US Supports India's Membership to Missile Technology Control Regime

WASHINGTON, UNITED STATES: The US has supported India's entry into the Missile Technology Control Regime (MTCR) that would enable it to share sensitive missile technologies like armed drone with New Delhi.
"The US side affirms its support for India's membership in the Missile Technology Control Regime at its upcoming plenary, the Nuclear Suppliers Group, and in the other global nonproliferation export control regimes," said a joint statement issued at the conclusion of the India-US Strategic and Commercial Dialogue at the State Department yesterday.
Early this year, India had formally applied for the membership of MTCR, a club of 34 countries that controls trade in missile and space technology.
A membership of MTCR would bring India closer to technology control regimes that it had fought and worked around for decades to build its missile and space programmes.
The next plenary of MTCR is schedule to held now. Building on the conclusion of their 10-year Defence Framework Agreement, both sides expressed satisfaction with progress on Defence Technology and Trade Initiative pathfinder projects, including the establishment of the Working Groups on Aircraft Carrier Technology and Jet Engine, and the growing cooperation between US and Indian defence industries through the 'Make in India' initiative.
Defence Minister Manohar Parrikar is expected to visit the US this fall.

WASHINGTON, UNITED STATES: Prime Minister Narendra Modi's visit to the Silicon Valley this week would help showcase achievements and contribution of Indians and Indian-Americans to the technology industry, a top American lawmaker has said.
"This trip to Silicon Valley will help showcase the exciting contributions Indians and Indian-Americans make to the US technology industry," Congressman Ami Bera, Co-Chair of the Congressional Caucus for India and Indian Americans, said.
Mr Bera, who is the only Indian-American Congressman in the current Congress, said that under PM Modi's leadership, the bilateral relationship has been revitalised and India has undergone a domestic transformation while engaging with the world and continuing to serve as a democratic model.
"Your visit to the United States provides an opportunity to reflect on the effects your leadership has had on the US-India relationship over the last year," he said.
"We applaud your and President (Barack) Obama's commitment to the strategic partnership which has already led to several accomplishments including the Delhi Declaration of Friendship, the adoption of a Joint Strategic Vision for Asia and Pacific and Indian Ocean region, and the announcement of renewal of the 10-year Defence Cooperation Agreement," he said in a letter to the Prime Minister.
Close India-US collaboration has led to progress in several areas including counter-terrorism, non-proliferation, cyber-security, science and technology, knowledge economy, energy, space, and health to name just a few, he said.
"We are excited to see how it progresses in the near future for both countries. Additionally, your decision to open up domestic markets to foreign direct investment has helped grow US investment into India to USD 28 billion. And at the same time, trade between our countries has reached about USD 120 billion," Mr Bera wrote in the letter.
"We look forward to your upcoming trip to California, which marks the first time an Indian head of government has visited the Golden State in 33 years," he said. Mr Bera said it was clear that PM Modi's last trip to the US provided the momentum needed to refocus the US-India ties.
"We are hopeful that your second visit will lead to the continuation and deepening of the Indian investment into the US economy, as well as the use of US technological knowledge to drive more development in India," he said.
"What has cemented the renewed bilateral commitment is the maturity of the relationship," he said, adding this has been reflected at the highest levels, with PM Modi and President Obama driving the relationship, and at the citizen-to-citizen level.
The US has greatly benefited from the contribution of millions of Indians and Indian-Americans living here. These people-to-people relationships will ensure that our partnership will only flourish for years to come, he added.

US to Help Provide Skills Training to 400 Million Indians

WASHINGTON, UNITED STATES: In a boost to India's ambitious skill development programme, the United States will collaborate with it on a number of education-related projects to help the country achieve its goal of providing such training to 400 million people in the next decade.
"We recognise that higher education and vocational training are essential to economic development, and we remain committed to strengthening our exchanges of students, scholars, and technical knowledge," the State Department yesterday said.
The new six-week Community College Administrator Program, sponsored by the Department of State's Bureau of Educational and Cultural Affairs, started on September 20 this year, the US said.
Through this programme, Indian administrators from post-secondary vocational and technical institutions and Indian officials with higher education planning responsibilities intend to complete a program of professional development with Florida State University and Santa Fe College.
The US has also announced a study tour for officials from Indian state-level skills development entities to study the US network of community colleges with the objective of developing expertise and contacts to help the state build a more effective vocational education system.
Building on its long-standing partnership and support for the Indian Institutes of Technology (IITs), the US Agency for International Development (USAID) has said that it intends to partner with Duke University and Research Triangle International to support the Indian Institute of Technology - Gandhinagar.
By convening the expertise of US higher education institutions, USAID is advancing the goal of the January 2015 bilateral Joint Declaration of Intent on Providing Support to IITs to intensify collaborations in research and development and its engagement with industry and entrepreneurship, the State Department said.
Working with the Global Initiative of Academic Networks (GIAN) program of the Ministry of Human Resources Development, the US said its intention is to pursue the expansion of the USIEF-administered Fulbright specialist programme in 2016, to allow more American professors the opportunity to conduct trainings and workshops in Indian institutes of higher education and advance our shared goal of increased technical exchanges.
The Confederation of Indian Industry (CII) and American National Standards Institute (ANSI) yesterday also signed a memorandum of understanding to foster Indo-US cooperation on standards and conformity assessment.
The MoU would cover areas such as smart cities and infrastructure, renewable energy, water and sanitation while also enhancing the scope of the Standards Portal that was created by both organisations in partnership with the Indian Bureau of Industrial Standards in 2007, said Joe Bhatia, president of ANSI.

Shiv Sena Backs RSS Chief's Views on Reservation, Takes a Dig at Ally BJP

MUMBAI, MAHARASHTRA: Welcoming the call for review of reservation policy by Rashtriya Swayamsevak Sangh (RSS) chief, Mohan Bhagwat, the Shiv Sena, today took a dig at the BJP for rushing to disown the views of its ideological mentor, showing their vulnerability in the upcoming Bihar elections, in an editorial.
"Political parties who call themselves as saviours of the victimised class have vehemently opposed Bhagwat's comments. While attacking Bhagwat, they have their eye set on Bihar polls. Even the BJP called a hurried press meet and distanced itself away from his comments. It seems that the politics of Bihar must have been behind BJP's response to Bhagwat," said the editorial in Sena's mouthpiece, 'Saamana'.
The Sena, which has been critical of the BJP for trying to push the land acquisition bill, said that the insistence for pushing the bill has portrayed an "anti-farmer" image for the party.
The editorial said, "At such a time, has the fear of an electoral jolt in the midst of Dalit-Maha Dalit politics forced the BJP to distance itself from RSS chief's statements? Questions have now been raised over BJP's attitude towards the RSS."
Claiming that Babasaheb Ambedkar, the father of the Indian Constitution, too had called for a review of the reservation guaranteed by the Constitution after 10 years, depending upon the prevailing circumstances, the RSS chief had only supported the Dalit icon's views.
"BJP has distanced from Bhagwat's views for political reasons. But we (Sena) have nothing to do with it. Bhagwat has only said what people feel and we welcome his stand," said the editorial.
Earlier this week, in an interview to Sangh journals, 'Organiser' and 'Panchjanya', Mr Bhagwat had held that the issue of reservation has been used for political ends and suggested setting up of an apolitical committee to examine as to which categories require it and for how long.

Jammu and Kashmir Sounds Alert as Jhelum Breaches Danger Mark

SRINAGAR: Jammu and Kashmir today sounded an alert for people living in low-lying areas and along banks of river Jhelum, after water level crossed the flood declaration level of 21 feet, at Sangam in south Kashmir due to continuous rains.
"The habitation along the embankments of river Jhelum / Nallahs (streams) and low-lying areas of south and central Kashmir are advised to remain vigilant," an order issued by the Chief Engineer of Irrigation and Flood Control stated this morning.
The gauge at Sangam in Anantnag district had crossed the flood declaration level of 21 feet due to continuous rains since Monday evening, the official said.
In view of the situation, the staff on flood duty in south and central Kashmir have been asked to report to their respective beats.
The Valley witnessed continuous rains since Monday with some upper reaches receiving fresh snowfall.
During the last 24 hours, Srinagar received 38 mm rainfall, a MET Department official said.
Qazigund, in south Kashmir, received 127.8 mm of rainfall from yesterday morning till 8:30 am today. Kokernag (105.6 mm) and Pahalgam (60.4 mm) are the other areas which received heavy rains during the last 24 hours.
Kupwara, in north Kashmir, received 45.1 mm rainfall and Gulmarg received 58 mm rains since yesterday, the official said.
Though it has stopped raining in most parts of the Valley, thick clouds continue to hover the sky. The MeT department, however, has predicted improvement in weather from this afternoon.
Meanwhile, a police spokesman said six residential houses were washed away, while three others suffered damages due to flash floods in Kulgam district of south Kashmir.

Sensex rebounds 171 pts at close after two days of falls

The stock markets rose on Wednesday as investors selectively picked up stocks such as HDFC Bank that had been hit hard in the previous session when indexes fell more than 2 per cent.
Still, sentiment remained broadly cautious after a private survey showed activity in China's factory sector shrank for a seventh straight month to its weakest level in 6-1/2 years.
Caution ahead of the expiry of derivatives contracts on Thursday and the Reserve Bank of India's policy review next week also weighed on sentiment.
Also raising concerns are signs of heavy selling by foreign investors in emerging markets ahead of likely US Federal Reserve rate hike later this year. Overseas funds have sold a net $352.59 million in shares so far in September after record monthly sales in August.
"The stability in currency and inflow of money into emerging markets need to be watched. Current players are withdrawing from all EMs, including India," Deven Choksey, managing director of K. R. Choksey Securities, said.
The S&P Bombay Stock Exchange Sensex rose 171.15 points to end at 25,822.99.
The broader Nifty gained 33.95 points or 0.43 per cent to close at 7,845.95.
Both indexes had fallen more than 2 per cent on Tuesday to post their biggest single-day falls since September 4 and a second consecutive losing session.
Some of the shares hit hard on Tuesday were among the leading gainers on Wednesday.
ICICI Bank rose 1.20 per cent after slumping 3.1 per cent on Tuesday, while HDFC Bank gained 2.17 per cent after falling 2.1 per cent in the previous session.
Cigarette maker ITC rose 1.71 per cent after falling 3.1 per cent over the previous three sessions.

Levels of corporate debt a 'major concern', says RBI

Reserve Bank of India (RBI) Deputy Governor S.S. Mundra called levels of debt in the domestic corporate sector "a major concern" on Wednesday, while admonishing banks to clean up their bad loans more quickly.
Mundra added leverage levels had risen "very substantially in the last few years in the corporate world", calling it a concern that was also felt globally, at an event in Mumbai for chief financial officers.
The RBI deputy governor also called on banks to move more quickly to recognise bad loans.
"Our simple message is if there is a problem, to recognise it and address it quickly," he said. "Don't pretend and extend."

Government to launch Make in India version 2.0

Make in India, Prime Minister Narendra Modi government's flagship programme, is going to have its sequel with version 2.0 to be launched soon to give a further impetus to the manufacturing sector in the country.
While the first phase of the Make in India programme intended to ease the processes for businesses, the second part will make it more of a people's movement, on the lines of Swadeshi movement, a report in The Economic Times said.
Make in India 2.0 will boost the manufacturing sector via the initiatives like Digital India, Skill India and soon to be launched Start-up India, the report said. Department of Industrial Policy and Promotion is said to be drawing up the action plan for Start-up India initiative.
On the lines of Japan and Germany, which are known for their top quality of manufacturing, the government will be starting an investor-outreach programme to upgrade the sector and bring the best global practices to India.
A government official said that for India's manufacturing story, it is now or never, as mentioned in the report.
Meanwhile, the government recently launched Make in India Mittelstand programme to boost investments by 30 German countries in India.

Business optimism at Asia's top companies dwindled in the third quarter to near a four-year low, with concern over China's economic health sending sentiment in Singapore to its lowest ever and neighbouring Indonesia was only marginally less downbeat.
Optimism was highest in the Philippines while Thai firms were likewise positive, albeit far less than in the second quarter when they had the brightest outlook in the region.
The Thomson Reuters/INSEAD Asian Business Sentiment Index, representing the six-month outlook at 79 firms, was 60 for July-September versus 71 three months prior, exceeding the 50 mid-point separating optimists from pessimists.
