of increase in prices of milk and vegetables, which is worrying.
Retail inflation stood at an 8-month low of 5.4 per cent year-on-year in June compared with 5.01 per cent in May. RBI tracks CPI, or retail inflation, in deciding its monetary policy action.
On the impact of a likely hike in interest rate by US Fed, Rajan said initially there could be volatility and flight of capital, but investors will return as prospects are good in India and it provides a stable investment option.
On growth prospects, Rajan said the current fiscal is expected to end with a growth rate of 7.6 per cent, which is a strong growth.
Talking about the structure of the proposed monetary policy committee (MPC) and setting up of the Public Debt Management Agency (PDMA), Rajan said it would require legislative changes and could take years.
Rajan on Tuesday favoured doing away with the veto power of the central bank chief in deciding interest rate, arguing that it would be better for a committee to decide the key rate rather than one individual.
In Budget, the government had proposed to set up PDMA to manage government debt and also to shift the regulation of government bond from RBI to Sebi. However, due to opposition from RBI, the proposal could not go through.

Services sector rebounds on new business orders, says Nikkei PMI

Services sector returned to growth in July, after two consecutive months of contraction, as new orders witnessed a surge and hiring gathered pace to hit a two-year high rate, a survey showed on Wednesday.
The Nikkei India Services Business Activity Index, which tracks changes in activity at service companies on a monthly basis, increased to 50.8 in July from 47.7 in June, indicating the first rise in services activity in three months.
A reading below 50 means contraction in the sector.
"While it was welcome news to see a return to growth of activity in the Indian service sector during July, we are still looking at a modest improvement at best," said Andrew Harker, senior economist at Markit, which compiles the survey, said.
Services activity rose primarily due to a renewed increase in new business orders. This upturn in incoming new work led Indian service providers to take on additional workers in July. Rate of employment rose at the fastest pace in two years but only "slightly".
"While contrasting with continued marginal job shedding in the manufacturing sector, the rise in services employment was enough to result in higher staffing levels overall," the survey said.
However, the confidence among Indian services firms deteriorated in July and survey respondents said that there are "concerns surrounding future economic conditions and competitive pressures".
Upturn was also seen in the seasonally adjusted Nikkei India Composite PMI Output Index, which climbed to 52.0 from 49.2 in June to signal a modest increase in activity.
On prices, the survey said that inflationary pressures remained muted during the month, with companies actually raising their output prices at a slower pace than in June.
"When looking at the manufacturing and service sectors together, weak inflationary pressures and modest growth tend to support a more accommodative monetary policy environment," Harker said.
After three cuts in seven months, the RBI on Thursday decided to keep the benchmark lending (repo) rate unchanged at 7.25 per cent as also the cash reserve ratio (CRR) at 4 per cent.

Stock markets mark highest close in nearly two weeks

The Indian equities markets on Wednesday marked their highest close in nearly two weeks, led by gains in software exporters such as Infosys, as investors seeking bargains bought into beaten down stocks.
The BSE Sensex ended up 0.54 per cent, while the Nifty rose 0.6 per cent, marking their highest close since July 23.
A day after it lost over 115 points in the wake of the central bank deciding to maintain status quo on key lending rates, a barometer index of the equity markets gained over 151.15 points at close on Wednesday. The Sensex, which opened at 28,138.04 points, closed at 28,223.08 points, up 0.54 per cent from the previous day's close at 28,071.93 points.
The wider 50-scrip Nifty of the National Stock Exchange (NSE) also closed in the green. It closed 51.05 points or 0.60 per cent up at 8,567.95 points.
According to analysts, bargain hunting was observed in the market after Tuesday's fall.
"There was bargain hunting. Investors were bullish about the dovish language used by the RBI which indicated higher prospects of an out-of-turn rate cut," Anand James, co-head, technical research desk, Geojit BNP Paribas, said.
"The language used by the RBI on the Indian economic growth, oil prices, monsoon, inflation and the US rate hike gave positive bias to the markets."
James pointed out that the bank's announcements of changing the cap on bond investment limit from being dollar-linked to rupee-denominated, segregation of the bond market and its engagements with the government over the new financial code also boosted the markets.
"There were also positive triggers coming in from stable European and Chinese markets, falling commodity prices and healthy monsoon performance," James added.
Sector-wise, healthy buying was observed in automobile, healthcare, information technology (IT), fast moving consumer goods (FMCG) and capital goods sectors.

An Australian court on Wednesday revoked the government's environmental approval for one of the world's biggest coal mines under construction in the Australian outback by conglomerate Adani Mining.
Environmentalists hailed the ruling against the controversial Carmichael mine as another setback for the project, estimated to cost up to $16 billion, which they say threatens two vulnerable species and will endanger the Great Barrier Reef.
Adani, which recently suspended work in a number of areas on the mine as it awaits government approvals, attributed the ruling to a "technical legal error" and said it was confident the matter would be rectified.
The Federal court ruled that the environmental approval granted to Adani in July 2014 by Australian Environment Minister Greg Hunt's office failed to include conditions to protect the yakka skink and ornamental snake.
The Environment Department said Hunt would reconsider his approval in six to eight weeks, after taking into account an assessment of the impact on the two species.
The challenge was launched by Mackay Conservation Group in January.
Adani, which wants to ship millions tonnes of coal a year to India, has battled environmental opposition since starting work on the mine five years ago.
"It's not project dead because of a stuff up by the environment department," Adani spokesman Andrew Porter told Reuters.
Proponents argue the project is needed if Prime Minister Narendra Modi is to keep his promise to bring electricity to hundreds of millions of people presently living off the grid.
In April, French banks BNP Paribas and Credit Agricole said they did not intend to provide financing for coal mining in the Galilee Basin, joining several other European banks that have ruled out involvement on environmental grounds.
Adani rival GVK is also seeking approvals to dig a mine in the basin, a 247,000-square kilometere expanse in north-eastern Australia.
Adani said in a statement e-mailed to Reuters that it had been advised that a "technical legal vulnerability" had arisen because certain documents were not presented by the environment department in finalising the approval.
"Adani is confident the conditions imposed on the existing approval are robust and appropriate once the technicality is addressed," the company said.
The Environment Department said a "technical administrative matter" had arisen in the way advice was provided to the minister.
"Without pre-empting a final decision about the project, the department expects that it will take six to eight weeks to prepare its advice and the supporting documentation, and for the minister to reconsider his final decision," the department said on its website.

Q- If you are an entrepreneur in the skills sector, how do you identify which skills to get into?
A- During the UPA time, they let the entrepreneurs decide. We identified the opportunity based on numbers. So, if 25 lakh people were going to be skilled, and of that nine lakh were in banking, we would go for banking because there was a good chance of getting the numbers. This government has done a Skills Gap study. It has looked at regions to find out what skills are needed and mapped them. But, I think skills gap is a myth because, when 200 million people have to be skilled, we need skills in every area.
Q- Educate India or Skill India, which is better?
A- The need for education and skills has a convergence point. Education is conceptual learning, to be used for strategic outputs in life. Skills is tactical knowledge to implement specific works. In 2012, I took a bet that Eduskills is going to be India's mainstay in three to five years. This government has come out with the National Skills Qualification Framework, which is nothing but eduskills. So they are saying 1,000 hours of the skill of day, and 600 hours of management, put together and align it to the NSQF and what you get is the new MBA. By doing this what they are doing is they are putting far more numbers in the qualified framework.
Q- Is the Pradhan Mantri Kaushal Vikas Yojana old wine in a new bottle?
A- This scheme is stronger on implementation norms. It is creating an ecosystem of governance and delivery to ensure high-quality training is given.
