Mysuru Cleanest, Patna And Varanasi Among Dirtiest: Cleanliness Survey

NEW DELHI: Mysore, the city of gardens in Karnataka, built by kings, is the cleanest city in India. Chandigarh, designed by French architect Le Corbusier, is the second among 73 cities ranked on the basis of how clean they are and whether they have lived up to Prime Minister Narendra Modi's "Swachh Bharat" or Clean India dream.
PM Modi's constituency Varanasi has ranked among the dirtiest of towns in the country despite his well-publicised cleanliness drive.
The other towns who are at the bottom of the list are Dhanbad in Jharkhand, Bengal's Asansol and Arunachal Pradesh capital Itanagar.
For the survey, towns with over 10 lakh population and 22 state capitals were chosen. Noida and Kolkata, who were in the original list, opted out saying they would join the next survey.
Other bottom-ranking cities are Patna, Meerut, Raipur, Ghaziabad, Kalyan and Jamshedpur.
The result of the survey is being projected as evidence of how the PM's Swachh Bharat campaign is making an impact.
The field survey was conducted by the Quality Council of India in January after the methodology and evaluation criteria were shared with the cities three months in advance.
The last cleanliness survey was conducted for the clean India effort under the Congress-led UPA rule in 2014 before PM Modi launched the Swachh Bharat mission. It covered all 476 cities that have a population of over a lakh each.
Based on the previous ranks, four cities have improved to break into top 10 in 2016 - Visakhapatnam in Andhra Pradesh, Surat and Rajkot in Gujarat and Sikkim's Gangtok.
Four cities that have dropped out of the top 10 are - Greater Mumbai, Pune and Nashik in Maharashtra and Tamil Nadu capital Chennai.
Urban Development Minister Venkaiah Naidu said: "This is the first evidence of churning and keenness on the part of cities to compete with others and improve sanitation and rankings by catching up with well performing cities."
Four cities have stayed at the same rank in both surveys - Mysuru, which topped both lists, Tiruchiraplli, Pimpri Chindwad and Ludhiana.

Nepal Prime Minister KP Sharma Oli Says India Visit Aimed At Normalising Ties

KATHMANDU: Nepal Prime Minister KP Sharma Oli today said his maiden visit to India this week is aimed at bringing bilateral ties back on track by clearing "misunderstandings" even as he defended the new Constitution, opposed by Madhesis, as "inclusive and democratic".
"There were some misunderstanding in the relations with our neighbour (India) and we have to correct the misunderstanding and bring back the relations on track. For that I am visiting India soon," Mr Oli said ahead of his eight-day visit to India starting on February 19.
Mr Oli's much-anticipated visit to India at the invitation of Prime Minister Narendra Modi comes days after agitating Madhesis, largely of Indian-origin, ended their crippling protests and blockade that had soured the bilateral ties.
"My visit to India is aimed at normalising the past uneasy situation and also to further promote our age-old ties," Mr Oli said in his address at the International Conference of Asian Political Parties (ICAPP) special workshop on "Democratic Transition in Nepal".
"The year 2015 remained a landmark in our history as we were able to promulgate the new Constitution despite the hardship facing the people due to the five-month-long blockade in the country's southern border, even after suffering from the devastating earthquake that hit the country ten months ago," Mr Oli said.
"The new Constitution promulgated on September 20, 2015 was inclusive and democratic as it has all the features of a democratic Constitution including guarantee of human rights, independent judiciary, social justice and equality," he asserted.
The Constitution was endorsed by overwhelming 85 per cent members of the Constituent Assembly, he added.
Madhesis say the new Constitution leaves them politically marginalised by dividing the country into seven provinces.
Mr Oli said that his government is pursuing the policy of dialogue, unity and consensus among all political parties in case of certain demands and grievances by some groups.
"Now the government will concentrate on pushing ahead rapid social and economic transformation in the country in consonance with the rising aspirations of the people."
Nepalese people are still undergoing hardships in their daily life and it might take some time to withstand the after-effects of recent disruption of supplies along the southern border, said Mr Oli.
As the supply system has already been resumed, normal situation will prevail soon so that the government can focus more on development and reconstruction works, he pointed out.
In the near future, Mr Oli said he will visit China to further deepen bilateral relations and enhance fruitful economic cooperation with our friends so that we can utilise our natural and human resources for our benefit, he said.
"Nepal pursues the policy of seeking best of friendship and cooperation with all friendly countries with particular focus on her immediate neighbours," he said.

Rahul Gandhi Launches Poll Campaign In Assam, Says BJP Spreading Hatred

GOHPUR/BIHPURIA: Launching the Congress poll campaign in Assam, party vice president Rahul Gandhi today accused the BJP of spreading violence and hatred, and urged people to vote for the Congress for peace and progress.
Mr Gandhi arrived in Assam today on a two-day visit and headed straight to Gohpur in Sonitpur district, where he addressed party workers.
He then went to Bihpuria in Lakhimpur district to address a conclave of women workers of the party.
Mr Gandhi was accompanied by party observer for Assam CP Joshi, Chief Minister Tarun Gogoi, Assam Congress president Anjan Dutta and many other leaders.
"The Congress is trying to bring peace and progress to Assam. I hope you all remember what was the situation here 15 years back. People were scared to go out of their house and there was insecurity and hopelessness. However, the Congress government in Assam brought peace and development," Mr Gandhi told party workers at Bihpuria.
"This is the difference between the Congress and the BJP. While we work for peace, the BJP wants to spread violence and destroy the brotherhood between communities.
"They want to make Hindus fight against Muslims. You can see Bihar, Maharashtra, Gujarat, Haryana... wherever they (BJP) went, they triggered clashes between communities by spreading hatred.
Taking a dig at Prime Minister Narendra Modi, Mr Gandhi said: "In Bihar, he (Modi) went ahead of the polls and made Hindus fight against Muslims.
"He thought by making Hindus and Muslims fight against each other, he would win the polls. However, Lalu ji, Nitish ji and the Congress joined hands and spread brotherhood and harmony among the community and won the elections. The same will be repeated here," said Mr Gandhi.
The Congress leader appreciated the role played by freedom fighters and martyrs of Assam like Kanaklata Baruah and Bhogeswari Phukanani.
He said that if Assam has progressed today, it was due to the role played by women martyrs.
"No society can progress without women. The empowerment of women is an agenda for the Congress and wherever there is a Congress government, we have always tried to prioritise women empowerment," he said.
Mr Gandhi said PM Modi only gives assurances but never fulfils them.
"I remember before the 2014 Lok Sabha polls, Modi ji came to Assam and assured that Rs. 15 lakh will be deposited in each Indian's bank account. Is there anyone sitting here today who has received Rs. 15 lakh in his account?" he asked.
He said the erstwhile Congress government at the Centre accorded special category state status to Assam.
"Crores of rupees were sent to Assam under the special category for its development, which benefitted people. However, when Modi ji became prime minister, the first thing he did was to withdraw the special category status from Assam.
"Modi ji not only failed to fulfill his promises but snatched away what the Congress government had given to Assam," he said.

BJP Team Meets Chief Election Commissioner, Seeks Adequate Security For State Polls

NEW DELHI: A BJP delegation today met Chief Election Commissioner Nasim Zaidi and election commissioners in New Delhi and demanded that fair and fear-free polls be ensured in Kerala and West Bengal by deploying adequate security forces.
"Discrepancies on a large scale have been found in voters lists published for 2016 in Kerala. For example, the population of Kerala is 3,34,06,061 according to the 2011 census, but 2,56,27,620 voters have been shown in the voters' list, which is impossible because people under 18 years of age were also included in the census," said Mukhtar Abbas Naqvi, Union Minister of State for Parliamentary Affairs, who led the delegation.
"Besides this, about 23.63 lakh non-resident Keralites have not been included in the voters' lists. The BJP demands that these mistakes be corrected immediately and online voters registration should continue," he added.
BJP general secretary Arun Singh, secretary Shrikant Sharma, spokespersons Sudhanshu Trivedi and Nalin Kohli were part of the delegation.
The BJP delegation said it suspected that some political parties might indulge in violence and chaos to disturb the election process in West Bengal.
"Communal and violent incidents have been taking place in various parts of West Bengal continuously. Hundreds of BJP workers have been killed. Several administrative and police officials have been working like workers of the ruling party (Trinamool Congress)," the BJP leaders said.
"Some districts of West Bengal have become strongholds of anti-national and anarchist elements. The ruling party seems either a mute spectator to these elements or is saving them," the BJP said in a memorandum submitted to the poll panel chief.
The delegation urged the Election Commission that adequate deployment of central security forces and special observers was needed in West Bengal and Kerala during the election process so that people can participate fearlessly.
Elections to the state assemblies of West Bengal and Kerala are due to be held soon.

No, ABVP Students Did Not Shout Anti-India Cheers, Says Police Chief

NEW DELHI: After journalists and some students were attacked at a Delhi court today where they had gathered for the case of a JNU student leader, Delhi Police Chief BS Bassi said "these incidents were minor in nature".
His comments came as the reporters who were attacked complained that Delhi policemen at the court did nothing to protect them from being beaten up by a group of lawyers.
The court was to hear the case of Kanhaiya Kumar, the president of the students union at Jawaharlal Nehru University (JNU), arrested last week on charges of sedition. Mr Kumar has denied any wrongdoing, but the police says it has evidence that at an event last week, Mr Kumar was among a group of students who recited anti-India slogans and expressed support for Afzal Guru, the terrorist hanged three years ago.
The government's reaction, which included asking the police to search the campus for Mr Kumar and his alleged associates, has united the opposition around the accusation that the Centre is acting without evidence against students, and has over-reacted to an event that should have been investigated and punished by university officials.
The arrest of Mr Kumar was based in part on a complaint by the BJP's student wing, the ABVP. Mr Bassi said that he has investigated videos of the event and can confirm that ABVP members were not among the students who shouted the anti-Indian cheers, as alleged recently by some Left leaders.
Mr Bassi has not allowed himself to be relegated to the sidelines of the surging JNU controversy. Last week, the Delhi Police warned on Twitter that anti-national activities would draw grave penalty. As an example of what not to support, it included a tweet that it believed was posted by Lashkar-e-Taiba founder Hafiz Saeed. However, it turned out that was an imposter account for the Pakistani terror chief. Home Minister Rajnath Singh controversially declared the JNU protests were supported by Hafiz Sayeed, a claim that backfired and incited much criticism.
Mr Bassi has said that even if the tweet was from a fake account, it was "sinister" and merited attention.

Reliance Jio, 8 others enter knowledge sharing pact

Reliance Jio Infocomm and eight other telecom operators from across the world have formed an alliance that will allow knowledge sharing and bringing innovative products and services for customers.
Announced on Monday, members of the alliance include BT, Deutsche Telekom, Reliance Jio Infocomm Limited, Millicom, MTS, Orange, Rogers, TeliaSonera and TIM.
The alliance could reach a potential customer base of 1 billion in more than 80 countries through these nine operators, Reliance Jio said in a statement.
Reliance Jio Infocomm, the telecom arm of Mukesh Ambani-owned Reliance Industries, said it is set to enable each Indian to live a digital life and to this end, they have built largest green-field 4G and fiber network, as well as a suite of digital services that enable entertainment, cloud, payment, among others.
"Jio has installed 90,000 eco-friendly cell towers that have a near-zero footprint, laid 2.5 lakh route kms of fiber optic cable country-wide, and its retail reach is spread over 1.02 lakh villages, 18,000 cities across all the 29 states of the country," Reliance Jio Infocomm Chief Product and Innovation Officer Rainer Deutschmann said.
Jio is a digital lifestyle company bringing to the Indian people the power of cutting-edge technology through 4G-LTE in its network, voice over LTE (VoLTE) and voice over Wi-Fi through its LYF devices, he added.

Sensex ends 568 points higher, Nifty regains 7,150-mark; Bank of Baroda surges 25% post Q3

The S&P BSE Sensex jumped over 600 points higher in intraday trade on Monday, while broader CNX Nifty reclaimed its key 7,150-mark.
The benchmark indices logged their biggest daily gain in more than a year as rallies in global markets boosted risk appetite and sent stocks of recently battered lenders such as State Bank of India (SBI) sharply higher.
The 30-share index ended the day at 23,554, up 568.00 points, while broad-based 50-share index was quoted 7,162, up 182.00 points at close.
Market breadth turned fairly positive with 27 of the 30 Sensex components ending the day in green.
Tata Steel was the top Sensex gainer and saw its biggest intraday rise in 25 years. The stock added 13 per cent on the Bombay Stock Exchange (BSE).
Shares of public sector banks such as Bank of Baroda, State Bank of India (SBI) and Punjab National Bank (PNB) spurted up to 25 per cent intraday after Finanace Minister Arun Jaitley on Sunday hinted at more banking reforms.
Nifty PSU Bank index rallied as much as 9.57 per cent led by gains in Bank of Baroda stock, which hit an intraday high of Rs 142.10, up 24.89 per cent on the National Stock Exchange (NSE).
Among Asian markets, China's Shanghai Composite settled the day 0.63 per cent lower as markets resumed trade after a week-long Lunar Holiday. The S&P BSE Sensex jumped over 600 points higher in intraday trade on Monday, while broader CNX Nifty reclaimed its key 7,150-mark.
The benchmark indices logged their biggest daily gain in more than a year as rallies in global markets boosted risk appetite and sent stocks of recently battered lenders such as State Bank of India (SBI) sharply higher.
The 30-share index ended the day at 23,554, up 568.00 points, while broad-based 50-share index was quoted 7,162, up 182.00 points at close.
Market breadth turned fairly positive with 27 of the 30 Sensex components ending the day in green.
Tata Steel was the top Sensex gainer and saw its biggest intraday rise in 25 years. The stock added 13 per cent on the Bombay Stock Exchange (BSE).
Shares of public sector banks such as Bank of Baroda, State Bank of India (SBI) and Punjab National Bank (PNB) spurted up to 25 per cent intraday after Finanace Minister Arun Jaitley on Sunday hinted at more banking reforms.
Nifty PSU Bank index rallied as much as 9.57 per cent led by gains in Bank of Baroda stock, which hit an intraday high of Rs 142.10, up 24.89 per cent on the National Stock Exchange (NSE).
Among Asian markets, China's Shanghai Composite settled the day 0.63 per cent lower as markets resumed trade after a week-long Lunar Holiday. India GDP likely to clock 7.8% growth in 2016: Nomura

India's industrial recovery process is likely to be gradual owing to external headwinds and weak private sector investment, still the country is expected to clock a GDP growth of 7.8 per cent in the next fiscal, says a report by Nomura.
According to the Japanese financial services firm, the industrial production data suggests that growth momentum, including investment demand, slowed at end-2015, while industrial recovery is expected to be gradual due to external headwinds and weak private sector investment.
"Still, we expect GDP growth to rise to 7.8 per cent in 2016-17 from 7.6 per cent in 2015-16, led by low commodity prices, improving discretionary demand and a consumption boost from the Seventh Pay Commission," Nomura said.
According to the global brokerage firm, the factors that are likely to aid growth momentum include low commodity prices, improving discretionary demand, a consumption boost from the Seventh Pay Commission, pass-through of past rate cuts and the lagged impact of higher public capex in 2015.
Moreover, normal monsoons in 2016 should also support the rural demand, it added.
According to official figures, industrial production declined for the second month in a row, registering negative growth of 1.3 per cent in December, mainly due to drop in manufacturing and capital goods sector.
During April-December period this fiscal, the industrial output grew 3.1 per cent compared to 2.6 per cent a year ago.
"The IP data suggest that growth momentum slowed at end-2015, likely weighed down by one-off factors (Chennai floods) and rising global uncertainty. In our view, because of rising external headwinds and weak private sector investment, the industrial recovery is likely to be gradual," the report noted.
On RBI's monetary policy stance, the report said that it is likely to deliver a 25 bps repo rate cut in April and stay on hold thereafter.
"We expect the RBI to deliver a 25 bps repo rate cut to 6.50 per cent in April. Beyond that, we expect the RBI to stay on hold as we do not expect inflation to undershoot the RBI's 5 per cent target for March 2017 and we see upside risks to its medium-term inflation target of 4 per cent," Nomura added.

Inflation cools to -0.9% in January as food prices ease

Reversing four months of rising trend, WPI inflation fell to (-)0.9 per cent in January as food articles, mainly vegetables and pulses, turned cheaper.
The Wholesale Price Index-based inflation was (-)0.73 per cent in December. In January 2015, it was (-)0.95 per cent.
This is the 15th straight month since November 2014 that deflationary pressure persisted and wholesale inflation has remained in the negative zone.
Food inflation stood at 6.02 per cent in January as against 8.17 per cent in December, showed official data which were released on Monday.
Inflation in pulses and onion eased to 44.91 per cent and 5.51 per cent, respectively. The rate of price rise in the case of vegetables was 12.52 per cent in January and for fruits, it stood at (-)2.32 per cent.
Price growth in potato was (-)17.08 per cent while that of egg, meat and fish came in at 5.69 per cent.
The inflation print in the fuel and power segment was (-)9.21 per cent and for manufactured products, it read (-)1.17 per cent in January.
The November Inflation has been revised to (-)2.04 per cent from the provisional estimate of (-)1.99 per cent.
Last week, data showed that retail inflation has been rising for six straight months and stood at nearly one and a half-year high of 5.69 per cent in January.

Three reasons why Bank of Baroda shares zoomed 25% intraday

Shares of Bank of Baroda gained nearly 25 per cent in trade on Monday even as the company reported a net loss of Rs 3,342.04 crore for the third quarter - biggest-ever quarterly loss for any lender in the country in the history of banking.
The stock ended the day 22.04 per cent higher after hitting an intraday high of Rs 142.10, up 24.89 per cent on the National Stock Exchange (NSE).
"BoB's performance was hit by disappointing asset quality, thus reporting loss of Rs 33 billion in the third quarter, potentially leading to loss in full year FY16," said brokerage Edelweiss Securities in a research note.
The brokerage maintained buy/SP on the stock but revised target price to Rs 137 from 240.
Below are the three reasons why BoB stock zoomed 25 per cent:
1) Positive management commentary
The scrip logged gains as BoB provided for its bad loans in the December quarter itself following Reserve Bank of India's (RBI) diktat, unlike most public sector banks who have spread it over Q3 and Q4.
The management showed confidence that BoB will log profit in the March quarter of financial year 2015-16. They have also told the government the bank does not require further issuance of equity capital in the foreseeable future.
2) Arun Jaitley hints at banking sector reforms
Finance Minister Arun Jaitley on Sunday said there are a series of banking reforms which he is likely to announce in the days, adding the country is not at a stage where the government can completely exit its holding in the 27 state-run banks.
He further said that in order to professionalise the operations of these public sector banks, which control over 70 per cent of the industry, the government has already committed to bring down its holding to up to 51 per cent.
The government had last year announced the 'Indradhanush' programme to revamp the state-run banks. It has already put in place steps to professionalise their management.
3) Raghuram Rajan goes easy on banks
RBI Governor Raghuram Rajan on Friday soothed the nerves of the banks by saying there won't be a repeat of the asset quality review (AQR) that has hit the banks' bottomlines. AQR provisions had hit hard banks to clean up their balance sheets and incidentally resulted in a steep stock fall and a huge erosion of investors' wealth.
