India Can Ratify Global Labour Norms With New Laws, Says Union Minister
  • NEW DELHI:  India will be able to ratify two International Labour Organization (ILO) conventions, 182 and 138, related to maternity benefits and abolition of child labour, as the country has completely banned it up to the age of 14 years, Labour Minister Bandaru Dattatreya said today.

    "Since Child Labour (Prohibition and Regulation) Amendment Bill, 2016 passed by Parliament prohibits employment of children up to 14 years of age, the ILO conventions 138 and 182 will be ratified," the minister told reporters in New Delhi. The new law is much better as compared to the original Child Labour (Prohibition and Regulation) Act, 1986, he said.

    International Labour Organization's Convention No 183 provides for 14 weeks of maternity benefit to women. Women on maternity leave are entitled to a cash benefit which ensures that they can maintain themselves and their children in proper health conditions.

    The government, among other issues, is in the process of increasing maternity leave to 26 weeks from existing 14 week under the Maternity Benefit Act.

    Convention No 138, on the other hand, aims at abolition of child labour.

    The minister's comments come after certain organisations tried to create an impression that the Amendment Bill allows first time employment of children below 14 years in family enterprises while no such provision was there in the original Act of 1986, adversely impacting their schooling and learning.

    Mr Dattatreya clarified that there cannot be any employee and employer relationship in case the worker's age is below 14 years.

    The new law only provides for help by children up to the age of 14 years in family enterprise after school hours without affecting their education, he explained.

    The UN Children's Fund had voiced concern yesterday over the amended Child Labour Bill in India, saying it could legitimise family work and further disadvantage children from poor families.

    The UN programme urged removal of certain provisions of the Bill and advocated establishing a robust monitoring mechanism with a thorough list of hazardous occupations for a stronger child protection framework.

    Mr Dattatreya said he has given a satisfactory explanation to the ILO and UNICEF representative who met him today.

    He also said that while formulating rules for the implementation of this Act, the government will ensure that none of its provisions is misused.

2 Million People Using Free Wi-Fi At Indian Railway Stations: Google CEO Sundar Pichai
  • NEW DELHI:   Nearly two million Indians are using high-speed Wi-Fi services at 23 railway stations across the country that Google provided as part of its project, the technology giant revealed on Friday.

    Speaking during Google-owned multinational conglomerate Alphabet's 2016 second quarter earnings call, India-born CEO Sunder Pichai said that Google is with Indian Railways and RailTel to bring high-speed wireless access to millions of people who use railway stations. 

    "There are already two million people logging in every month. They are using as much as 15 times the data that they would otherwise use in a full day on their cellular networks." Mr Pichai said.

    Owned by Indian Railways, RailTel focuses on providing broadband and virtual private network (VPN) services.

    Last month, on the occasion of the inaugural World Wi-Fi Day by the Wireless Broadband Alliance that aims to provide a platform to help bridge the digital divide, Google celebrated the success of its project with Railtel to provide high speed Wi-Fi at railway stations across India. 

    The company initially rolled out the network at four of India's largest stations - Sealdah, Lucknow Junction, Lucknow City and Gorakhpur Junction. 

    The company had said while they are only at approximately 20 per cent of the roll-out schedule for this year, the response has been phenomenal. 

    "We saw 100,000 users connect to the network within a week of launch at Mumbai Central and as we started rolling out the network at more stations, we saw exponential jump in the consumption of the network," the company wrote in a blog post.

    "Users in tier 2 cities latched onto the network with more enthusiasm and we saw much higher consumption of data in tier 2 cities, where access to high-speed broadband is more challenging," Google added. 

'Theek Ladka Hai,' Says Rahul Gandhi On Akhilesh Yadav, UP Chief Minister
  • LUCKNOW:  Uttar Pradesh Chief Minister Akhilesh Yadav, 43, is a "well-meaning boy" said Rahul Gandhi, 46, in an endorsement that the Congress vice-president did not extend for Mr Yadav's government in the state.

    Rahul Gandhi kicked off his party's campaign for assembly elections in UP from state capital Lucknow today, dressed in jeans and a kurta and strolling with a mic as he addressed party workers. 
    "Look at the young chief minister here. Akhilesh theek ladka hai (he is well-meaning boy) but his government isn't working," said Mr Gandhi whose party will take on Mr Yadav's Samajwadi Party, the BJP and Mayawati's Bahujan Samaj Party in the mega election in UP, the result of which will be seen to indicate who could win the 2019 national election.

    Mr Gandhi's pep talk to party workers included criticism of not just the SP government but also the Mayawati dispensation that preceded it in UP. "There are goondas in one government, corruption in the other. In one, goondas will arrive outside a factory, in the other you have to feed the BSP's elephant. The cycle doesn't run on electricity, how will it generate any?" he said referring to the election symbols of the two regional parties.

    The Congress has roped in strategist Prashant Kishor for the UP elections and he has coined the slogan - "27 saal, UP behaal." Or for 27 years that the Congress has not been in power in UP, the state has suffered.

    On Mr Kishor's advice, the Congress is projecting former Delhi Chief Minister Sheila Dikshit, 78, for chief minister in the UP elections. "Since you all spoke about women's empowerment, I must tell you that we have picked Sheila Dikshit as the chief ministerial candidate," Mr Gandhi said.

    He had been asked whether the party would walk its talk on empowering women by giving them more ticket to contest the UP elections.

    Mr Gandhi was to have begun a 'padayatra' today, but did not get permission from the administration to hold one.

Arvind Kejriwal Attacks Bikram Singh Majithia, Vows To Create A 'New Punjab'
  • AMRITSAR:  Delhi Chief Minister Arvind Kejriwal, who today got bail in a defamation case filed by Bikram Singh Majithia, launched a fresh attack on the Punjab Revenue Minister over the issue of drugs, daring the SAD leader to get him arrested. Mr Kejriwal vowed to create a "new Punjab" after six months.

    The Aam Aadmi Party (AAP) leader said he was not afraid of "false cases" and warned Mr Majithia that "the people will take revenge from him in the coming elections".

    "I challenge Bikram Singh Majithia to arrest me in six months as they are in power. Else, I will arrest him after six months," Mr Kejriwal said.

    "The people of Punjab will take revenge for each and every case against them. In the coming elections, people will take revenge from Bikram Singh Majithia," he said.

    "After six months (I will) reconstruct a new Punjab," he added.
        
    Mr Kejriwal said Punjab was in a bad state due to the problem of drugs and renewed his allegations against Mr Majithia who is the brother-in-law of SAD chief and Deputy Chief Minister Sukhbir Singh Badal.

    "Bikram Singh Majithia said that I have defamed him. How dare he say this?" he asked.

    "I ask you all, who is the drug dealer in Punjab? I want to ask him, how many mouths will you shut? When I travelled across Punjab, people told me that he files false cases to threaten them," Mr Kejriwal claimed.

    "If he and the Badals can file defamation cases against me, I can understand what he can do to the 'aam aadmi'," he alleged.

    "The court has summoned me, so I came here. I am the chief minister of Delhi. God has blessed me with many things but when a case is filed against a common man, his entire life is ruined in going to courts. Today I want to say I'm not afraid of your false cases," he said.

    Mr Kejriwal and AAP leader Sanjay Singh were today granted bail by a local court in Amritsar after they appeared in connection with the defamation case filed by Mr Majithia.

    The court has fixed October 15 as the next date for hearing.

Court Seeks Report From Centre On 'Ground Realities' In Jammu And Kashmir
  • NEW DELHI:  The Supreme Court today asked the Centre to file a status report detailing "ground realities" prevailing in Jammu and Kashmir after the killing of Hizbul Mujahideen terrorist Burhan Wani in the Valley by security agencies.

    A bench headed by Chief Justice TS Thakur, however, did not issue notice on the plea filed by senior advocate and Jammu and Kashmir National Panthers Party (JKNPP) leader Bhim Singh seeking imposition of Governor's Rule in the state.

    "We will ask the Solicitor General (Ranjit Kumar) to file the status report as to what are the ground realities," the bench also comprising Justices AM Khanwilkar and DY Chandrachud said and cautioned Mr Singh not to take "political mileage" of the court proceedings.

    Terming the situation in the Valley as "different" which changes on "hourly" or "daily" basis, the court said, "Make sure, you make no political overtones in this proceedings or we will come down heavily on you if we come to know that you are taking political mileage of the court proceedings".

    The court, which was initially reluctant to entertain the plea, said that the situation in the state cannot be "managed judicially" as it is a "political" issue.

    The senior advocate said that due to the use of pellet guns, persons are becoming blind and there are no medicines and medical facilities available to the citizens.

    The court asked Mr Singh about his visits to the Valley and said, "bring us one person who is unable to go to the hospital due to the prevailing condition. Bring before us one such person who has specific grievance. For one whole year, you have not visited Kashmir and you are coming to the court."

    Earlier, the court had agreed to hear the plea seeking imposition of Governor's Rule in the state on account of prevailing law and order situation there.

    The plea has said that Governor's Rule under section 92 of the Constitution of Jammu and Kashmir should be imposed and sought a direction to the Governor to dissolve the Assembly "which has failed to discharge its duties and functions".

Tatas record $103 billion FY16 revenue; investment at $9 billion: Cyrus Mistry
  • Tata Group invested $9 billion in its businesses globally in 2015-16, even as its worldwide revenue fell marginally to $103 billion due to commodity market slowdown and volatile currencies among other reasons, the diversified conglomerate's chief Cyrus Mistry said on Friday.
    Addressing the Annual Group Leadership Conference (AGLC) of the steel-to-software conglomerate, Mistry also announced a new leadership competency model based on key competencies to develop and identify leaders within the group firms and outlined a new framework focussed on 'happiness at work'.
    The total investments by the over 100 group companies in the last three years totalled to over $28 billion, said Mistry, Chairman of the main holding company Tata Sons Ltd.
    Addressing the top leadership and senior management personnel from various Tata group companies, Mistry said the conglomerate's total revenues dropped 4.62 per cent to $103 billion in fiscal year 2015-16, from $108 billion in the previous financial year.
    He attributed the marginal fall in revenue to global political uncertainties, a steep reduction in commodity prices, and volatility in currencies.
    International revenues at around $70 billion constituted 69 per cent of the group's revenues.
    Sixteen companies in the group registered a turnover of over $500 million each, with ten of these registering a turnover of over $1 billion.
    The market cap of Tata group's 29 listed companies was down by 7.4 per cent to $116 billion as against 9.4 per cent correction in the stock market benchmark BSE Sensex.
    In furtherance to a vision for 2025 announced at the AGLC, held every year on founder JRD Tata's birth anniversary, Mistry also outlined a 'Tata Quality of Life' framework that will focus on 'happiness at work'.
    Speaking at the NCPA auditorium near its global headquarters 'Bombay House' here, Mistry further said the set of values that define the Tata Group have also been refreshed with the changing times to include the virtue of "pioneering".
    "This value has always been core to the Tata group's approach to business and is reflected in many inspiring endeavours," Mistry said.

    L&T Q1 net up 46 per cent at Rs 610 crore
    • Infrastructure giant Larsen & Toubro (L&T) on Friday reported a 46 per cent jump in consolidated net profit at Rs 610 crore for the quarter ended June 30, 2016.
      The firm had clocked a net profit of Rs 419 crore in the year-ago period, it said in a BSE filing.
      Total income of the firm rose 9 per cent to Rs 21,874 crore in April-June quarter this fiscal from Rs 20,048 crore during the same quarter in 2015-16.
      Company's total expenses were higher at Rs 20,434 crore from Rs 18,873 crore during the period under review.
      L&T successfully won fresh orders worth Rs 29,702 crore at consolidated level during the quarter ended June 30, registering an increase of 14 per cent. International orders at Rs 13,211 crore constituted 44 per cent of the total order inflow, it said.
      Major orders during the quarter were secured by Infrastructure and Hydrocarbon segments, it added.
      The consolidated order book of the group stood at Rs 2,57,427 crore as on June 30, higher by 8 per cent year-on-year basis. International order book constituted 29 per cent of the total order book.
      Company said pick-up in investment is crucial to sustain economic growth in the medium and long term.
      "The investment climate in India is yet to gather pace, particularly in the private sector. High corporate debt levels, balance sheet challenges of banks, weak industrial and rural demand and sluggish exports are posing hurdles to the investment momentum," it added.
      Both Central and State Government led push to capital expenditure holds the key to accelerate the growth engine.
      Good progress of monsoon and pay revisions for government employees are expected to spur household demand, L&T said.
      "The intent of the government to pursue economic reforms is visible through passage of bankruptcy code, as well as efforts to build consensus on GST Bill and attract foreign investments to make India a hi-tech manufacturing hub," it added.
      Government initiatives for development of smart cities, building up robust infrastructure through rail corridors, metro rails and roads, focus on defence manufacturing, increased outlays for augmentation of water resources and renewable energy augur well for the company, it said.
      On the international front, the company will continue to target select prospects in the space of core infrastructure and Oil & Gas sector in the Middle East, Africa and other neighbouring countries, it added.
      The company has recently finalised its strategic plan for five years with a focus on profitable growth. The firm remains well placed to benefit from emerging opportunities with its execution capabilities and leadership position in various sectors, it noted.
      Shares of the company today fell by 1.20 per cent to settle at Rs 1558 a piece at the BSE.

      Sensex tanks 157 points on earnings woes; Nifty ends below 8,650; ICICI Bank top loser, down 3.5%
      • Snapping three-session long gaining spree, the S&P BSE Sensex on Friday tanked 157 points, while the broader Nifty50 ended below its key 8,650-mark.
        The headline indices edged lower as investors booked profit in banks and financials while disappointing stimulus measures from the Bank of Japan also weighed on investor sentiment.

        The 30-share index ended the day at 28,051, down 156.76 points, while broad-based 50-share index quoted 8,638, down 27.80 points at close.
        The BOJ doubled purchases of ETFs, but maintained its base money target at 80 trillion yen ($775 billion) and the pace of purchases of other assets, including Japanese government bonds.

        The central bank also held at 0.1 per cent the interest it charges to a portion of excess reserves financial institutions leave with the central bank, while saying it would thoroughly assess the effects of negative interest rates and its asset buying programme.
        The Nifty Bank index was down 0.65 per cent, with ICICI Bank the biggest laggard, shedding as much as 3.6 per cent ahead of its quarterly earnings scheduled later in the day.
        "Bank stocks are likely to witness selling pressure as their quarterly profits will be hit by increasing NPAs," said R.K. Gupta, managing director at Taurus Asset Management.
        "Expect correction in the markets over the next fortnight and the NSE to drop to 8,300-8,350 levels."
        Shares of Eicher Motors hit a record high after the company posted a 58.6 per cent jump in its June-quarter net profit.
        Expectations that the government would be able to pass the Goods and Services Tax bill in the current session of parliament helped shares of logistics companies gain. Gati and Allcargo Logistics rose 1.7 per cent and 5 per cent, respectively.

      Narendra Modi govt plans to link over 55,600 villages with mobile phones in 5 years
      • Mobile coverage is likely to be extended to all the 55,669 unconnected villages in the country over the next five years.
        At present, 5.41 lakh villages out of the total 5.97 lakh in India are covered by mobile services, leaving 55,669 out of the ambit-that is 9.31 per cent without coverage.
        Mobile coverage to the balance uncovered villages is likely to be provided in a phased manner over five years, Minister of State for Communications Manoj Sinha said in a written reply in the Rajya Sabha.
        Odisha tops the list with villages still off-limits for any mobile network at 10,398, followed by Jharkhand 5,949 and Madhya Pradesh 5,926. While Maharashtra has it at 4,792, Chhattisgarh's reads 4,041.
        The corresponding figure for Andhra Pradesh stands at 3,812 while Arunachal Pradesh comes in with 2,886, Assam 2,885 and Bihar 2,534 villages.
        The Department of Telecom has taken several measures for expansion of telecom services in rural and remote areas, including chalking out a comprehensive telecom development plan for the North-East as well as setting up of mobile towers in the Left wing extremism affected states at a total estimated cost of Rs 3,567.5 crore.
        Additionally, Telecommunications Consultants India Limited (TCIL) has been tasked with preparation of a detailed project report for provision of mobile services in 4,752 villages in Jammu and Kashmir, Himachal Pradesh and Uttarakhand, and 2,138 in Rajasthan, Gujarat, Punjab and Haryana. 

        Subramanian Swamy attacks Rajan for 'dip' in MSME growth
        • BJP MP Subramanian Swamy was on Friday back at attacking Reserve Bank of India (RBI) Governor Raghuram Rajan, blaming him for dip in growth rate of small and medium enterprises.
          "As you can see the MSME growth has sharply declined in one year. In 2015-16 data seen sharper decline. R3 effect!," he tweeted.
          Swamy, who has been critical of the outgoing Governor for keeping lending rates high with a view to check inflation, uses R3 to describe Raghuram Rajan.
          He attached with the tweet an unstarred question he raised in Rajya Sabha on July 27 on performance of Micro, Small and Medium Enterprises.
          Swamy had asked about the rate of growth of output of MSME in last three years. To this, Minister of State for MSME Haribhai Parthibhai Chaudhary replied that the rate of growth of output of Micro, Small and Medium Enterprises (MSMEs) at current prices, for the years 2013-14 and 2014-15 are 13.09 per cent and 9.79 per cent, respectively.
