'UN Shouldn't Remain Frozen In 1945': Sushma Swaraj Pushes For Change

UNITED NATIONS: On the floor of the United Nations General Assembly, Foreign minister Sushma Swaraj today made a push for an expanded permanent Security Council, saying it was time the apex world body got in step with the modern era and took into account the new geopolitical realities.
At present, the Security Council has only five permanent members - China, France, United Kingdom, Russia and the United States of America - and 10 non-permanent members elected for two-year terms by the General Assembly.
But the current structure of the UN, Ms Swaraj said, reflects an older world order.
"The vast majority of nations share the belief that the UN should not remain frozen in 1945, just to serve the interests of a few," she said.
An "expansion in the Permanent and non-Permanent membership of the Council to reflect contemporary realities is therefore, an urgent necessity," she said.
India is actively engaged in negotiations for a permanent seat in the UN Security Council that will reflect its importance as a trillion dollar economy and a major South Asian power.
Its efforts, however, failed this year, with a discussions between countries unable to reach a breakthrough.
Besides India, Brazil, Germany and Japan are the three nations that are working together to push for expansion of Security Council's permanent membership and mutually support each other for permanent seats and are known as G4.
They also support comprehensive reforms of the Security Council, including equitable regional representation and adequate representation of small and medium sized UN member states.

Six Top Jamaat-ul-Mujahideen Terrorists Arrested From West Bengal, Assam

KOLKATA: The special task force of Kolkata Police has arrested six top Jamaat-ul-Mujahideen Bangladesh (JMB) terrorists, including four wanted in the 2014 Khagragarh blast case, from West Bengal and Assam.
Of the six, three are Bangladeshi nationals while the other three are Indians, Joint Commissioner of Police (Crime), Kolkata Police, Vishal Garg said today.
"These people were not in West Bengal after Khagragarh blast. They had left the state and moved to South India and North Eastern states. They were planning subversive activities in some South Indian states. We are trying to find out the details," Mr Garg said.
The arrested JMB terrorists include head of the outfit's West Bengal unit Anwar Hussain Farooq alias Inam, second-in-command in the state Yusuf Sheikh alias Maulana Shiekh.
The six have been charged under IPC Sections 120(B) (criminal conspiracy), 121 (waging of war against India government), 121(A) (conspiracy to commit offences punishable by section 121), 122 (collecting arms), 123 (concealing with intent to facilitate design to wage war), 124(A) (sedition), he said.
They have been remanded to police custody till October 6 by a Kolkata court.
"They were using one web-based networking system to communicate with each other and never used the mobile phones to interact, not even the Facebook or its messenger. We have broken the encrypted messages exchanged between themselves," Mr Garg said.
The four who were wanted in connection with Khagragarh blast of October 2, 2014, were Shahidul Islam alias Surya, Mohammad Rubel, Abul Kalam and Jahidul Islam.
Anwar Hussain Farooq, Mohammed Rubel and Jahidul hail from Jamalpur of Bangladesh, while the other three are - Yusuf from Burdwan district's Mangalkot, Sahidul Islam and Abul Kalam from Assam's Barpeta district, Mr Garg said.
The NIA had named Sheikh, also the JMB chief motivator in the state, Shahidul Islam and Abul Kalam in its chargesheet for the Khagragarh blast.
NIA had also announced cash rewards of Rs 10 lakh on Shiekh's head. Kalam and Rubel were carrying rewards of Rs 3 lakh and 1 lakh respectively on their heads.

Three New Airports For Andhra Pradesh, One For Telangana

Andhra Pradesh will soon have three new airports, including an international airport in Bhogapuram near the port city of Vishakhapatnam, while India's newest state Telangana will have one more.
Currently both states are served by the international airport in shared capital Hyderabad, which will revert to Telangana 10 years after the bifurcation of a single state created the two neighbours in 2014.
Apart from Bhogapuram, the two cities cleared for new airports by the civil aviation ministry today in Andhra Pradesh are Dagadarthi in Nellore district and Orvakallu in Kurnool. The state already has five domestic airports.
The new Telangana airport will be built at Kothagudem in Khannam, about 275 km away from Hyderabad.
The International airport at Bhogapuram will be developed by the state government in a public private partnership or PPP at an estimated cost of Rs 2200 crore and will cater to 6.3 million passengers a year initially, the government said.
The other two airports in Andhra Pradesh will be developed as domestic no-frills airports at an estimated cost of Rs 88 crores each.
All the four airports cleared today are greenfield airports, which means they will be built from scratch starting with identifying land for them. Together, they will cost Rs 2,376 crore to build, the ministry said.
The Centre has recently announced a regional connectivity scheme to encourage flying and link more sectors by air under its new civil aviation policy, which provides incentives to airlines and airports, while capping fare at Rs 2,500 for one-hour flights.

President Mukherjee, PM Modi Hail ISRO For Historic PSLV Launch

SRIHARIKOTA: The Indian Space Research Organisation (ISRO) successfully launched its satellite SCATSAT-1 for ocean and weather related studies from Sriharikota today.
Carrying the 377 kg SCATSAT-1 and seven other satellites, India's Polar Satellite Launch Vehicle, PSLV-C35, lifted off from ISRO's first launch pad at the Satish Dhawan Space Centre at 9.12 am.
Lauding ISRO for the historic feat, President Pranab Mukherjee congratulated the organisation.
Echoing similar sentiments, Prime Minister Narendra Modi said that this was a moment of immense joy & pride for India.
"Our space scientists keep scripting history. Their innovative zeal has touched the lives of 125 crore Indians & made India proud worldwide," he said in a tweet.
This was the first mission of PSLV in which it launched its payloads into two different orbits. The co-passenger satellites were from the US, Canada and Algeria besides from Indian Universities.
ISRO's SCATSAT-1 can generate accurate data on wind patterns over the ocean surface. It is a continuity mission for the Oceansat-2, which has exhausted its operational life. The expected lifespan of SCATSAT-1 is expected to be five years.
The seven other co-passengers in today's mission included three small satellites from Algeria meant for earth observation, remote sensing and technology demonstration, a commercial high resolution imaging micro-satellite of an US agency, the nano-satellite NLS-19 of Canada to experiment on reduction of space debris and two nano-satellites of IIT, Bombay and the PES University, Bengaluru.

Irom Sharmila Meets Arvind Kejriwal, Seeks Advice On Fighting Manipur Polls

NEW DELHI: Rights activist Irom Sharmila, who had expressed her desire to contest Manipur Assembly election next year, today met Delhi Chief Minister Arvind Kejriwal and sought his advice on how to defeat "major political parties" in her state.
During the 45-minutes-long meeting at Delhi Secretariat, Mr Kejriwal assured her of all possible support for fighting the election.
"In the meeting, she sought the Chief Minister's advice on defeating major political parties in Manipur which is scheduled to go for polls next year," an official said.
She also discussed political strategy with the chief minister and sought to know how he registered such a remarkable victory in Delhi, the official said.
Ms Sharmila also met Deputy Chief Minister Manish Sisodia.
Although she did not talk to the media after the meeting, sources said she also took suggestions on other issues related to Manipur.
On August 9, the 44-year-old 'Iron Lady' broke her 16-year-old hunger strike, the world's longest such campaign, and declared that she wants to become the chief minister so that she could press for repeal of the contentious Armed Forces Special Powers Act (AFSPA).
Ms Sharmila has already announced that she would soon float a new regional party under the banner of which she will contest the polls.

Sensex slips over 150 points, Nifty dips below 8,800 on negative global cues

Extending losses for the second consecutive session, the S&P BSE Sensex on Monday fell over 150 points, while the broader Nifty50 slipped below its key 8,800 level.
The headline indices dropped tracking negative trend seen in Asian markets as investors' attention turned from central banks to American politics ahead of the first US presidential debate.
At 09:30 am, the 30-share index was trading at 28,543, down 124.72 points, while broad-based 50-share index was quoting 8,790, down 41.40 points.
"We are a bit sceptical on the last week's bounce and expect a near term corrective move towards 8,688-8,622 levels, as long as Nifty manages to stay below the 8,910 mark on a closing basis," said Angel Broking in a research note.
"In case of a sustained move beyond this level, we could see this bounce extending towards the recent high of 8968.70 and then probably allowing us to reassess the situation," the brokerage added.
ICICI Bank was the top loser on both the benchmark indices and slipped nearly 2 per cent on the BSE.
Among Asian markets, China's Shanghai Composite was down 0.71 per cent, Hong Kong's Hang Seng slipped 0.67 per cent, while Japan's Nikkei shed 0.61 per cent.
On Friday, US stocks closed near session lows after Brent crude prices fell over 3 per cent.

Yahoo Japan plans to introduce four-day workweek system

Yahoo Japan, the subsidiary of SoftBank Group Corp, may soon introduce just four working days in a week for all its 5,800 employees in a bid to help them take care of their ailing parents.
"The four-day workweek system is being studied as part of an effort to ensure the hiring of competent personnel and prevent employees from quitting in order to care for ailing parents," said a report in Japan Times, quoting sources.
While the company is yet to determine the salary structure under the new system, it intends to implement the same in stages over several years.
The internet search engine will also allow employees to work from home up to five days a month from October, compared to the two days a month currently allowed.
Employees may also use holidays freely on any day of the week.
"Working hours and labor productivity is an important theme in business management, and there are issues to address, but I wish to try," said Yahoo Japan CEO Manabu Miyasaka to Kyoto News.
To recall, Fast Retailing, which operates Uniqlo in Japan, introduced four-day workweek for its employees in provincial regions last year.

Telco war: Reliance Jio makes live operator-wise call drop data

Taking its fight against incumbent telecom operators to the next level, Reliance Jio today made live the data on call drops its users are experiencing due to Airtel, Vodafone and Idea not providing enough interconnectivity.
The Mukesh Ambani-run firm added a link on its website detailing call drops experienced during a 24-hour duration.
In doing so, Jio has carried out the threat it had issued in a statement earlier this month of reporting operator-wise call failure numbers "in the spirit of putting the customer-first and complete transparency."
Jio today put out data for September 22 saying over 12 crore out of 15 crore call attempts by its users failed.
The data would be updated periodically.
Of the 6.13 crore call attempts made to Airtel network on September 22, 4.8 crore or 78.4 per cent failed. The failure on Vodafone network was higher at 84.1 per cent with 3.95 crore out of 4.69 crore calls failing while 3.36 crore out of 4.39 crore calls made to Idea users failed.
The company said 81.5 per cent out of 0.43 crore calls made to Airtel network during busy hours failed while 87.8 per cent out of 0.26 crore calls to Vodafone dropped. Of the 0.28 crore calls made to Idea network during busy hours, 82.2 per cent failed.
The data which has now been made live by Reliance Jio comes at a time when a fierce corporate battle is raging, within the Indian telecom sector over the interconnect issue.
Jio, the new entrant in the 4G market, has accused dominant incumbent operators, including Airtel, of providing far less than adequate points of interconnections (PoIs) needed for its users to complete a call to a rival network, while the operators have charged the new entrant of unleashing a "tsunami" of free traffic on their networks.
Inter-connection enables mobile users to make calls to customers of other telecom networks and is, therefore, crucial for smooth functioning of mobile service.
Jio argues that benefits of superior voice technology is being denied to its customers due to the network congestion and has blamed the "anti-competitive behaviour of incumbent operators" for the "poor experience" on its services.
Sector regulator TRAI, which had asked the operators to submit their network congestion details from September 15-19, 2016, to examine the congestion issue, has now decided to issue showcause notices on erring operators for call drops far exceeding the norm.

Pepe Jeans, IBM and Sharekhan among 11 FDI proposals cleared today

An inter-ministerial panel on Monday approved 11 proposals entailing foreign direct investment (FDI) inflow of over Rs 2,300 crore. Among the proposals cleared, Sharekhan Ltd would attract foreign investment of Rs 2,060 crore, Finance Ministry sources said.
The Sharekhan proposal was for selling 100 per cent stake to BNP Paribas, they said. Besides, Foreign Investment Promotion Board (FIPB), headed by Economic Affairs Secretary Shaktikanta Das, cleared the proposal of Perrigo India worth Rs 253 crore.
Other proposals approved included Pepe Jeans and IBM. Of the 11 proposals cleared today there would be expected FDI inflow of Rs 2,325 crore, sources said.
Out of the 18 foreign investment proposals considered, three including that of Idea Cellular Infrastructure Services and Flag Telecom were deferred for want of more information.
The 240th meeting of FIPB rejected 4 proposals.
The proposal of Morgan Stanley Rs 95 crore was approved through automatic route.
India allows FDI in most sectors through the automatic route, but in certain segments considered sensitive for the economy and security, the proposals have to be first cleared by the FIPB.
The government has taken slew of measures in the recent past to boost foreign direct investment into the country.
On June 20, the government had "radically liberalised" the FDI regime with the objective of providing major impetus to employment generation in India.
This was the second big reform after some major changes announced in November 2015.
The government has said measures undertaken by it has resulted in increased FDI inflows at $55.46 billion in 2015-16, as against $36.04 billion in 2013-14.
An inter-ministerial panel on Monday approved 11 proposals entailing foreign direct investment (FDI) inflow of over Rs 2,300 crore. Among the proposals cleared, Sharekhan Ltd would attract foreign investment of Rs 2,060 crore, Finance Ministry sources said.
The Sharekhan proposal was for selling 100 per cent stake to BNP Paribas, they said. Besides, Foreign Investment Promotion Board (FIPB), headed by Economic Affairs Secretary Shaktikanta Das, cleared the proposal of Perrigo India worth Rs 253 crore.
Other proposals approved included Pepe Jeans and IBM. Of the 11 proposals cleared today there would be expected FDI inflow of Rs 2,325 crore, sources said.
Out of the 18 foreign investment proposals considered, three including that of Idea Cellular Infrastructure Services and Flag Telecom were deferred for want of more information.
The 240th meeting of FIPB rejected 4 proposals.
The proposal of Morgan Stanley Rs 95 crore was approved through automatic route.
India allows FDI in most sectors through the automatic route, but in certain segments considered sensitive for the economy and security, the proposals have to be first cleared by the FIPB.
The government has taken slew of measures in the recent past to boost foreign direct investment into the country.
On June 20, the government had "radically liberalised" the FDI regime with the objective of providing major impetus to employment generation in India.
This was the second big reform after some major changes announced in November 2015.

Air India told to pay Rs 1 lakh for serving stale food

Air India has been directed to pay Rs one lakh by the apex consumer commission as compensation for serving stale food to a passenger aboard a Mumbai-New York flight.
The National Consumer Disputes Redressal Commission, while dismissing the revision petition filed by the airline in 2015, said "the nature of deficiency in service" could have affected the health of several passengers.
"Taking into account the nature of deficiency in service and the fact that it would have affected the health of several passengers, we do not find any fault with the order of State Commission enhancing compensation to Rs one lakh," the bench, presided by Justice Ajit Bharihoke, said while also upholding the award of Rs 10,000 as litigation cost by district forum.
The Maharashtra State Consumer Commission had earlier enhanced to Rs one lakh from Rs 15,000, the compensation awarded by the district forum, saying the passenger might have been required to go foodless during the remaining journey and such conditions create a bad situation during air travel.
According to the complaint filed by Malti Madhukar Pahade, she was served with stale food while travelling in the Air India flight from Mumbai to New York. She claimed she also found a strand of hair in the rice bowl.
Pahade described the bad state of curd served and referred it as "green as cherry".
While challenging the State Commission's order, Air India contended that the enhancement of compensation by the State Commission was not justified as it was "highly disproportionate to the negligence/deficiency in service alleged by the complainant."
The bench, also comprising member S M Kantikar, dismissed the contention and upheld the state commission's order which said a passenger travelling with a reputed airline expected minimum courtesy and proper food for human consumption.
It also noted that the airline had fined the caterer Rs 20,000 for serving stale food on board.
"We do not wish to comment upon the motive or reason of the concerned authority to impose such a meagre amount of fine on the defaulting caterer particularly when the food supplied by the caterer is served to all the passengers travelling in the flight," the bench said.
