Rajnath Singh Reviews Security Situation In Jammu And Kashmir
  • NEW DELHI:  Home Minister Rajnath Singh today reviewed the security situation in the country, particularly in Jammu and Kashmir, with Defence Minister Manohar Parrikar, NSA Ajit Doval and other top officials.

    During the hour-long meeting, top officials briefed the Home Minister and Defence Minister on the situation in Jammu and Kashmir in the wake of the 56-hour gunbattle between terrorists and security forces in Pampore which ended today with the killing of two terrorists.

    The two ministers also took stock of the situation along the Indo-Pak border and the Line of Control and steps taken to check attempts of infiltration from across the border, official sources said.

    Unrest in Jammu and Kashmir has been continuing ever since the killing of Hizbul Mujahideen terrorist Burhan Wani on July 8 that led to violent protests and clashes with security forces and death of 84 people.

    Terrorists also killed 19 soldiers at an army station in Uri on September 18 which led to the surgical strikes by Indian Army on terror launch pads in Pakistan-occupied Kashmir (PoK) 10 days later.

    The top security officials also gave briefings on the overall situation in the country and steps taken to maintain peace in view of the ongoing festival season.

    The Home Ministry has already sent an advisory to all states to deploy additional forces in sensitive places to foil any attempt by terrorists to disturb peace and attempts by miscreants to try to create communal disturbance.

No Compulsory Recording Or Live Telecast Of Proceedings: Bombay High Court
  • MUMBAI:  A petition demanding video recording of proceedings in all courts of the country was dismissed by the Bombay High Court today on the grounds that it could only be done in particular cases, and that it did not violate any fundamental rights.

    A bench of chief justice Dr Manjula Chellur and justice MS Sonal held that video recording of judicial proceedings cannot be regarded as a fundamental right, but may be allowed if it is necessary in a particular place or a given situation.

    An earlier High Court judgment in a similar matter - which was referred to by the bench - had listed a series of circumstances where a request for video recording could be considered. This could be when the court wanted to talk to a witness through the medium of video conference in case, or in a case where the witness was not in the country, or even when a witness had a speech impediment.

    Matthews Nedumpura, the counsel for the petitioner Navneet Khosla, had argued that the Right to Information was a well-recognised and integral part of the right to life within the meaning of Article 21 of the constitution.

    The court said that since a previous judgment was sound and there were no new grounds for review, it did not need to pass a new order.

    "For the aforesaid reasons, we dismiss this petition," the court said.

    An earlier judgment had not supported live telecasts and compulsory video recordings of judicial proceedings.

Swachh Campaign Started First By Ram Manohar Lohia: Nitish Kumar
  • PATNA:  Taking aim at the centre's flagship 'Swachh Bharat Abhiyaan' Bihar chief minister Nitish Kumar said that it was "actually first prominently raised" by veteran socialist leader Ram Manohar Lohia in the 1950's.

    "Swachchta - which is being talked about now - was first prominently raised by Ram Manohar Lohia. He was the first leader to stress on cleanliness," he said.

    "He once told Pandit Jawaharlal Nehru that if you build toilets in every village and town, I will stop opposing you," Mr Kumar - who calls himself a student of Mr Lohia - said, while narrating a conversation between political rivals Mr Lohia and Prime Minister Jawaharlal Nehru.

    "He (Mr Lohia) told Jawaharlal Nehru that if you build toilets in every village and town, I will stop opposing you. He said it was a curse on everybody that women had to go for open defecation," he said.

    The chief minister said that Bihar had its own cleanliness campaign, and it was named "Lohia Swachh Bihar" in recognition of the leader's contributions.

    "It was Lohia who first brought a no-confidence motion against the Nehru government by getting the entire opposition to rally behind him," Mr Kumar said while praising his contributions in promoting socialism in India after independence.

    He said Mr Lohia's message of Sapt Kranti - or seven revolutions - against social injustices remained relevant decades after his death and it was the chief minister's personal guiding philosophy.

    "This is our principle, our ideology, on which we try to move forward," he said.

    "Independence does not mean only the right to vote, rather everybody shall understand the meaning of freedom and work to maintain harmony in society," he added.

Canine 'Soldiers', The Mute Sentinels Of Kashmir
  • DAILGAM, KASHMIR:  After a long, hard day at work in counter-insurgency operations, 'Tractor' and 'Sam' trudge into their respective camps located in a remote village of south Kashmir and get a hero's welcome each day.

    Some of the army personnel pat them while others throw a ball and some offer biscuits for a great job done by the two canines during an anti-militancy operation by detecting an Improvised Explosive Device (IED) or alerting troops about suspicious movements.

    'Tractor', a Rottweiler, and 'Sam', a German Shepherd, have been deployed with an unit of army's Rashtriya Rifles, which keeps a vigil on sensitive areas of south Kashmir covering Kokernag, Achabal, Magam forests and Pahalgam.

    Both had the distinction of being part of the operation in which young Hizbul Mujahideen terrorist Burhan Wani and two others were killed on July 8.

    "After the successful operation, these two colleagues of mine also had a sense of relief along with other team mates," says an army Major referring to 'Tractor' and 'Sam'.

    They are fondly taken care of and engaged by soldiers who devote a considerable free time of theirs to give company to their "colleagues" who keep a watch when they sleep in their make-shift tents or accommodation or walk down the roads which could be mined by terrorists.

    Sniffing out an IED planted on a road or chasing a runaway terrorist or alerting a possible intrusion are some of the duties that these dogs have been performing with aplomb.

    "When nation sleeps, people know that we are awake and when we take a nap, we know that these (dogs) are awake," says a army officer as he fondly pats 'Sam' and 'Tractor' who had detected an IED on Dailgam-Achabal road.

    The canines besides performing the duties in counter- insurgency operations also act as "stress-busters" for the troops who like to play with us, says a handler.

    "The dogs have their own mechanism of studying and observing us and adjusting themselves to our mood," said another army major.

    "During chalo calls when crowd was building, 'Trigger' was very effective with his presence. He activates himself to attack any violent demonstrators," the officer said and added with a smile, "his nervous system gets activated the moment he hears word 'Azadi'".

    Besides these canines, there is a "Jojo", a Bakarwali dog found locally in hilly areas, and "Ceasar", a Rottweiler, to help security forces tackle violent demonstrations.

    "Last month violent protesters pelted stones at our camp and threw petrol bottles. We refrained from firing as this could have led to casualties and instead we unleashed the two who not only chased them away but also ensured they don't assemble again," a senior army officer said.

    And not to forget "Tarzan", another German Shepherd, who plays an important part in the perimeter security especially at night and is very responsive to any suspicious activity.

    The handlers of these dogs also recall the services of "Mansi", a four-year-old Labrador and a member of Army's tracker dog unit, who was the first canine to have been selected for a posthumous war honour.

    Mansi was honoured with the 'Mention of Despatches' certificate. Her name will appear in the Gazette of India for making supreme sacrifice for the nation.

    She along with her handler had a successful season last year with three kills to their credit. They were involved in the killing of a terrorist at Kaisuri ridge in Tangdhar area, followed by the gunning down of two terrorists on July 21 last year.

First BRICS Trade Fair Gets Underway In Delhi
  • NEW DELHI:  The first trade fair of the BRICS countries, aimed at deepening their economic engagement, trade and investment ties, got underway in New Delhi on Wednesday, to be followed by meetings of the BRICS Business Forum and BRICS Business Council, ahead of the leaders' summit in Goa later this week.

    India is the chair for the 2016 BRICS (Brazil, Russia, India, China, South Africa) group of emerging economies.

    Holding a BRICS Trade Fair and Exhibition was proposed by Prime Minister Narendra Modi in 2015 during his address to the members of the BRICS Business Council at Ufa, Russia.

    The trade fair, being held at the Pragati Maidan exhibition ground in Delhi, is according to the Indian commerce ministry, showcasing about 20 key sectors. These include aerospace, agro-processing, auto and auto components, chemicals, green energy and renewables, healthcare and pharmaceuticals, railways, textiles and apparel, infrastructure, IT, engineering goods, tourism, gems and jewellery and skill development.

    "The BRICS Trade Fair will be a platform for respective BRICS countries to exhibit the state-of-the-art technologies and advances made in industrial development," the ministry statement said.

    Besides, business leaders from BIMSTEC countries (Bangladesh, Bhutan, Myanmar, Nepal, Sri Lanka and Thailand) also have been invited for meetings and discussions with the BRICS business leaders and companies at the trade fair, it added.

    "Over 600 exhibitors are showcasing their products and expertise at the BRICS Trade Fair," industry chamber FICCI, the organisers of the three-day event, said in a statement.

    According to the Commerce Ministry, the BRICS Business Forum, to be held on Thursday, will see participation from over 1,000 business delegates from all BRICS countries.


    The global merchandise exports of BRICS countries have gone up from $3.2 trillion in 2012 to $3.47 trillion in 2014.

    Similarly, merchandise imports from the world into BRICS nations have gone up from $2.95 trillion in 2012 to $3.03 trillion in 2014.

    In 2012, intra-BRICS trade stood at $281.4 billion and this increased to $297 billion in 2014.

    "This encouraging trend needs to be strengthened as trade amongst BRICS nations is less than 5 per cent of their total global trade," the Indian commerce ministry said.

    Meanwhile, it was announced at the trade fair that in order to encourage more Indian investment and to create a legal framework, India and Brazil will sign the 'Agreement cooperation and facilitation investment' in Goa on the sidelines of the BRICS leaders' summit on October 15-16.

How Big Data and Analytics can help India fight against money-laundering
  • With the world economy and our lives rapidly moving to the digital platform, governments across the world are facing a new set of challenges in trying to protect the interests of their countries and citizens from many known and unknown threats. One such threat that, though mostly invisible, has a significant impact on economies worldwide is that of money laundering. It's an issue that plagues the developed and developing nations alike, and national governments are working hard to create fool-proof regulations and enforce laws to help curb this menace, which not only fuels the underground economy but is also seen as a major factor contributing to increasing acts of terrorism across the world.     To effectively deal with this menace, the Supreme Court-appointed Special Investigating Team on black money came out with a slew of recommendations in September last year to put physical curbs and penalties on money laundering activities. And in a rather progressive step forward, India's honourable Finance Minister recently acknowledged how technology can be a good facilitator for the taxman to detect violations in tax filing by entities and individuals alike.
    With technology at the core, we can go a long way in tracking and reining in the money laundering issue that India is currently dealing with. Financial institutions need global practices that make each customer's information readily accessible across their global accounts, and consider their risk variations as well as product and country-specific requirements. But how can this consolidation be effectively implemented?

    The need of the hour is an up-to date platform for data management and analytics which will provide a comprehensive infrastructure, solutions, and services to tackle AML holistically. This, in combination with advanced analytics can enhance data collection, storage, and data preparation for advanced analytics operation. It also helps prevent duplication, and delivers fast analytics-based services enabling data driven decision making in real-time.
    With the advent of the recent digital wave, banks and financial institutions will have to ensure that norms pertaining to money laundering are implemented, and effectively monitored.         Why Dell-EMC job cuts globally may actually help its India operations
        • After a year long gestation period, finally in September this year, Dell announced the completion of its massive $67-billion acquisition of storage company EMC, first announced in October 2015.
          The new combined entity called Dell Technologies would have 140,000 employees globally and in India is expected to have around 33,000 employees, its third highest headcount among all geographies.
          Much has also been written about the rationale behind the acquisition and whether Dell can really make a go at it in the marketplace. Remember EMC was not merely a storage play but also held majority stakes in virtualisation pioneer VMWare and security solutions provider RSA Software.
          In its quest to be an all-encompassing player offering everything from Hardware, Software, Services, Security and Storage, and to get a larger slice of the pie from cloud, virtualisation, digital and other emerging technologies, Dell made this huge bet.
          Even ahead of the integration, in the engagement period itself before the marriage was consummated, both EMC and VMWare had announced layoffs to cut flab and trim any likely redundant positions. So it was little surprise that less than a month after finally sealing the acquisition, there have been reports of 2000-3000 jobs being made redundant.
          The good news is that the existing business of the companies are largely complementary and most of the reductions are in support functions, administrative overlaps, some marketing jobs as well as supply chain. Most of the job cuts are expected to be in US.
          In India there is likely to be very little impact as it has been a growth area for the company. As Dell Technologies looks to make this acquisition work, it wouldn't be surprising if some of the work was offshored to a low-cost destination like India.
          Focus on trimming fat and cutting costs may actually help Dell's India operations add to its numbers. The bigger challenge for the company right now is to make this integration work seamlessly, so that there are no marketplace disruptions which competitors could exploit. 

          Jio effect: Airtel offers 15GB of 4G data at the price of 1GB
          • A month after the launch of a special 4G data pack that offers free data for 90 days, telecom giant Bharti Airtel has come up with yet another announcement that offers 15 GB of 3G-4G data for the price of just 1 GB. However, the offer is valid only for its prepaid customers using the Samsung J series of smartphones.
            The smartphones that are eligible for this offer are: Samsung J2 (2015 and 2016 models), Samsung J7 (2015 and 2016 models), Samsung J5 (2015 and 2016 models), Samsung J Max and Samsung J2 Pro.
            Airtel is encouraging its users to download the 'My Airtel' smartphone app. And, by doing so the company has made it relatively easy for users to get 14GB of free data after they have recharged for 1GB.
            According to Airtel, the 4G-3G data may be enjoyed by customers in 4G circles only. However, if the customer is opting for this offer in non-4G circles, he/she can enjoy 1 GB of data at any time of the day, but 14 GB can only be utilized between midnight and 6 AM.
            Earlier, Airtel also launched a special 4G data pack that offered free data for 90 days. The 4G data pack is priced at Rs 1,495 for existing Airtel 4G prepaid customers and for new users, it is available for Rs 1,494.
            Airtel, in last one month, has made multiple 4G offers. And all have come in the backdrop of Mukesh Ambani-led Reliance Jio's aggressive entry into the telecom sector. Airtel's new offer is an attempt to counter the growing influence of Reliance Jio.
            Earlier on September 1, Mukesh Ambani made a revolutionary announcement, saying Jio customers will never have to pay for voice calls made in India. Jio will also not charge its customers for SMSes, even on festivals, which is usually the industry practice. Ambani claimed that Reliance Jio will transform India from the highest tariff market to the lowest anywhere in the world. He also said that one MB of data will cost 5 paise only or Rs 50 for one GB of data.

          Baba Ramdev is bringing Brazilian bull power to Indian cows
          • Months after announcing Rs 500 crore investment to improve the productivity of Indian cows, Yoga guru Baba Ramdev has planned to go for artificial insemination with the aim of producing 92 per cent female offspring in India. Artificial insemination programme will be run with semen from Brazilian bulls and technical support from US and Dutch experts.
            Ramdev's latest idea is driven by the simple belief that the preponderance of milch cows will mean fewer animals that could end up in the slaughter house. Speaking to Economic Times, Ramdev said "Nasal sudhaar (breed improvement) is the need of the hour. More milk-producing cows will only add to improvement of the economy. We need to improve the pedigree of cows by giving them rich feed and taking proper care of them," he reportedly said.
            The programme will ensure that milch cattle through breed improvement  will have longer productive lives drastically increasing their chances of living out their natural life rather than being killed for a paltry sum. Making a distinction from the active street cow protectors, Baba Ramdev has opted other ways to protect cows on the street. Earlier in July, Ramdev came with an idea of investing Rs 500 crore in four mega shelters for cows across the country. "The four 'gaushalas' or cow shelters will work on improving productivity of Indian cows that may go up by 10 times. We are setting up four scientific cow shelters. The first one will come up at Uttarakhand," Ramdev had said.

            Ramdev has not only invested in research on cow or Ayurveda but with few of his recent mega announcements, he has also given a signal that Patanjali is all set to end the dominance of multinational corporations that have for decades been capitalising on the country's market.             Indian Oil to lay India's longest LPG pipeline
            • State-owned Indian Oil Corp (IOC) plans to lay the nation's longest LPG pipeline from Gujarat coast to Gorakhpur in eastern Uttar Pradesh to cater to growing demand for cooking gas in the country.
              IOC plans to import LPG at Kandla in Gujarat and move it through the 1,987 kilometer pipeline to Gorakhpur via Ahmedabad (in Gujarat), Ujjain, Bhopal (in Madhya Pradesh), Kanpur, Allahabad, Varanasi and Lucknow (in Uttar Pradesh).
              The pipeline will carry 3.75 million tonne per annum of LPG, IOC said in an application to the sector regulator PNGRB seeking approval for the pipeline project. LPG will be fed into the pipeline at Kandla port as well as IOC's Koyali refinery in Gujarat. This will be the biggest LPG pipeline in the country. GAIL currently operates a 1,415-km line from Jamnagar in Gujarat to Loni near New Delhi.
              The line carries 2.5 million tonne of LPG annually. GAIL also has a 623-km Vizag-Secunderabad pipeline. IOC also has a 274-km pipeline from Panipat in Haryana to Jalandhar.
              "The demand for LPG is increasing consistently in recent year. Further, due to Government of India's emphasis to make LPG - a clean and environmental friendly fuel, available to every domestic household in the country, LPG demand is expected to increase at much steeper rate in the coming year," IOC said in the application.
              IOC expected the deficit between what its refineries produce and the demand to reach about 10 million tonne per annum by 2031-32. LPG demand has grown 10.5 per cent this fiscal with just about half of the 8.4 million tonne consumed being locally produced.
              "Considering the deficit figures for LPG, it is essential to import LPG at the nearest port and then transport it to the bottling plants through the most economical modes," IOC said.
              IOC said it is building additional import capacities at Paradip, Cochin and Kandla to meet the increasing requirements of imports.
              "West coast remains most suitable to import LPG to met the demand of North and Central India. Though there is a common carrier pipeline to link West Coast to North Jamnagar-Loni pipeline, there is no LPG pipeline in existence or in construction to link West Coast to Central India or Eastern India," it said.
              The proposed pipeline will connect eight of IOC's LPG bottling plants in Central and Northern India. The Petroleum and Natural Gas Regulatory Board (PNGRB) has sought 'expression of interest' from companies wishing to take capacity in the pipeline. 25 per cent of the capacity will be reserved for third parties. IOC caters to nearly half of country's 18 crore LPG consumers.
