Bihar governor signs new prohibition bill: Now, all adult members of family will be arrested if liquor found in house

  • Bihar Governor Ram Nath Kovind today signed the Bihar Prohibition and Excise Bill 2016, paving way for the bill to become an Act and thereby a law.
    The new Bihar Prohibition and Excise Bill 2016 is more stringent than the Bihar Excise (Amendment) Bill 2016 which was passed in March this year after which complete prohibition was imposed in the state.
    NEW BILL MORE STRINGENT
    But ever since the prohibition law was passed in March, there were several lacunas which were detected due to which several persons easily got bail for violating the law.
    In order to make the law more watertight and strict, new provisions were incorporated in the new bill and passed in August this year by both the houses of the Bihar Assembly, during its monsoon session.
    There were provisions like collective fine on villages and localities repeatedly violating prohibition law, and another one where all adult members of the family would be arrested and sent to jail if liquor was found in the house.
    The opposition had termed these strong provisions as draconian and opposed it.
    This Bill was pending before the Governor for about a month and there were doubts that Kovind might refuse to sign the Bill or even send it to the President for his opinion.

  • As the Bombay Municipal Corporation (BMC) elections are approaching, talks of Shiv Sena and BJP coming together to contest the Municipal corporation elections are on the rise.
    Sources from Shiv Sena said that the Shiv Sena chief Uddhav Thacakeray's emissary has met Maharashtra Chief Minister Devendra Dadanvis to submit a first list of possible seat-sharing for BMC elections.
    Not only BMC, but nine other Municipal Corporations in Maharashtra would be going for elections next year in the month of February.
    These elections are looked at as semi-assembly elections as all the major cities' municipalities in Maharshtra, like Nagpur, Nasik, Pune and Thane, including that of Mumbai, will be holding elections.

Kashmir unrest: NC leader Abdul Gani's house attacked in Kulgam

  • Amid the ongoing unrest in Kashmir, National Conference party leader Abdul Gani's house was attacked by unknown people in Kulgam district of Jammu and Kashmir.
    The guard room of the leader's house was targetted and officials said militants also snatched a weapon from the guard in D.H. Pora village of Kulgam district.
    In another incident, militants attacked a police station in south Kashmir's Pulwama district, resulting in firing exchanges between the security forces and the militants.
    A senior police officer said militants attacked the Pulwama police station with grenades and automatic gunfire.
    "Firing exchanges started immediately after the attack between the security forces and the militants. Further details are awaited," the officer said.

Dabholkar murder case: CBI names Virendra Tawde as key conspirator, victim's son blames Kolhapur Police

  • The Central Bureau Of Investigation (CBI) on Wednesday filed chargesheet against Hindu Janjagruti Samiti member Dr. Virendra Singh Tawde for the 2013 broad daylight killing of anti-superstition activist Narendra Dabholkar.
    Welcoming the filing of chargesheet by the CBI, Hamid Dabholkar son of Late Dr Narendra Dabholkar, told India Today on Wednesday that he is satisfied that though late the investigations carried on by the CBI are on the right track.
    "Till now it was just a suspicion but now CBI has officially chargesheeted Dr Virendra Tawade and two others member of Sanatan Sanstha and Hindu Janjagaran Samiti. The other accused in the chargesheet Sarang Akolkar and Vinay Pawar are the absconders in Goa Madgaon blast case," he said.
    Hamid pointed out that both the 'absconders' should be arrested at earliest possible as they are pose threat to the society.
    DABHOLKAR's SON BLAMES KOLHAPUR POLICE
    Hamid blamed Kolhapur Police for criminal negligence as he pointed out that Dabholkar family was continuously trying to convince the cops that Dr Narendra Dabholkar's murder was not out of personal animosity or family related issue but it was due to clear cut ideological difference and same was also conveyed to Kolhapur Police time and again by the prime informer of the case who also used to be Virendra Tawade's close associate. "Despite several intimations provided by the Kolhapur-based informer (key witness), the police didn't act against the culprits". Hamid thanked the CBI for taking timely action and now the investigation has gained momentum. Hamid said Comarde Pansare and Prof Kalburgi's murders could have been prevented.
    DABHOLKAR's SON MAKES AN APPEAL TO PM
    Hamid appealed to Prime Minister Narendra Modi and Maharashtra Chief Minister Devendra Fadnavis to instruct the cops to arrest and punish all those people who are behind the murders of Dabholkar, Pansare and Kalburgi. At the same time Hamid Dabholkar also appealed to the PM that the Centre and the state government should take stern steps against those spreading violence in the name of religion. Hamid hoped that people who are behind this act as well as the organisations who conspired these murders will be identified and punished.

    DABHOLKAR MURDER IS NOT ALONE TAWADE's JOB
    "Obviously a single person cannot execute such conspiracy and so we think that many more people could be involved in these murders and CBI should keep no stones unturned to locate all those people or organisations," he said.

Mehbooba Mufti welcomes resolution adopted at All Party Meeting

  • Welcoming the resolution adopted at the All Party Meeting in New Delhi which calls for dialogue with all stakeholders in Jammu and Kashmir, Chief Minister, chief minister Mehbooba Mufti today said engagement and reconciliation is the only way forward to end the stalemate and make peace, stability and prosperity a reality in the State and the region.
    SEPARATISTS MISSED AN OPPORTUNITY: MUFTI 
    Mehbooba said unfortunately the separatist leadership missed the recent opportunity of engaging with the country's Parliamentarians, during their visit to the State, to find a solution to the problem. "There is no alternative to dialogue, and somebody has to engage with somebody to find a way out and it stands true for Jammu and Kashmir as well," she said and added that by shying away from talks, the separatist leadership is in the danger of being squarely blamed for holding up the resolution process when an opportunity was there to address the issue through political and democratic means.
    She said now that the resolution adopted at the All Party Meeting in New Delhi has reiterated the urgency of engagement and dialogue in Jammu and Kashmir, "We hope a fresh and productive effort would be made by the country's political leadership to reach out to all the stakeholders in the State to address the issue through inclusive and comprehensive engagement."
    "PEOPLE OF KASHMIR SUFFERING DISASTROUS CONSEQUENCES" 
    The CM also said that the people of Jammu and Kashmir, irrespective of their age, gender, status or the political affiliation, have been suffering the disastrous consequences of the turmoil and unrest and they have to be retrieved from this blood-spattered quagmire, sooner the better. "The onus lies not only on the Government but the separatist leadership as well to give the peace and resolution process a chance by coming forward with a concrete roadmap," she said.
    Mehbooba said that despite the challenges and impediments, the prevailing painful situation in Kashmir necessitates once again reaching out to all shades of the political opinion in the state and initiating substantive political and economic measures to revive and consolidate the peace and resolution process which had worked so well between 2002 and 2005.
    "Violence in any form only brings miseries to the people and is not a means to seek resolution of the problem," she said and added that holding public life to ransom will not yield peace but only aggravate the miseries of the people.
    "HOW LONG WE ARE GOING TO ALLOW THIS SELF DESTRUCTION TO CONTINUE?"
    Questioning the longevity of the turmoil grappling and tormenting Kashmir as a state, Mehbooba said, "Our children are getting killed and maimed, our social fabric is slipping into disorder, economy is in shambles, educational sector has suffered immensely, tourism inflow is zero, shopkeepers are not able to do business, transport industry is suffering massive losses, industrial units are shut, development process has come to a halt and people are feeling suffocated. We shall have to ponder over how long are we going to allow this self-destruction to continue?"
    Emphasizing on the pressing need of resorting to peace, she also said, "All of us, cutting across the political divide, shall have to reinforce our resolve to work through peaceful means and through public participation towards resolution of the problem and restoration of peace in the state so that our future generations can at least live in peaceful environment."

Railways introduces surge pricing for Rajdhani, Duronto, Shatabdi Express

  • If surge pricing was not bad enough in the case of cab services such as Ola and Uber, Indian Railways has now adopted the flexi-fare system too.
    Friday onwards the prices of three express trains Rajdhani, Shatabdi and Duronto will increase as soon as 10 per cent of the tickets are sold.
    The fares will increase 10 per cent with every 10 per cent of berths that get booked. This means that if 30 per cent of the tickets are sold then the tickets will also cost 30 per cent more.
    The rise in price, however, will not exceed 50 per cent of the base fare. Tatkal tickets, meanwhile, will cost straight 50 per cent more than the base fares. Also, there will be no allotment of berths under the Premium Tatkal quota in these trains.
    The last price for every class of tickets for the particular train will be printed in the reservation chart.
    Those who have already booked tickets for journeys to commence on or after September 9 do not need to worry as revised fares will not apply on these tickets. 

Racing against time to implement GST: Arun Jaitley

  • Finance Minister Arun Jaitley stressed on the urgency of the implementation of the GST Bill saying the government is "racing against time" to meet the 1 April 2017 deadline.
    Jaitley was speaking at the India Summit organized by The Economist on Wednesday.
    "It is a very stiff target. We are running against time. But I would certainly like to give it a try," he said.
    The implementation of GST will convert the country into "one seamless market"  and facilitate smooth transfer of goods and services, he said.
    Describing it as an important step forward, Jaitely said the implementation of GST will lead to a "more efficient system" and "plug the leakages" in the economy.
    He also stressed on the GST's overall impact saying "in the long run it may stabilize the tax rates and even bring them down".
    "There is a great national aspiration in support of a reform…and this is adequately exhibited by the fact that both houses of Parliament have unanimously approved the legislation which is very rare," Jaitely said.
    Parliament passed the Constitution amendment bill for GST last month. It will be sent for Presidential assent after state assemblies ratify the bill.
    A GST council which will include the union finance minister and state finance ministers will then be formed to discuss contentious issues such as tax rates and administrative control.
    "State after state within a period of 20-25 days have kept on ratifying it (the GST Bill). There is a desire among states as they stand to gain the most," Jaitely said.
    He mentioned that there are pending issues that council, once formed, will have to resolve.
    "There are obviously some pending issues which the council will have to resolve. If we are able to successfully transcend those issues, then in the winter session, the legislations can be passed," he added.

Airtel, Idea not obliged to entertain Reliance Jio's interconnect requests, says telecom body

  • Continuing with its letter war against free-voice-call-provider Reliance Jio, the association of telecom operators like Airtel has told Prime Minister's Office that incumbents are "not obliged to entertain interconnect requests" that are "anti-competitive".
    Telecom operators' body COAI has written to the PMO seeking its intervention on the issue to "restore fair competition".
    "They (operators) wish to politely clarify that they are in no position, by way of network resources, or financial resources, to terminate volumes of traffic which are markedly asymmetric. Neither are they obliged to entertain interconnect requests which are derived from abnormal induced traffic patterns that game the IUC regime and are anti-competitive," COAI said in a letter to the PMO.
    Reliance Jio, which commercially launched its services on September 5, has accused incumbent players like Bharti Airtel and Vodafone of not releasing sufficient interconnection ports during its test run of services.
    The existing operators (under the aegis of COAI) have contended that RJio's testing of network was an effort to bypass regulations.
    Speaking at the AGM of Reliance Industries, its chief Mukesh Ambani had said Reliance Jio customers suffered 5 crore call failures in the previous week to other networks due to insufficient interconnect capacity.
    Interestingly, RJio is also a member of the Cellular Operators Association of India (COAI).
    The letter, addressed to Principal Secretary of PMO Nripendra Misra, does not reflect the views of RJio, Aircel and Telenor, it said.
    Referring to the free voice calls by RJio as a "free lunch", COAI said RJio seeks to pass the "overwhelming burden" on to rival operators through tariff manipulations which "exploit and game the IUC regime".
    "(RJio seeks to) offload tsunamis of asymmetric voice traffic at IUC terms which will choke and financially destroy competition. IUC regimes anywhere in the world are meant to facilitate fair competition, and are not designed for such abuses," COAI said.
    The body said the free call offer by the new operator will result in the total voice minutes generated by RJio alone to be equivalent to those generated by all other Indian operators put together.
    "...in a very short time, other operators will have to handle voice traffic which is double their total present traffic. Of course, this is fanciful, because networks would have collapsed earlier," it said.
    COAI added that the huge volume of traffic from RJio will pull down the weighted average voice realisation for other operators from 30-40 paise to 22-25 paise per minute or lower, making it financially difficult for other telecom firms to operate.

Nintendo shares jump 18% on news 'Super Mario' to hit Apple App Store in December

  • Shares of Nintendo Co surged as much as 18 per cent on Thursday as investors cheered news that its popular game franchise Super Mario Bros will debut on Apple's App Store in December.
    The announcement of the new game, Super Mario Run, fueled investors' hopes that Super Mario would be another mobile gaming hit for the Japanese company akin to the wildly popular Pokemon Go.
    "Launching a well-known Nintendo character on the globally penetrated iPhone is one of the best scenarios that investors have hoped for," Tomoaki Kawasaki, an analyst at Iwai Cosmo Securities, told Reuters.
    Nintendo said it will launch the game initially on Apple Inc's App Store, but is also planning to release for Google's Android.
    Shigeru Miyamoto, the creator of the puppet-inspired Super Mario, gave a short demonstration of the game at Apple's annual iPhone release event on Wednesday.
    Nintendo's stock temporarily advanced in July after the release of Pokemon Go, but plummeted soon as investors realized how little Nintendo would benefit from the Pokemon craze, given that it played only an indirect role in the app's creation.
    However, the company owns the entire franchise of the Super Mario.

SpiceJet shares fly 20% after net profit more than doubled in Q1

  • Shares of SpiceJet spurted 20 per cent to hit its upper circuit after the aviation major reported 104 per cent jump in its net profit at Rs 149 crore in the June quarter.
    The airline had posted Rs 73 crore net profit in the same quarter last year.
    Reacting to its upbeat quaterly numbers, the stock of the company gained as much as 19.96 per cent to Rs 67.60 on the BSE.
    The company's capacity registered a growth of 37 per cent over the same quarter last year and operating revenue was Rs 1,522 crores, a growth of 37 per cent.
    On an EBITDA basis, SpiceJet reported a profit of Rs 215 crore at 14 per cent EBITDA margin.
    "This is the sixth consecutive profitable quarter for SpiceJet after the challenges faced by the Company in December, 2014 and the change in management and control," said the company in a filing to BSE.

2016 G20 Summit concludes in Hangzhou, China

    1. The 2016 G20 Hangzhou summit was the eleventh meeting of the Group of Twenty (G20). It was held on 4–5 September 2016 in the city of Hangzhou. It was the first ever G20 summit to be hosted in China and the second Asian country after 2010 G20 Seoul summit was hosted in South Korea.
      It is noted that Barack Obama and Xi Jinping announced the ratification of the Paris Agreement of the 2015 United Nations Climate Change Conference by their countries. After they did it, it is 26 countries which have ratified the agreement so far; the United States and China represent respectively 18 percent and 20 percent of global carbon dioxide emissions.
      G20 countries score poorly in climate goals report
      • Stiftung Mercator and the World Bank Group, Climate Transparency, funded byClimate Works Foundation analyzed key indicators, including carbon intensity and share of coal in total electricity produced, to assess the performance of these countries and found that half of G20 countries are “inadequate” as regards actions taken to curb climate change.
      • This is despite energy intensity and the carbon intensity of the G20 economies decreasing as overall economic activity increased.
      • Between 1990 and 2013, the carbon dioxide emissions of G20 countries, which account for three-fourths of global CO2 emissions, went up by 56 per cent.
      • Key indicators to assess the performance of these countries includes carbon intensity and share of coal in total electricity produced.
      • It has found that half of G20 countries are “inadequate” as regards actions taken to curb climate change.
      China & US ratifies Paris climate agreement ahead of G20
      • The United States and China, the world’s biggest emitters of greenhouse gases, have announced they will formally ratify the Paris climate change agreement in a movecampaigners immediately hailed as a significant advance in the battle against global warming.
      • China had announced it would formally ratify the Paris accordwith President Xi vowing to “unwaveringly pursue sustainable development”.
      • At a ceremony on the eve of the G20 summit in China, the leaders of both countries handed ratification documents to UN chief Ban Ki-moon, raising hopes that the accord could come into affect by the end of the year.
      • It is noted that the US and China are at loggerheads on a series of issues as they head into the G20 summit, which is being held in the eastern city of Hangzhou. But it is hoped that their collaboration on climate change could put pressure on other countries to take concrete measures to tackle global warming.
      G20 members commit to early ratification of Paris climate deal
      • The G20 members agreed to complete their domestic legal formalities for the ratification of Paris climate deal as soon as their “national procedures allow”, a move which would provide more time to India to work out its own strategy keeping up with its developmental goals.
      • The G20 communique,released in French before it was released in English, committed the nations to ratifying the Paris climate agreement. Leaders expect a rapid implementation of the agreement in all its dimensions.
      • The push to bring the agreement into force this year was supercharged last weekend when the world’s two biggest polluters, China and the US, formalised their acceptance together.
      • That brought the number of countries joining the treaty to 26 accounting for 39.07% of global emissions. The triggers for the pact to become law are 55 countries and 55%
      • It is noted that India came under pressure to ratify the deal after China and the US – responsible for around 40 per cent of the world’s carbon emissions – ratified the agreement ahead of the G20 summit and handed over their countries’ instruments of joining the agreement to UN Secretary-General Ban Ki-moon.
      One nation in South Asia spreading terrorism: PM Modi at G20 Summit
      • With a clear reference to Pakistan but without naming it, Prime Minister Narendra Modi told G20 leaders that “one single nation” in South Asia was spreading terror in the region, and that the international community should isolate those who sponsor and support terrorism instead of rewarding them.
      • The PM urged the global community to speak and act together and urgently to fight terrorism and those who sponsor and support terrorism must be isolated and sanctioned, not rewarded.
      • The Prime Minister’s hard-hitting remarks extended his observations during the informal meeting of the Brazil-Russia-India-China-South Africa (BRICS) on the sidelines of the G-20. During that meeting, he had highlighted that terror groups “in South Asia and for that matter anywhere do not own banks and factories”. “Clearly someone funds and arms them and the BRICS must intensify its joint efforts not only to fight terror, but to coordinate actions to isolate those who are supporters and sponsors of terror.”
      • The statements also form part of a larger effort on India’s part to press the global community to move towards adopting a clear stand on terrorism. The lack of a globally-accepted legal definition of terrorism has often been faulted for double standards and inefficacy in dealing with terrorism and terror organizations and networks.
