  • India-Bangladesh DG-Level Bilateral Talks to Begin TomorrowNEW DELHI:  With the historic exchange of enclaves along the India-Bangladesh border accomplished, high-level delegations of both the country's border guarding forces will commence their annual DG level bilateral talks in New Delhi beginning tomorrow.

    A 22-member delegation of the Border Guard Bangladesh (BGB) will sit across the table with their counterparts Border Security Force (BSF) for their four-day annual Director General level talks on a host of border issues at the paramilitary forces' headquarter in New Delhi.

    The visit assumes significance as this is the first official Bangladeshi team to arrive in Delhi after the historic Land Boundary Agreement (LBA) has been conducted with the exchanges happening between the two countries.

    The BGB delegation, set to arrive here today, is led by BGB DG Maj Gen Aziz Ahmed while the BSF side will be headed by BSF DG D K Pathak with representatives from Ministry of Home Affairs, External Affairs, Survey of India, NIA and other law enforcement agencies.

    The two sides will sign a joint declaration on August 6, a day before the Bangladeshi delegation leaves for Dhaka.

    The BSF said the two sides are expected to discuss issues related to trans-border crimes including instances of cattle smuggling, illegal movement of fake Indian currency, activities of Indian insurgent groups based in Bangladesh, prevention of illegal migration, joint efforts for effective implementation of common agenda programmes and host of other confidence building measures.

    "The emerging border scenario after the LBA will also be discussed," a senior official said.

    At the stroke of Friday mid-night, 51,000 stateless people of India and Bangladesh attained freedom when the two countries ended decades of their lingering wait for citizenship by exchanging 162 adversely-held enclaves between them.

    Amongst the other things on the discussion table, the two sides will also discuss long-term issues related to border management, activities of insurgents and smugglers along the 4,096km border that the two neighbours share.

    The Bangladeshi side is also expected to take up the issue of the trial of the killing of a young girl Felani Khatun, who was allegedly shot dead on the border in 2011 by a BSF troop.

    A special force court had recently acquitted the border guard of these charges.

    The delegation will also call on Home Minister Rajnath Singh and other senior officials of the ministry during the course of their stay in New Delhi.

    The last times the two sides met was in December last year when the BSF delegation travelled to Dhaka and this is the 41st meeting between the two forces at the level of top force commanders.

    A special 'maitri' (friendly) handball match between the troops of the two forces will also be held here during the course of the visit.

    NEW DELHI:  With half of the Monsoon session virtually washed out, the government will make a fresh bid to end the two-week-long deadlock in Parliament with an all-party meeting on Monday. Appealing to the Congress to break the deadlock, Parliamentary Affairs Minister Venkaiah Naidu today hinted that Prime Minister Narendra Modi may speak in Parliament.

    "The government is willing to walk (an) extra mile to placate the Opposition. The Prime Minister can intervene if the debate warrants intervention," Mr Naidu said.

    Underscoring Mr Naidu's point, commerce minister Nirmala Sitharaman accused the Congress of "running away" from debate.

    "Are you afraid that whenever PM speaks he comes up with hard hitting facts? Are you afraid whenever he talks, it appeals to the people of this country?" she said.

    The BJP has refused to meet the Congress demand for the resignations of Sushma Swaraj, Vasundhara Raje and Shivraj Singh Chouhan. It has, however, offered a reply by Ms Swaraj in Parliament and said it was ready for a discussion on the Lalit Modi controversy, even though it has dubbed the Vyapam scandal as a state issue.

    The Congress -- which is on the warpath over the Vyapam scam and the Lalit Modi controversies -- plans to hold a meeting of its Parliamentary Party hours before the All-Party meet, presumably to fine-tune its strategy. The meeting will be addressed by party chief Sonia Gandhi.

    The party has made it clear that breaking the deadlock depended on a "tangible" proposal from the Prime Minister on the Opposition's demands.

    "It (the three BJP leaders' fate) should be on the agenda for the discussions," Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad had earlier said.

    "The government has been humiliating us from the first day. It refused to give us a Leader of Parliament by talking about our numbers," Congress lawmaker Adhir Ranjan Choudhury, who landed in a controversy last week with his placard protest in Lok Sabha.

  • All-Faith Prayer Meeting for President APJ Abdul Kalam in DelhiNEW DELHI:  An all-faith prayer meeting was organised in the national capital to pay tribute to former President A P J Abdul Kalam.

    Religious heads of Hindu, Muslim, Christian and Sikh communities performed their prayers on one single platform.

    "Dr Kalam was more of a spiritual person than a scientist. He will be remembered as the coordinator of the century between spirituality and science," Acharya Lokesh Muni, Jainacharya and Founder of Ahimsa Vishwa Bharti said.

    Goswami Sushil Ji Maharaj founder of Bhrigu Foundation said that Dr Kalam was the President of the common people.

    "He opened doors of the Rashtrapati Bhawan for the people and established dialogue with them," he said.

    Maulana Kalbe Rusad Rizvi from Islam religion said that Dr Kalam believed in religion of humanity, as he said that we are first humans and then a Hindu or Muslim.

    All the dignitaries present in the prayer meeting were of the opinion that the nation must carry forward the vision and philosophy of brotherhood for overall development, integrity and harmony, espoused by Dr Kalam.

    The prayer meeting was organised by Ahimsa Viswa Bharti, Ahimsa Foundation, Vishwa Ahimsa Sangh, Rajasthan Mitra Parishad, Rajasthan Sanstha Sangh, Sahyog Delhi and Rachnatmak Manch.

  • FTII Students to Stage Demonstration in Delhi TomorrowPUNE:  Nearly 80 students of the beleaguered FTII left Pune for Delhi to stage a demonstration in the national capital tomorrow to highlight their demands, mainly removal of actor and BJP member Gajendra Chauhan as the institute's chairman.

    Protesting against Mr Chauhan's appointment for his alleged lack of "vision and artistic credentials" to merit the post, the students have been boycotting classes since June 12 even as the strike today entered its 52nd day.

    "We will start our march from Jantar Mantar and head for the Parliament Street and will be joined by activists of other like-minded organisations to express their solidarity on the issue, which involves preservation of the Film and Television Institute of India's artistic and academic excellence and ethos," FTII Students' Association (FSA) representative Ranjit Nair told PTI today.

    The students' agitation assumed a political hue last Friday with the visit of Congress Vice President Rahul Gandhi to the FTII campus where during an interaction with them, he attacked the RSS ideology alleging that it was systematically promoting "mediocrity" in various institutions.

    The Information and Broadcasting Ministry has made it clear that it will not hold further talks with the students on their demands until the strike is called off and they returned to academics.

    The earlier discussion held in Delhi on July 3 by the FSA representatives with I&B Minister Arun Jaitley failed to end the stalemate.

    Chauhan, known for his role of 'Yudhishtira' in popular tele-serial "Mahabharat", has rejected calls for his resignation.

    Earlier this month, the student's body had written to leaders from various political parties requesting them to intervene and urge the government to revoke the appointments of 'unfit' people and to set up a transparent procedure for future appointments.

    Several eminent actors including Anupam Kher, Rishi Kapoor, Ranbir Kapoor, Salman Khan among others have come out in support of the agitating students of FTII and openly opposed Chauhan's appointment.

  • NASA's New Worry: Traffic Jams. Near Mars.With two more Mars orbiters sent into space last year, including India's MOM probe, traffic has picked up around the red planet - so much so that NASA has bolstered its traffic monitoring process to avoid spacecraft collisions.

    The US space agency has beefed up a process of traffic monitoring, communication and manoeuvre planning to ensure that Mars orbiters do not approach each other too closely. Last year's addition of two new spacecraft orbiting Mars brought the census of active Mars orbiters to five, the most ever, NASA said.

    NASA's Mars Atmosphere and Volatile Evolution (MAVEN) and India's Mars Orbiter Mission joined the 2003 Mars Express from ESA (the European Space Agency) and two from NASA: the 2001 Mars Odyssey and the 2006 Mars Reconnaissance Orbiter (MRO). The newly enhanced collision-avoidance process also tracks the approximate location of NASA's Mars Global Surveyor, a 1997 orbiter that is no longer working. It's not just the total number that matters, but also the types of orbits missions use for achieving their science goals.

    "Previously, collision avoidance was coordinated between the Odyssey and MRO navigation teams," said Robert Shotwell, Mars Programme chief engineer at NASA's Jet Propulsion Laboratory, Pasadena, California.

    "There was less of a possibility of an issue. MAVEN's highly elliptical orbit, crossing the altitudes of other orbits, changes the probability that someone will need to do a collision-avoidance manoeuvre.

    "We track all the orbiters much more closely now. There's still a low probability of needing a manoeuvre, but it's something we need to manage," said Shotwell.

    Traffic management at Mars is much less complex than in Earth orbit, where more than 1,000 active orbiters plus additional pieces of inactive hardware add to hazards.

    As Mars exploration intensifies, though, and will continue to do so with future missions, precautions are increasing.

    The new process was established to manage this growth as new members are added to the Mars orbital community in years to come, NASA said.

    All five active Mars orbiters use the communication and tracking services of NASA's Deep Space Network, which is managed at Jet Propulsion Laboratory (JPL).

    This brings trajectory information together, and engineers can run computer projections of future trajectories out to a few weeks ahead for comparisons.

    "It's a monitoring function to anticipate when traffic will get heavy," said Joseph Guinn, manager of JPL's Mission Design and Navigation Section.

    "When two spacecraft are predicted to come too close to one another, we give people a heads-up in advance so the project teams can start coordinating about whether any manoeuvres are needed," said Guinn.

    The amount of uncertainty in the predicted location of a Mars orbiter a few days ahead is more than two kilometres.

  • RBI Policy, Earnings from Airtel, Tata Motors Key for MarketNEW DELHI: Trading sentiment at the stock market this week would be dictated by RBI's policy meet and quarterly earnings from blue-chips like Bharti Airtel and Tata Motors, say experts.

    Besides, progress of monsoon, investment trend by overseas investors and rupee movement would influence trading at the bourses.

    Moreover, shares of automobile companies would be in focus on Monday amid monthly sales data announcement.

    RBI's rate announcement is scheduled for August 4.

    "Movement of the index in near term will depend on further reforms initiatives to be taken by the government in ongoing monsoon session of Parliament and upcoming first quarter results of large-cap companies," said Vivek Gupta, CMT - Director Research, CapitalVia Global Research Limited.

    Among major earnings this week are HCL Technologies, Hero MotoCorp, Bharti Airtel, Bharat Heavy Electricals, Mahindra & Mahindra and Tata Motors.

    "In the RBI meeting on August 4, if the interest rate is reduced, this would act as a short-term trigger for a strong bounce back for PSU banks," said Jimeet Modi, CEO, SAMCO Securities.

    "The quarterly earnings season has started on a muted note as far as the results for the early birds suggest. The initial numbers for June quarter results have not shown any sign of improvement amid weak domestic economic environment," said Paras Bothra, VP, Equity Research, Ashika Stock Broking.

    Over the past week, the BSE Sensex ended on a muted note, showing a marginal gain of 2.25 points at 28,114.56.

FPIs pump in Rs 5,300 crore in stock market in July
  • nullForeign investors have turned net buyers in July and pumped in Rs 5,300 crore in the Indian equity market, after pulling out hefty funds in preceding two months.
    The net inflow by Foreign Portfolio Investors (FPIs) in equities stood at Rs 5,319 crore in July while the same for the debt market was at Rs 4 crore, taking the total to Rs 5,323 crore ($842 million), according to the latest data from depositories.
    Prior to that, FPIs pulled out a net sum of Rs 3,344 crore from the stock markets in June and Rs 5,768 crore in May.
    According to market analysts, rout of Chinese equities and crisis in Greece has helped the Indian stock markets.
    In addition, decline in crude and gold prices may help the country further bring down its twin deficits, boost individual savings and increase consumers purchasing power, they added.
    Overall, experts are bullish on FPI inflows in the Indian capital markets in the long-term.
    Since January 2015, overseas investors have invested a net amount of Rs 44,400 crore in the equity markets and Rs 39,350 crore in the debt markets.

CAD likely to widen in June quarter, says a DBS report
  • nullIndia's current account deficit (CAD) is likely to widen in the June quarter to 1.8-2.0 per cent of GDP while for the current financial year, it is likely to remain under control, says a DBS report.
    According to the global financial services major, though the widening of CAD is likely to raise concerns "briefly" over wider trade imbalances, the full-year CAD is likely to remain within control.
    "India's current account deficit is likely to widen anew in the June 2015 quarter, but will not emerge as a flash-point for the full-year FY15/16 (April 2015 to March 2016)," DBS said in a research note.
    As per official figures, the CAD, which is the difference between the inflow and outflow of foreign exchange shrank to 1.3 per cent of GDP ($27.5 billion) in 2014-15 from 1.7 per cent ($32.4 billion) in 2013-14.
    The Reserve Bank of India (RBI) and the government have been maintaining that the CAD level is comfortable.
    The DBS report said that on quarter-on-quarter basis imports rose 2.8 per cent in the June quarter while exports fell 5 per cent. Moreover, service sector trade surpluses also fell for three successive months to May 2015.
    DBS expects the April-June current account deficit to widen to 1.8-2.0 per cent of GDP, from 0.3 per cent in the quarter before.
    The report noted that the full-year CAD is likely to remain within control, at less than 2 per cent of GDP.
    "More importantly, financing the current account deficit will not be a hurdle given sustained portfolio inflows and supportive FDI flows," DBS added.

CBDT notifies income tax return forms for companies
  • nullThe income tax department has notified tax return forms for non-salaried class, including companies, partners in firms and individuals deriving their income from proprietary business or profession.
    The Central Board of Direct Taxes (CBDT) has notified ITR 3, 4, 5, 6 and 7 for Assessment Year 2015-16. These forms are used by non-salaried entities to file income tax returns.
    As per the notification, companies and firms filing returns under ITR-5 and 6 would be required to specify whether they are Foreign Institutional Investors (FII)/Foreign Portfolio Investors (FPIs) and will have to furnish Sebi registration numbers.
    "E-filing of ITR 3,4,7 has been enabled and for ITR 5 and 6, it will be available shortly," the I-T department said.
    ITR-5 has to be filed by firms, Association of Persons (AoPs), and Body of Individuals (BoIs), or any other persons (other than individuals, HUF, company and person filing ITR-7).
    ITR-6 is to be filed by companies other than those which claim exemption under Section 11 of I-T Act dealing with income from property held for charitable purposes.
    ITR-3 and 4 are filed by individuals and HUFs who are partners in firms or those persons deriving income from a proprietary business or profession. The ITR-7 is meant for companies for belated filing of returns.
    The government has earlier notified ITR forms 1 (Sahaj), 2, 2A and 4S (Sugam) for Assessment Year 2015-16. These are used for filing income tax returns by salaried individuals.

April-June fiscal deficit at 51.6 per cent of Budget estimates
  • nullThe fiscal deficit in the first three months of current fiscal stood at Rs 2.86 lakh crore or 51.6 per cent of Budget estimates for 2015-16.
    The fiscal situation during April-June 2015-16 showed some improvement over the corresponding period of last year as the deficit then was 56.1 per cent of the Budget estimates.
    The fiscal deficit - gap between expenditure and revenue - for the entire current fiscal has been pegged at Rs 5.55 lakh crore.
    As per the data released by the Controller General of Accounts, tax revenue was over Rs 1.01 lakh crore or 11.1 per cent of the estimate. Total receipts (from revenue and non-debt capital) of the government during the three months was over Rs 1.44 lakh crore or 11.8 per cent of the estimates for the current year.
    Total expenditure of the government during April-June was nearly Rs 4.31 lakh crore or 24.2 per cent of the entire year estimates.
    Of the total expenditure, plan spending was over Rs 1.14 lakh crore and non-plan was over Rs 3.16 lakh crore.
    The revenue deficit during the three month was over Rs 2.31 lakh crore or 58.6 per cent of the estimates, CGA data showed.
    For the 2015-16 year, the government aims to restrict fiscal deficit to Rs 5.55 lakh crore or 3.9 per cent of the GDP.
    The fiscal deficit was Rs 5.01 lakh crore or 4 per cent of GDP in 2014-15, down from 4.1 per cent pegged in the revised estimate.
    The Finance Ministry has also sought Parliament's nod to spend an additional Rs 25,500 crore in the current fiscal, nearly half of which will be spent on capital infusion into state-owned banks.
