Assembly polls: A4 size photo slips with Google Maps snapshots of poll booths for voters

The Election Commission of India (ECI) has added some new features in the voters' slip for the upcoming elections in five states of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh to be held early 2017.
Instead of the photo voter slips in the form of small chits, the electorate in these five poll-bound states will get A4 size papers of good quality with the snapshot of the polling station on Google-Maps.
The ECI, in a letter to the chief electoral officers of these five states, has issued instructions regarding the modifications of the photo voter slips.
EVERYTHING ABOUT THE NEW NOTIFICATION:

The ECI aims at further enhancing the effectiveness of the photo voter slips as an important instrument of voter facilitation and awareness.

The Commission also intends to improve the utility of the photo voter slips in establishing the identity of the voters on the poll day.

To these ends, the Commission has decided to improve the design of the voters' slip to make it more perceptible, informative and useful.

The existing size of the voter slip has been substantially increased, with a much larger photograph of the voter for better and easy identification.

The voter slip will be printed in the size of half of A4 paper – 8 inches by 6 inches.

The slip will be printed with proper accounting on both sides, showing the front and the reverse print.

The states have been instructed to use good quality paper for printing the slips.

The chief state electoral officers have also been asked to ensure that the printing quality is of high standard to ensure clear, legible and unambiguous image and content.

Further, to aid and guide the voters regarding the polling station location, the snapshot of polling station's Google Maps has been added to the reverse of the voter slip.

The reverse side also contains other crucial information and Dos and Don'ts for the poll day.

- All the voters who are in the queue at the closing time of the poll shall be allowed to cast their vote.
- There are separate queues for women.
- Senior citizens are given priority for voting.

- Gadgets like mobile phones and cameras are not allowed inside the polling booth.
- Offering or accepting money or any other gratification to vote for a particular candidate is a corrupt practice under law.

The Narendra Modi government is planning a massive campaign in support of demonetisation which has been widely criticised by Opposition parties. All top ministers of the Modi Cabinet have been asked to inform people in their respective constituencies about the benefits of note ban.
The deadline for depositing old Rs 500, 1000 notes ends December 30 and sources within the government say that there is a realisation in the top brass that issues concerning demonetisation is likely to continue for some more days. Prime Minister Narendra Modi, while announcing the note ban on November 8, had asked people for 50-day time before things start to normalise.

In challenge to India's position, China to hold first army drills with Nepal next year

China will hold its first military drills with Nepal next year, China's Defence Ministry said today, in a move that could unnerve neighbouring India.
China is vying to increase its influence in landlocked Nepal, which serves as a natural buffer between China and India, challenging India's long-held position as the dominant outside power.
While China and India have tried to improve ties, a festering border dispute and deep mutual suspicions remain.
Speaking at a monthly news conference, Chinese Defence Ministry spokesman Yang Yujun said that China and Nepal's militaries had in recent years had many forms of exchanges.
China and Nepal had been in "initial communication" about joint army exercises, and details would be announced in due time, Yang said without giving details.
The ministry said on its website this would be the first joint military exercises between the two countries.

Demonetisation decision not for some short-term windfall gain: PM Modi

In his first ever interview post demonetisation, Prime Minister Narendra Modi in a conversation with India Today discussed his bold move and warned the black money hoarders.
The Prime Minister said,"If the enemy runs, we will chase them. If they change their tactics, we will change ours. When the corrupt find new methods of cheating, we will identify new methods to clamp down on the same."
On the Parliament interruption, he said,"I pity a few of our opponents, especially the Congress leadership, for desperation they have been exhibiting. Congress leaders are preoccupied with only one thing - elections. There is nothing political in demonetisation decision".
Defending his move, he said,"It was a tough decision taken to clean up our economy and our society. If I were guided by short-term politics, I would have never done so".
On former Prime Minister Dr Manmohan Singh's comments, PM said, "It is interesting that the words 'monumental mismanagement' come from a leader who has been at the helm of India's economic journey for around 45 years. His reference to 'organised loot' was perhaps a reference to unending strings of scams under his leadership. Demonetisation on the other hand is an unprecedented step to confiscate the loot of the corrupt".
Modi said," When money returns to the bank, it loses its anonymity. Every rupee leaves a trail. This changes the game as the black money that didn't have an address till now has been tagged with one. We now know who has it, where and when. Hoarders of black money may hide behind the bank accounts of others, but unlike cash holdings, they can be traced. In this game of hide and seek, they have few days to hide, but the government has the time, mechanisms and, most importantly, the will to seek them out".
Emphasising that demonetisation was the need of th ehour, Modi said, "We took the decision not for some short-term windfall gain, but for a long-term structural transformation. Our objective was to clean up our economy and society of the menace of black money. The revenue collected will be used for the welfare of the poor, downtrodden and marginalised".
"Any erring officer or banker will be caught and punished. My government has zero tolerance for corruption", Modi added.
Over cashless economy he said, "Digital transactions should not be viewed only as a short-term substitute to help through the period of cash shortage. That is not my objective. Digital transactions deliver multiple benefits, they facilitate proper accounting and sizing of the formal economy. They also deliver greater tax compliance ensuring the dishonest do not escape payment of their dues.. Therefore, I see digital payments as a method of cleaning up the economy in the long-run".

Sensex rises 155 points, Nifty reclaims 8,100 level

The Sensex recovered from recent losses to close at its highest in more than one week on Thursday, after a volatile trading session ahead of the expiry of monthly derivative contracts.
While the Sensex closed 155 points higher at 26,366 level, Nifty rose 68.75 points at 8,103 level.
Both the indexes posted their highest closing level since December 19.
On BSE, IFCI (13.36 percent) and Page Industries (6.06 percent) were top gainers.
Divi's Laboratories fell 4.14 percent, the most on BSE.
On the Sensex, NTPC (1.68 percent) and Tata Motors (1.64 percent) were the top gainers on the index.
Market breadth was positive with 1,683 stocks closing higher against 901 falling on the BSE.
On the BSE, Divi's Laboratories, Bharat Financial Inclusion and Sun Pharma recorded maximum turnover of Rs 95.35 crore, Rs 91.47 crore and Rs 49.51, respectively.
"F&O expiry is likely to impact markets today... Volumes are pretty low across the world and generally that's the trend at this time of the year," said Dipen Shah, senior vice president, public client group research, Kotak Securities
Sensex heavyweights such as Reliance Industries and TCS closed 1.21 percent, and 1.51 percent, respectively.

Japan's benchmark Nikkei 225 slipped 1.3 percent to finish at 19,145.14, as the strengthening yen, which reduces export earnings, weighed on market sentiments. Australia's S&P/ASX 200 recouped earlier losses and rose 0.3 percent to 5,699.10. South Korea's Kospi inched up 0.1 percent to 2,026.46. Hong Kong's Hang Seng rose 0.2 percent to 21,795.02, while the Shanghai Composite lost 0.2 percent at 3,096.10. Shares were also lower in Taiwan.
European shares, the dollar and bond yields fell on Thursday, with traders using the quiet holiday period to book some profit on the rise that had lifted all three to multi-year and in some cases record highs recently.

RBI denies to answer RTI query seeking reasons for demonetisation of Rs 500, Rs 1000 notes

Why were Rs 1000 and Rs 500 notes demonetised by the government?
Fifty days after the government announced that these notes would cease to be legal tender, Reserve Bank of India feels that the reasons behind the sudden announcement cannot be made public.
The monetary policy regulator also refused to give any details about the time it will take to replenish the currency notes.
"The query is in the nature of seeking future date of an event which is not defined as information as per Section 2(f) of the RTI Act," RBI said in response to an RTI query.
The Bankers' Bank refused to disclose reasons behind the demonetisation of about Rs 20 lakh crore of currency in the country citing Section 8(1)(a) of the Right to Information Act.
The section states, "Information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence."
Denying the information sought in the RTI application, the RBI did not give any reasons as to how exemption would apply in the given case as the decision was already taken and there was no way that disclosure of information would have fit in any of the reasons cited in section 8(1)(a) of the RTI Act.
"The clause of public interest would apply where exemption clause applies on the information sought by an applicant. In the present case, the information sought does not attract any exemption clause," former Central Information Commissioner Shailesh Gandhi told PTI.
He said law is very clear that when a public authority rejects to disclose an information it must give clear reasons as to how the exemption clause would apply in the given case.
Recently, it had refused to allow access to minutes of meetings held to decide on the issue of demonetisation of Rs 1000 and Rs 500 notes announced by Prime Minister Narendra Modi on November 8.
Responding to an RTI application filed by activist Venkatesh Nayak, the Banker's Bank refused to disclose the minutes of the crucial meetings of Central Board of Directors on the issue of demonetisation citing section 8(1)(a) of the transparency law.
Nayak said he will appeal against the decision, adding, while confidentiality prior to the making of the demonetisation decision is understandable, continued secrecy after the implementation of the decision is difficult to understand when crores of Indians are facing difficulties due to the shortage of cash in the economy.
He said the refusal to disclose the minutes of the board meeting where the decision was taken is perplexing to say the very least.
Former Information Commissioner Shailesh Gandhi also underlined that RBI has created an in-house "disclosure policy" which is against the letter and spirit of the RTI Act.
Gandhi has also filed a complaint before Central Information Commission against RBI for adopting the policy.

He said the refusal to disclose the minutes of the board meeting where the decision was taken is perplexing to say the very least.
Former Information Commissioner Shailesh Gandhi also underlined that RBI has created an in-house "disclosure policy" which is against the letter and spirit of the RTI Act.
Gandhi has also filed a complaint before Central Information Commission against RBI for adopting the policy.

As many as 60 lakh individuals and firms have made large deposits totalling an astonishing Rs 7 lakh crore in old notes, top government officials said on Thursday while warning that every penny of tax will be extracted as the black money does not become white by merely putting it in banks.
They said the government will not hound any genuine depositor but at the same time will not hesitate in tracking all such deposits and litigating any tax evasion by a black money holder trying to convert illegal wealth.
Post demonetisation, unaccounted wealth holders have an option to avail of a tax evasion amnesty scheme Pradhan Mantri Garib Kalyan Yojana (PMGKY) and pay their dues, failing which the government's long arms will surely catch them, they said.
"People are thinking that money has come into the banking system and it has all become white. This is not so. We have been getting daily information of all the deposits above Rs 2 lakh, Rs 5 lakh and the number and amount deposited. We have been collating this information with past information about the each person," a top government official told PTI.
"So, there is a huge scope for taxing now which has arisen and we do hope that people will understand that simply because they have put in bank it has become white that is not the case. We do hope that people themselves will come forward to participate in the scheme. But if they don't, they are not going to be happy," the official further said.
The tax department is armed with systems to track those with multiple banks accounts as well as those who are depositing in accounts of others and tax department will not leave anyone who is trying to evade taxes, he added.
"Even if you take deposits of more than Rs 2 lakh, we have information about more then 60 lakh individuals, companies and institutions who have deposited more than Rs 7 lakh crore of money. That's an astonishing number. We will be looking at it. For individuals the deposit figure would be Rs 3-4 lakh crore.
"We do expect a lot of revenue buoyancy because of this either in this year or in subsequent years but nobody will go scot-free," the official said.

Banks' gross NPAs rise to 9.1% in September from 7.8% in March: RBI

The banking sector continues to face "significant" level of stress as the asset quality has deteriorated further with the banks' gross non-performing advances increasing to 9.1 per cent in September from 7.8 per cent in March, says the RBI.
"The gross non-performing advances (GNPAs) ratio of Scheduled Commercial Banks (SCBs) increased to 9.1 per cent from 7.8 per cent between March and September 2016, pushing the overall stressed advances ratio to 12.3 per cent from 11.5 per cent," the Financial Stability Report (FSR) released by the RBI said on Thursday.
It said given the higher levels of impairment, the banks may remain risk averse in the near future as they clean up their balance sheets and their capital position may remain insufficient to support higher credit growth.
During the period, the asset quality of large borrowers deteriorated significantly as the share of special mention accounts (SMA)-2 increased across bank-groups.
The share of large borrowers' in SCBs' total loan portfolio declined between March and September 2016, whereas, their share in GNPAs increased during the same period, the report said.
It also said according to the stress test, under the baseline scenario, the gross NPA ratio may increase from 9.1 per cent in September 2016 to 9.8 per cent by March 2017 and further to 10.1 per cent by March 2018.
"If the macroeconomic conditions deteriorate, the GNPA ratio may increase further under such consequential stress scenarios," the report said.
It said among the bank groups, PSBs may continue to register the highest GNPA ratio.
Under baseline scenario, the PSBs' GNPA ratio may increase to 12.5 per cent in March 2017 and then to 12.9 per cent in March 2018 from 11.8 per cent in September 2016, which could increase further under a severe stress scenario, the report highlighted.
