BJP defends PM Modi's 'raincoat' remark against Manmohan Singh, says he was complimenting ex-PM
  • The government and the Congress party are locked in a bitter war of words over the Prime Minister's remark about Dr Manmohan Singh in the Upper house on Wednesday.
    Even as Prime Minister Narendra Modi and the former Prime Minister Dr Manmohan Singh chose to give the Rajya Sabha a miss, the house witnessed fiery scenes.
    WHAT HAPPENED
    • The Congress was quick to get the support of other opposition parties in demanding an apology from Narendra Modi.
    • As the house commenced Left leader Sitaram Yechury cited rule number 267 to say that Modi had insulted left leaders Harkishan Singh and Jyoti Basu and there should be a discussion on his speech.
    • Deputy Rajya Sabha leader Anand Sharma attacked the BJP and the prime minister for insulting Indira Gandhi and Manmohan Singh.
    • The house was adjourned till 2 pm and Congress leaders staged a walk out.
    • Minister of Information and Broadcasting rubbished claims of the Congress leaders that the they had never used unparliamentary language for the Prime Minister. "It was Pramod Tiwari who used the terms Mussolini and Hitler for PM Modi. Salman Khurshid has called the PM impotent but the Congress party seems to be blind. They can never see their own mistakes. The senior went to the extent of saying that it is the Congress that should apologise and said that Prime Minister was complimenting ex-Prime Minister for his clean record.
    • Congress leader Kapil Sibal reacted to this saying, "It's a different thing to say that there is a dictatorship or Hitlershahi because you are commenting on the form of government. Prime Minister's raincoat jibe was below the belt and he must apologise for it."
    DIVIDE WITHIN PARTY 
    However, even as Congress is upping the ante against the PM, there was a part of the party that believed that there could be a discussion on Modi's statement. Yesterday evening, when Congress leaders Kapil Sibal and others got up to walk out, Dr Manmohan Singh, who is believed to be against walkouts and disruptions in the proceedings of the House, kept sitting. Senior Congress leaders sitting beside the former prime minister, Antony and Karan Singh were of the opinion that not much weightage should be given to PM's jibe. However, other congress leaders had already gotten up and Chidambaram came in to tell Karan Singh that Congress was staging a walk out and that they should follow.

    India building secret nuclear city, claims Pakistan
    • Pakistan today claimed that India is building a "secret nuclear city" and has accumulated a stockpile of nuclear weapons which threatens to undermine the strategic balance of power in the region.
      Foreign Office (FO) spokesman Nafees Zakaria made the remarks at the weekly press briefing while expressing concern over the "Indian defence buildup".
      "India is building a secret nuclear city..It has accumulated a stockpile of nuclear weapons which threatens to undermine the strategic balance of power in the region," he claimed.
      Zakaria also alleged that India has been conducting tests on inter-continental missiles which would "disturb the strategic balance in the region."
      'INDIA'S MISSILE MISSION DISTURBING STRATEGIC BALANCE'
      He asked the international community to take note of "Indian drive" to have more deadly weapons and check "rapid expansion" of its conventional and non-conventional weapons.
      Asserting that India had been "exposed" by the failure of its efforts to isolate Pakistan, he said the Indian government should reciprocate the steps taken by Pakistan for peace.
      "Pakistan remains committed to the principles of peaceful existence with all of its neighbours, including India," he said, adding that Islamabad was open for dialogue and took a number of initiatives but India failed to respond positively.
      "Instead of resolving the issues amicably through dialogue, India has adopted a hostile attitude," he alleged.
      He accused India of repeatedly violating the ceasefire agreement at the LoC and providing funds to militants to carry out terror activities in Pakistan.
      "Indian belligerence continues to pose threat to the peace in the region, which the international community should take note of," he said.
      INDIA RUBBISHES CLAIMS
      Rubbishing Islamabad's claims, New Delhi said such remarks were an attempt by the neighbouring nation to divert attention from real issue of terrorism.
      "Pakistan's claims of India's secret nuclear city is baseless. This aims to deflect attention from real issue of terrorism," Ministry of External Affairs spokesperson Vikas Swarup  told reporters in New Delhi.

    Madhya Pradesh ATS busts ISI-backed espionage racket, 11 arrested
    • The Madhya Pradesh Anti-Terrorist Squad (ATS) has busted an ISI-backed espionage ring and arrested 11 people from Bhopal, Satna, Jabalpur and Gwalior. These accused were running a racket of exchange of SIM boxes from various parts of the country to conceal the identity of some ISI handlers who were in touch with their agents here.
      According to Madhya Pradesh ATS chief Sanjeev Shami, the RS Pura police in Jammu had arrested two ISI agents in 2016 who were involved in sending strategic information to their handlers in Pakistan. On being arrested, these two revealed that they were getting money from a Satna-based man identified as Balram.
      MP's ATS CHIEF STATEMENT
      "We have arrested Balram and through him got to the remaining 10 accused, who were involved in exchanging simboxes in various parts of the country. Balram was managing several bank accounts and was receiving funds through hawala. This money was further supplied by Balram to the other members of the espionage racket," Shami said while addressing a press conference in Bhopal.
      Among those who have been arrested one is from Satna, two are from Jabalpur, three from Bhopal and five from Gwalior.
      According to the Madhya Pradesh ATS, all the 11 people arrested were running a hawala racket and indulging in an online lottery scam.
       HOW EXCHANGE OF SIMs HELPED
      The exchange of SIM-boxes helped the ISI get in touch with their people and also its agents operating inside the country. "The operatives active in India had purchased several fake SIM cards and these numbers replaced the original numbers from which the calls were made", Shami said.
      According to the ATS, the operatives could not have operated without the assistance of Indian telecom operators. "We have information that employees of some Indian telecom operators were also in touch with them. We are trying to get to them and some more arrests are likely," Shami said.

    Kashmir observes Afzal Guru's death anniversary; railways suspended, markets shut
    • Heavy deployment of security forces was witnessed in Kashmir today as the Valley observed the fourth death anniversary of Parliament attack convict Afzal Guru.
      Markets remained shut and public transport was also hit. Railway Authorities have suspended train service between Banihal and Baramulla.
      "In view of the shutdown call floated by separatist organisations which could lead to law and order situations in the valley, the Baramulla-Banihal rail service may please be suspended," said an order, issued by Railways.
      Separatists have called for a shutdown to protest against Afzal's hanging and demand for the return of his remains to the family.
      Afzal Guru was hanged and buried in Tihar Jail on this day in 2013 for the 2001 attack on Parliament in which 14 people including five attackers were killed.
      Afzal belonged to north Kashmir's Du Aabgah village situated on the outskirts of Sopore town.

    Cabinet should pass a resolution against Tamil Nadu Governor Vidyasagar Rao, says Subramanian Swamy
    • BJP leader Subramanian Swamy on Wednesday lashed out at Tamil Nadu Governor Vidyasagar Rao for being absent from his constitutional duty and letting the state suffer.
      Swamy demanded that the Cabinet should pass a resolution to sack the governor. He added that he had spoken to President Pranab Mukherjee and requested him to direct the governor to be in Tamil Nadu or take action against him.
      The BJP leader said, "The Constitution is being compromised. He is flouting the oat that he has taken. This is disgraceful. The man is hiding in Mumbai when he's got concurrent charge of Tamil Nadu also. Why is he sitting in Mumbai? The governor is failing in his duty. It is disregarding to the position of governorship."
      He added, "I has spoken to the president and requested him that he should direct the governor to be in Tamil Nadu or otherwise he should take action against him. The Cabinet should pass a resolution for sacking of the governor."
      Reacting to OPS's statement where he said he was forced to resign, Swamy said, "Is Panneerselvam a kid? He is the chief minister. A woman who is not even a CM can pressurise him? I am surprised such things are even talked about."
      Talking about the possibility of BJP behind OPS, he said that the party has no hand in it.
      No provision of withdrawing resignation
      "I don't think Centre has anything to do with it or the BJP has anything to do with it. We are a democratic party with educated people. Panneerselvam should stop watching movies and start reading the Constitution which has no provision of withdrawing the resignation.
      Governor C Vidyasagar Rao has not returned to Chennai since Sunday because of which Sasikala has not been able to meet him to formally present evidence of her party's support for her induction as the chief minister.
      Political pundits say that the Rao's absence has given OPS a window of opportunity to create a situation against Sasikala in Tamil Nadu.

    Don't be distracted by gossip about Infosys: Vishal Sikka to workers
    • Amid reports of tension between Infosys founders and its management, CEO Vishal Sikka has asked employees not to get distracted by speculations that question the company's commitment to "governance, integrity and values".
      He asked them to keep a "sharp focus" on executing the company's strategy, which is bolstered by its services like Mana, Skava, Edge, Panaya and cloud services.
      "...let us keep a sharp focus on the execution of our strategy. Let us not get distracted by media speculation that is designed to stir up gossip or rehash old rumours or speculate on the unknowns, around visas, or anything that questions our commitment to governance, integrity and values, in order to generate headlines and create, in the words of The Wire, Eardrum Buzz," Sikka said in an internal mail.
      "There is no second-guessing our deep commitment, passion and dedication to transforming this great company, even within the unprecedented new context that we find ourselves in. We are doing this. We will do this. Together!," he said.
      There have been reports of simmering differences between the CEO and its founders over issues like pay hike given to Sikka and severance package of two former senior executives.
      Infosys has, however, defended itself saying all decisions were made "in the overall interest of the company" and that it has made "full disclosures" on all developments.
      Infosys founders, along with their family members, owned 12.75 per cent in the company at the end of December 2016, as per the data available on the BSE.
      The buzz grew louder when Infosys' former chief financial officer TV Mohandas Pai said the board should give a detailed answer and not take shelter under "bland" statement that decisions were taken in the interest of the company.
      Sikka said Infosys' revenue growth, which previously underperformed the industry growth by 50 per cent about 2 years ago, is now in line with overall industry growth.
      "...we have held margins through operational efficiency improvements and automation benefits. Our cash flow generation continues to be amongst the strongest in the industry. And in a key sign of a thriving enterprise, our new software and services have seen tremendous growth," he told employees.
      Infosys' strategy is focussed on delivering higher value services and bringing the latest advances in technology into work.
      "...we create unprecedented value for clients, employees, shareholders, and the larger global ecosystem in which we operate including delivering value as one of the largest and most respected companies in India," he said.

    Lockheed says US may take 'fresh look' at its India F-16 plan
    • US defence firm Lockheed Martin wants to push ahead with plans to move production of its F-16 combat jets to India, but understands President Donald Trump's administration may want to take a "fresh look" at the proposal.
      With no more orders for the F-16 from the Pentagon, Lockheed plans to use its Fort Worth, Texas plant instead to produce the fifth generation F-35 Joint Strike Fighter that the United States Air Force is transitioning to.
      Lockheed would switch F-16 production to India, as long as the Indian government agrees to order hundreds of the planes that its air force desperately needs.
      Trump has criticised US companies that have moved manufacturing overseas and which then sell their products back to the US. In his first few weeks in office, he has pushed companies, from automakers to pharmaceutical firms, to produce more in the United States.
      In Lockheed's case, however, the plan is to build the F-16 to equip the Indian Air Force, and not sell them back into the United States.
      Lockheed said it has been talking to Trump's transition and governance teams as well as the U.S. Congress for several months on its plans, including the proposed sale of F-16 planes to India, a spokesman told Reuters in Washington.
      "We've briefed the Administration on the current proposal, which was supported by the Obama Administration as part of a broader cooperative dialogue with the Government of India," the spokesman said.
      "We understand that the Trump Administration will want to take a fresh look at some of these programs, and we stand prepared to support that effort to ensure that any deal of this importance is properly aligned with US policy priorities."
      India is expected to spend $250 billion on defence modernisation over the next decade, analysts say, and there is concern that a veto on making the F-16 in India would not only hit Lockheed, but also threaten other military contracts to come up in India for Boeing, Northrop and Raytheon.
      The White House did not respond to requests for comment on the plan to build the plane in India.
      NO THREAT TO US JOBS
      Lockheed has said that moving F-16 assembly to India would create 200 engineering jobs in the United States to help support the production line in India.
      It has also said that about 800 workers in the United States making the non-Lockheed parts for the F-16 would keep their jobs if construction shifts to India.
      "We are offering to make the F-16 Block-70 aircraft with a local partner in India. This is an offer exclusive to India," Randall L. Howard, head of F-16 business development, told Reuters ahead of India's biggest air show beginning in Bengaluru next week.
      In India, the F-16 is up against SAAB's Gripen combat aircraft, which the Swedish firm has also offered to make locally, as Prime Minister Narendra Modi drives a Make-in-India campaign to build a domestic aerospace industry and reduce costly imports.
      The Indian government is expected to decide this year on which company will build a single-engine fighter plane, in collaboration with a local partner. A defence official said the process was at a very early stage.
      The Indian air force alone needs 200-250 fighters over the next 10 years, its former chief Arup Raha said before he left office in December.
      Defence ties between India and the United States have grown rapidly, with U.S. arms sales of more than $4 billion in 2012-15, mostly under government-to-government foreign military sales, upstaging long-term supplier Russia and even Israel.
      Lockheed's executive director for international business development, Abhay Paranjape, said his team has met with representatives from 40 defence and aviation firms in India to help build the ancillary network for the aircraft assembly programme.
      "We want to be prepared, that's why we started the ground work," he said, adding Lockheed has also scouted possible factory sites in India.
      Lockheed has a joint venture with India's Tata Advanced Systems Ltd to make airframe components for the C-130J Super Hercules transport plane and the S-92 helicopter.
      "The capability for building components exists here, it's been proven with the C-130s. The challenge now is to pick the right partners," Paranjape said.

    Sensex may touch 39,000 in a 'bull case' scenario: Morgan Stanley
    • Global brokerage firm Morgan Stanley today said it expects the Sensex to touch the 39,000 mark in a 'bull case' scenario by this December.
      "Domestic appetite for equities remains strong. Sentiment is off lows though yet to hit exuberant territory," Morgan Stanley India Strategist Ridham Desai and Sheela Rathi said in a research note.
      The brokerage has a base case (50 per cent probability) target for BSE Sensex at 30,000, a bull case (30 per cent probability) of 39,000 and a bear case (20 per cent probability) of 24,000.
      "Strong corporate payout (buybacks and dividends), a new M&A cycle, and robust household demand for equities combined with improving growth and reasonable equity valuations (versus emerging markets and bonds) bring our bull case into play," it said.
      On corporate fundamentals, the report said that improving external environment, stronger consumption, and robust public capex augur well for earnings, although "headwinds" may come from higher oil prices and sluggish private capex.
      "Corporate M&A is likely ticking higher given strong free cash flows and higher nominal growth. Combined with strong domestic flows, this creates a case for an overshoot in Indian equity multiples," the report said.
      Sector-wise, the brokerage is 'overweignt' on consumer discretionary, financials, and technology and 'underweight' on consumer staples, energy, materials and telecoms.
      The 30-share benchmark index Sensex is currently trading at 28,300 level, while the NSE Nifty is quoted at 8,700 level.
      Regarding the RBI's policy stance, the report said the end of the easing cycle is likely nearing, given higher oil prices and US rates and stickiness in core inflation.
      The Reserve Bank in its policy review meet on February 8 kept key interest rate unchanged at 6.25 per cent and said that it is awaiting more clarity on inflation trend and impact of demonetisation on growth.
      The next meeting of the MPC is scheduled on April 5 and 6, 2017.

    UPA govt ignored economic growth and productivity: Arun Jaitley
    • Attacking Congress, Finance Minister Arun Jaitley today said the previous UPA government had indulged in discretionary allocation of national resources causing damage to the economy and the Modi dispensation did away with the practice as it learnt from their "mistakes".
      Replying to a debate on Budget in the Lok Sabha, he also said the Manmohan Singh government had focussed on redistribution of resources without enhancing growth and productivity.
      Jaitley, while noting that recession had hit the global economy in 2008, said, "our problem was that the UPA government, I am not saying from point of criticism but introspection if you look back, suffered on domestic policy on two fronts..."
      "You (the UPA) did not realise time had come to end discretion and switch over to non-arbitrary mechanism for resources allocation. It was a fundamental mistake and we learnt from your mistake and corrected this," he said.
      Jaitley said the UPA government's measures had scared away investors and adversely impacted several macro-economic parametres.
      In this regard, the Minister referred to 2G spectrum and coal block allocations which were shrouded in allegations of corruption during the UPA government.
      Because of the policies of the UPA, fiscal deficit, current account deficit and inflation had gone up significantly, he said, adding these were contained by the present government.
      Jaitley said the fiscal deficit has been proposed at 3.2 per cent of the GDP for 2017-18 and will be further brought down to 3 per cent in the subsequent year.
      Moreover, Jaitley said the quality of fiscal deficit too has improved during NDA regime as it is not on account of compressing expendititure but due to additional resource mobilisation.
      "Our effort is to have as much public expenditure as possible while managing fiscal deficit," he said.
      As regards to the inflation, Jaitley said it is at 3.6 per cent as against the target of 4 per cent (+/- 2 per cent) given to the RBI and the current account deficit has been brought down to 0.3 per cent from a high of 4.5 per cent during UPA regime.
      Referring to demonetisation, he said it has not impacted the economy as apprehended by experts and added that even during the stress period (of November and December), the size of the formal economy was increasing. .
      Jaitley said the demonetisation, coupled with the implementation of GST, will make India a single market instead of 30 different markets in the states, facilitaing free flow goods and services throughout the country.
      GST, he said, will also check tax evasion and help in increasing the revenue of Centre as well as states.
      Defending government's decision on demonetise Rs 500 and Rs 1000 notes, he said, "cash is the biggest facilitator of crime" even though he agreed that there will be crime even if there is less cash.
      Jaitley said cash gives birth to black economy and that the government cannot allow that to continue.
      "We had cash rich economy having 86.5 per cent of high denomination currency notes. More cash leads to parallel economy, tax evasion and black money," he said.
      The Finance Minister said the cash-to-GDP ratio in India is 12.2 per cent as against 2 to 5 per cent in developed and emerging economies.
      Answering questions as to why the RBI has not yet come out with the amount of scrapped notes deposited with the banks, Jaitley said they were computing and will not hurriedly give the numbers as it concerns their reputation.
      Jaitley further said the collection figures with regard to income tax, excise tax and realisation of VAT by states, with the exception of two states, have gone up post demonetisation.
      Responding to criticism of government on demonetisation by Trinmool Congress MP Saugata Roy, Jaitley said cash is root cause of many problems including the chit fund fraud which was witnessed in West Bengal.
      To a jibe by CPI(M) member Mohammad Salim, he said "nowhere in the world will a Marxist say that there are virtues of cash. Only here it is said."
      On questions over merger of Rail Budget with General Budget from this year, he said he agreed that there should be separate discussion in Parliament on railways and it will be done.
      Jaitley said the practice of presenting separate Railway budget was started by the Britishers in 1924 as its size was more than the General Budget and rail was the major mode of transport.
      Now the size of allocation for other important ministries like defence and transport exceeds that of railway and also other modes of transport have started competing with railways, he said, citing this as the reason for the merger.

    India hands over to the UK extradition request for Vijay Mallya
    • India on Thursday handed over to the UK an extradition request for absconding businessman Vijay Mallya who is facing cases of loan default and other financial irregularities.
      "Today (Thursday), we handed over the request for extradition of Vijay Vittal Mallya which we received from the CBI to the UK High Commission here. We have requested the UK side to extradite him to face trial in India," External Affairs Ministry Spokesman Vikas Swarup said.
      Asserting that India has a "legitimate" case against Mallya, he said if an extradition request is honoured, it shows their "sensitivity towards our concerns".
      "We have made the extradition request in prescribed format and it is for the UK to deliberate on the request and take further action," he added.
      Swarup also said India is yet to make an extradition request for former IPL Chairman Lalit Modi.
      Last month, a CBI court had issued a non-bailable warrant against Mallya in the Rs 720-crore IDBI Bank loan default case. Mallya, whose now-defunct Kingfisher Airlines owes more than Rs 9,000 crore to various banks, had left India on March 2.
