28 Students Fall Ill After Having Milk Under Mid-Day Meal In UP
  • BADAUN:  At least 28 students were taken ill today after consuming milk under mid-day meal programme at a primary school in Svaroop Pur village in Bisauli area, police said.

    Their condition is stable, they said.

    "The incident took place when the milk was distributed to children. After consuming it, they started vomiting and complained of stomach ache. They were immediately admitted to a nearby hospital," Sub Divisional Magistrate Ram Dutt Ram said.

Mahad Bridge Was To Be Dismantled In December Last Year: Maharashtra Minister
  • MUMBAI: The Maharashtra government had planned to dismantle the ill-fated British era bridge across Savitri river at Mahad, whose collapse over a week ago claimed 26 lives.

    The Mahad bridge was supposed to be pulled down last December but it was kept under operation due to public demand, state PWD minister Chandrakant Patil said today.

    So far, 26 bodies have been recovered while nearly 14 are still missing and feared dead following the collapse of the bridge on Mumbai-Goa highway on August 2.

    Rescuers are continuing their efforts, braving high water current and crocodile hotbeds in the river, to trace the missing, even as the anxious relatives vent up their anger over the pace of the search operation.

    "This particular bridge at Mahad was to be brought down last December but due to the public demand it was kept in operation," Mr Patil told reporters.

    Soon after the tragedy, Union Surface Transport Minister Nitin Gadkari had announced that NHAI would reconstruct the bridge within 18 months.

    Mr Patil said there are about 2,300 bridges in the state out of which 100 odd are from the British and Chhatrapati Shivaji Maharaj era.

    "All these bridges will be inspected twice every year. A three-member committee of experts from Indian Institute of Technology (IIT) has commenced its study about the collapsed bridge and the report is expected by the next cabinet meeting due on August 23," he said, adding that the process of constituting the judicial inquiry is underway.

    "A workshop will be conducted for the PWD engineers for methodology to be used for inspection of the bridges," which will dwell on what to do with trees that grow on the bridge structure weakening it later.

    He said pulling out trees does not solve the issue.

    Mr Patil said it will have to be decided on whether dilapidated bridges should be repaired or reconstructed.

    "A bridge division will be created in each administrative division of the state to take care of the bridges," he said.

    On solatium to the victims, he said the state cabinet has reduced the waiting period for granting compensation to the kin of the deceased in such incidents to two months, he said.

    If the missing people are not traced within two months, the government will declare them dead.

    He said that Maharashtra State Road Development Corpration has given total Rs. 14 lakh as compensation for the kin of every deceased travelling in the ST buses and Rs. 10 lakh for kin of people on other vehicles involved in the Mahad tragedy.

Salary Hike For President? Bureaucrats Will Soon Earn More Than Him
  • NEW DELHI:  With the 7th Pay Commission's recommendations creating an anomalous situation in which the salary of the President is R
    s. 1 lakh less than that of the country's top-most bureaucrat, the Home Ministry has got down to drafting a proposal for raising the emoluments of the President, Vice President and governors.

    The proposal will be forwarded to the Union Cabinet for its approval soon.

    At present, the President gets Rs. 1.50 lakh per month, the Vice-President Rs. 1.25 lakh and Governor of a state Rs. 1.10 lakh.

    After the implementation of the 7th Pay Commission's awards, the Cabinet Secretary, who is the top-most bureaucrat in the country, gets Rs. 2.5 lakh per month and a Secretary in the Union government draws Rs. 2.25 lakh per month. Official sources said the Home Ministry's proposal is expected to be submitted for the Union Cabinet's approval next week.

    After the Cabinet gives its nod, Bills to this effect will be tabled in Parliament for passage.

    Salaries of the President, Vice-President and Governors were last raised in 2008 when the Parliament had approved a three-fold increase.

    Till 2008, the President's salary was Rs. 50,000, the Vice-President's Rs. 40,000 and a Governor'sRs. 36,000.

    In addition, proposals are also expected to be moved for raising the pensions of former Presidents, spouses of deceased Presidents, former Vice-Presidents, spouses of deceased Vice-President and former Governors.

PM Modi's Visit Will Open New Page In Bilateral Relations: Vietnam
  • NEW DELHI: Vietnam today said Prime Minister Narendra Modi's visit to Hanoi, possibly in the first week of September, will open a "new page" in bilateral relations even as it welcomed India's stand on the ruling of an international tribunal on the South China Sea dispute. Vietnamese Ambassador to India Ton Sinh Thanh said the situation in the South China Sea region was "getting worse" with militarisation.

    "We expect that Prime Minister Modi's visit will be soon. It will open a new page in bilateral relationship. We hope the visit will upgrade ties to a more comprehensive level.

    Preparation for the visit is going on," he said during a media interaction at the Foreign Correspondents Club. He did not announce any date when asked whether the trip would be around Modi's visit to China to attend the G-20 meeting or Asean summit in Laos in the first week of September.

    The visit will be the first by an Indian Prime Minister in the last 15 years.

    The envoy reminded that the two countries were gearing up to celebrate milestones in the form of 25th anniversary of diplomatic relations and 10 years of the establishment of strategic partnership.

    Mr Thanh said Vietnam "appreciates" India's position on the Permanent Court of Arbitration ruling whereby it "recognises" the international court as well as the UN Convention on Law of Seas (UNCLOS).

    "The most important part is that India respects international law and especially freedom of aviation and navigation. Other countries should not use force or threat of force in South China Sea," Mr Thanh said.

    Stressing that Vietnam deplores "militarisation", the envoy said the court ruling, which holds the potential to reduce the area of dispute, needs to be complied with. "The situation in South China Sea is getting worse with militarisation and so the ruling is welcome. The situation is not stable and territorial issues have not been settled yet," Mr Thanh, the country's ambassador to India since 2014, said.

    Asked whether BrahMos would be on the table during PM Modi's visit, Thanh said while Vietnam appreciates India's "achievements" in the defence sector, "whatever we buy is for self-defence".

    Referring to the 100-million-dollar line of credit extended to Vietnam for defence procurements during President Pranab Mukherjee's visit last year, he said the contractor has been chosen and the construction of the naval patrol boats would start soon with that amount.

    He said Vietnam, which will host the APEC (Asia-Pacific Economic Cooperation) summit next year, would welcome India's membership in the grouping provided there was a consensus to lift the moratorium imposed on any such new joining.

    Thanh added that Vietnam was trying to manage good relations with both India and China and that mutual ties between any two countries should not be seen as "against" a third country.

    "On bilateral disputes we are ready to talk bilaterally while on multilateral disputes we are ready for negotiations involving two more more parties. But if needed we may explore other legal options," he said.

Centre's Panel To Examine AAP Government's 'Misuse' Of Public Funds For Ads: High Court
  • NEW DELHI: The Delhi High Court today asked a three-member committee appointed on the Supreme Court's direction to check violation of its guidelines with regard to content in government advertising, to examine the charge of wasteful expenditure on advertisements by the Delhi government.

    A bench of Chief Justice G Rohini and Justice Sangita Dhingra also asked the committee constituted by the centre to decide in a time-bound manner Congress leader Ajay Maken's representation alleging that the Arvind Kejriwal government is issuing ads in violation of the guidelines.

    "The committee will consider and hear both parties and pass the order," the bench said, adding that it will pass a detailed order indicating the time-frame.

    The court was hearing four PILs, including one by Mr Maken, seeking to restrain the AAP government from airing publicity campaign and advertisements allegedly glorifying Chief Minister Arvind Kejriwal and his Aam Aadmi Party (AAP) by "wasting public funds".

    It asked the committee to decide the issue after Mr Maken's counsel Aman Panwar told the court that only the state governments can appoint their own committee, whereas the advertisements of the Union Territories will have to be regulated by the three-member committee of the central government.

    Mr Maken, chief of Congress' unit in Delhi, has also sought a direction to restrain the Delhi government from publishing the name of the Delhi chief minister in any of its current or future advertisements, that are allegedly in violation of the government Advertisement Guidelines, 2014.

    Earlier, the AAP government had told the court that it had set up its own panel to regulate advertisements as per a recent Supreme Court order.

    The submission had come in response to the contention made on behalf of the Congress leader that the AAP government was setting up its own panel in violation of the top court directions.

Sensex tanks 310 points, Nifty finishes below 8,600 on profit-booking; Lupin top loser

  • The S&P BSE Sensex on Tuesday fell 310 points to slip below its crucial 28,000 level, while the broader Nifty50 went below its key 8,600 mark.
    The headline indices declined as drug maker Lupin dropped on concerns about its earnings outlook and as investors weighed whether the recent rally in equities may have been overdone.
    The 30-share index ended the day at 27,774, down 310.28 points, while broad-based 50-share index quoted 8,575, down 102.95 points.
    The falls came even as Asian stocks rose after Wall Street closed near record highs on Tuesday on hopes the Federal Reserve may hold rates after weak US productivity data.
    Back home, a rally since late June has left the broader Nifty index up nearly 7 per cent, stretching valuations. The index is valued at 20.71 times its estimated 12-month earnings, versus a multiple of 13.46 for the Thomson Reuters Emerging Markets Asia Pacific Index.
    "Since the market had run up, we are seeing some bit of consolidation at the higher levels," said Pankaj Pandey, head of research at ICICI Securities.
    "From March-quarter onwards, we are seeing some bit of up-tick in earnings but the positivity of earnings is yet to pan out."
    Among the losers, Lupin, country's third-largest drugmaker, fell 4 per cent due to worries about its profit margins in the June quarter and concerns about its outlook, especially in the United States.
    Birla Group's units Aditya Birla (AB) Nuvo and Grasim Industries fell 4 per cent and 6 per cent respectively, on report the parent group plans to merge the two companies.
    But Adani Ports and Special Economic Zone rose 7.93 per cent after it reported about 31 percent rise in June-quarter consolidated profit.

    First isolate, then negotiate: This is How GST deal was done

    • It took him more than two years, but Prime Minister Narendra Modi has finally discovered the art of the deal.
      Realising that a frontal assault wasn't securing the votes needed for India's biggest-ever tax reform, Modi and Finance Minister Arun Jaitley changed tack this spring, government and ruling party sources have told Reuters.
      First, they sought to build a coalition among the nation's 29 state governments to isolate the Congress party, which despite losing heavily to Modi in 2014 had blocked a new Goods and Services Tax (GST) in the Rajya Sabha.
      Then, Jaitley held a series of meetings with Congress leaders whose outcome was uncertain right up to the last minute, sources close to the finance minister said.
      He yielded to their demands - accepting, verbatim, a clause they proposed for the constitutional amendment needed to make the GST happen, according to a member of the Congress team that included former Finance Minister P. Chidambaram.
      "Negotiations take place only if both sides are willing to be flexible," senior Congress leader Jairam Ramesh told Reuters. "Both sides were pragmatic."
      An aide to Jaitley said Congress's growing isolation proved decisive in making a compromise possible.
      "They had got themselves into a corner," said the finance ministry official, who was privy to the talks. "They had two options: strike a deal and come out with your reputation intact, or lose your credibility."
      Last week's unanimous upper-house vote to pass the 122nd amendment to the constitution brings the wheel full circle - the GST was proposed by Chidambaram a decade ago but was stalled by political rivalry.
      Introducing a unified sales tax across India's market of 1.3 billion people would mark a bold act of integration at a time of disintegration elsewhere, as Britain exits the European Union and a protectionist, Donald Trump, runs for the US presidency.
      The GST vote also addresses how India, as a federation, can implement a one-size-fits-all sales tax - something the United States and EU have been unable to do - by creating a GST Council that brings the centre and the states together.
      Tough bargaining on the rate and scope of the tax lies ahead, yet at least the atmosphere has improved, with Chidambaram praising Jaitley's "friendly and conciliatory tone".
      That could revive projects that foundered early in Modi's rule, including land and labour reforms.
      EARLY STANDOFF
      Despite winning India's biggest mandate in 30 years, Modi has struggled to advance his agenda.
      Congress, though reduced to a rump opposition, has resisted. As the largest party in the Rajya Sabha that represents the states, it had blocked the GST and derailed Modi's land acquisition bill which critics branded as being "anti-farmer".
      While that tactic proved effective, it wasn't winning public support. Congress took hits in state elections and in June lost the Rajya Sabha votes it needed to be sure of stopping the GST.
      This was the cue for Jaitley to court the states, with key swing state West Bengal soon declaring its support. In July, he targeted Bihar, while at the same time re-engaging with Congress after nine months of radio silence.
      Jaitley's promise to the states to compensate revenue losses for five years, made at talks in New Delhi on July 26, won them over, West Bengal's finance minister Amit Mitra told Reuters.
      Congress moved to cut a deal, while Modi and Jaitley were ready to offer concessions - including scrapping a levy of 1 per cent on the movement of goods between states - that experts say would actually make the GST a better tax.
      On the morning of July, 27 Congress submitted a written proposal, with new wording on resolving GST disputes between the centre and the states. Modi's cabinet approved identical tweaks that same evening.
      When it came to the Aug. 3 vote, there were 203 votes in favour, and none against. The amendment passed the lower house on Monday, also unanimously.
      It was a first for Modi, who called the GST a "Great Step towards Transformation".

      Bharti Airtel, Aircel, BSNL top chart of MNP violations

      • Bharti Airtel, Aircel and BSNL accounted for the highest number of violations related to mobile number portability (MNP) norms in the last three financial years.
        According to the data tabled by Telecom Minister Manoj Sinha in the Lok Sabha, most number cases related to violation of MNP norms were reported in 2013-14 and their number declined sharply to 9 in 2015-16.
        In total, 1,82,570 cases of MNP rule violation were found against operators, of which 1,81,837 cases were reported in 2013-14. As per the data, 93,552 instances of non-compliance to MNP rules were found against Bharti Airtel since 2013-14. Airtel was followed by Aircel (30,149 cases), state-run BSNL (21,970 cases) and Vodafone (21,131 cases) in violation of MNP norms. The number of cases found against Idea were 10,450, Tata Teleservices 3,967, Sistema Shyam (MTS) 1,018 and Loop 144. In 2015-16, 4 cases related to MNP rule violations were found against Bharti Airtel, and 5 against RCom.
        No case of such violation was reported against any other operator during the year. Mobile number portability (MNP) service allows a customer to change his or her telecom operator while retaining the mobile number.
        "TRAI received complaints regarding disputes of ownership of the mobile numbers, consequent to porting from one service provider to another service provider," Sinha informed the Lok Sabha on Wednesday.
        Except Vodafone, Airtel and Idea, all telecom operators have been net losers of customers under MNP scheme. Sinha said that in order to strengthen the process of verification of the ownership of the mobile number under porting, after due consultation with stake holders, telecom regulator Trai had issued a direction in April 2015 to telecom operators to obtained an undertaking from the subscriber seeking porting of his mobile number.
        "In case the undertaking is found to be false, the said mobile number shall be disconnected. All Telecom Service Providers have submitted their compliance to the above said TRAI direction. Further, it has been incorporated in their customer acquisition forms," Sinha said.
        The minister also shared number of non-compliance service quality regulation by telecom service providers. As per the data, maximum instance of non-compliance has been observed against BSNL since 2013, followed by Aircel, Tata Communications, Reliance Communications, Airtel, Vodafone MTNL and You Broadband. Non-compliance instances by other service providers has been less than 50. 

      Auto industry gains traction ahead of the festive period

      • It couldn't be a better month for the automotive industry, with growth of passenger vehicles hitting the highest mark in the past nine months during July, rising 17 per cent with utility vehicles continuing their sprint on a 42 per cent gain last month.
        Other segments also posted robust numbers. A 13.52 per cent growth in two wheelers boosted fortunes in the domestic market, while three wheelers grew 2.10 per cent and commercial vehicles remained flat.
        As per the data released by industry body Society of Indian Automobile Manufacturers (SIAM), passenger vehicle (cars, utility vehicles and vans) sales grew by 16.8 per cent last month largely on strong sales posted by Maruti Suzuki, Hyundai and French carmaker Renault. Cars, accounting for two-third of passenger vehicle sales, grew by 9.6 per cent while vans jumped 18.61 per cent, but the major thrust came from SUV badges like Maruti Brezza and Hyundai Creta.
        SIAM is yet to alter its 6-8 per cent forecast of passenger vehicle growth for the fiscal, but said boosted sales could take sales to double-digit levels. "We were anticipating a growth of 6-8 per cent for passenger vehicles this year. It may be better than that as sentiments have improved due to factors like good monsoon and the implementation of the seventh pay commission benefits that should reign in some positive changes to the market," said Sugato Sen, SIAM's deputy director.
        Beating SIAM forecast, passenger vehicle sales grew 9.23 per cent in the April-July period. Within the passenger vehicles - cars, utility vehicles and vans - grew by 1.36 per cent, 39.03 per cent and 7.72 per cent respectively during April-July 2016 over the same period last year.
        The two wheeler market that is under pressure for the last two years grew by 13.5 per cent last month, indicating a positive response from the rural market that fetches almost half of the sales for the segment. For the first time in the two-wheeler segment, motorcycles posted a double digit growth of 11 and scooters grew 16 per cent last month. A surplus rainfall this year is expected to drive sales across the segment especially motorcycles, which form bulk of two wheeler sales.
        Analysts tracking the automotive market say growth in motorcycle sales indicate an uptick in rural demand and gradually, cars will also benefit. "Market is changing with better rainfall and the onset of the festive season. We have not witnessed a cracker of sales, but the sluggish period seems to be quite over," said Abdul Majeed, analyst and partner with Price Waterhouse, a multinational consultancy.
        Some inconsistencies were witnessed in the heavy commercial vehicle market. The medium & heavy commercial vehicles declined 7.61 per cent last month due to lower replacement demand. Small commercial vehicles are finally showing growth mainly due to higher intra-city traffic and posted a 6.3 per cent growth in July. 

        Govt gets 40,000 suggestions on Model GST Law
        • The ministry of finance has received more than 40,000 suggestions on the Model GST Law, BN Sharma, additional secretary, department of revenue, said in a conference organised on the occasion of Indian Cost Accounts Service Day on Tuesday evening.

          Sharma said they do not yet know about the nature of the suggestions and the areas of concern, but said some of the suggestions may be similar in nature. He also said the decision on suggestions would be taken in consultation with States.

          The Model GST Law, released in June this year, provides the basic understanding of how the new law would look like and how it would be administered. Though the final shape of the law would be decided by the GST Council, which comprise representatives of states and centre, but the model law is open for suggestions from stakeholders.

          The model law is riddled with flaws and anomalies and the number of suggestions received by the finance ministry points to worries about the final shape of the law.

          Some of the main concerns include increase in compliance burden for services companies like banks and financial institutions, dual administration (by states and the centre), availability of input credits only on a matching concept basis and taxation of supplies even without consideration.

          On the issue of dual control, speaking on the occasion, Najib Shah, chairman, Central Board of Excise and Customs said that the efforts would be to ultimately have a single control. However, he did not elaborate how the government plans to do this.
