I Have No Italy Connect: PM Modi Targets Sonia Gandhi For Agusta Scam
  • I Have No Italy Connect: PM Modi Targets Sonia Gandhi For Agusta ScamHOSUR, TAMIL NADU:  Prime Minister Narendra Modi wasn't in Parliament for today's fierce debate on the agusta westland helicopter scam, but he brought it to the attention of an election rally in Tamil Nadu with resounding force.

"Those responsible for the helicopter scam must be punished," the PM said, adding to the ruling BJP's pinning down of the opposition congress and its top leaders, Sonia and Rahul Gandhi. "They were identified as culprits by the people of Italy, what can we do? I haven't been to Italy, I don't know anyone there," he said to clarify that it is not his government that is trying to implicate the Gandhis.

A court in Milan has ruled that top executives of Finmeccanica, an Italian firm which owns Agusta, paid bribes to Indians for the Rs. 3,600-crore order placed by the Congress in 2010.  The Italian verdict took into consideration letters and notings from middlemen and executives who listed Mrs Gandhi, Congress chief, in various places, as also her top advisors.

The Congress says that given that it was running the country, its natural that itd leaders would be considered influential politicians and that the appearances of names in no way suggests that they accepted kickbacks. The BJP says the documents furnish new evidence that the Congress executed a corrupt deal, then tried to prevent an effective inquiry.

The Congress, in a show of aggression, held a really in delhi today which ended with the Gandhis deliberately defying policy orders by marching past barricades, which led to a brief detention at a police station near Parliament. "I have done nothing wrong," Mrs Gandhi said last week to reporters. "I am always the target, am happy to be targeted," said her son.

High Court Restrains Party From Using Name Or Pictures Of Ex-President Kalam
  • High Court Restrains Party From Using Name Or Pictures Of Ex-President Kalam
CHENNAI:  The Madras High Court today restrained the office bearers of 'Abdul Kalam Vision India Party' from using the name and the pictures of late former president APJ Abdul Kalam.

Hearing a civil suit from APJ Mohammed Muthu Meera Maraikayar, brother of Kalam, vacation judge Justice S Vimala said, "This court is of the considered view that a prima facie case is made out and the balance of convenience lies in favour of the national interest to grant an order of injunction."

"Therefore, having regard to the larger civil rights involved in the suit, ad-interim injunction is granted, restraining defendants from using the name/figurine/picture of Dr APJ Abdul Kalam, as a part of the party name or in the flag of their political party or for any other political activity."

This is pending final decision to be taken by Election Commission of India and the Chief Election Commissioner of Tamil Nadu on the representation submitted by the petitioner/plaintiff, the judge said.

The judge, in her order, said, "The name or the office of any president of the country is not used as a name or a symbol of any political party."

"In fact, right from Dr Rajendra Prasad to Dr Prathiba Patil none of the presidents had permitted their names to be used in the name of any political party nor have any of them associated themselves with any political party after their term of Presidency."

Hence formation of political party with the name of Dr APJ Abdul Kalam is in breach of such glorious tradition left behind by the former presidents, the judge said.

Mr Ponraj, who worked as Secretary to Dr Kalam with S Kumar and R Thirusenduran had formed a political party-- 'Abdul Kalam Vision India Party', on February 28.

The petitioner submitted that they started the political party only with a view to encashing the love and faith that the people of the nation reposed on his brother.

Lok Sabha Speaker Reprimands BJP Lawmaker For Saying 'Women Fear Flying MiG-21s'
  • Lok Sabha Speaker Reprimands BJP Lawmaker For Saying 'Women Fear Flying MiG-21s'NEW DELHI:  BJP chief whip in Lok Sabha Arjun Ram Meghwal was cautioned today by the Speaker for saying that women are afraid of flying MiG-21 fighters due to its high accident rate.

While asking a supplementary to Defence Minister Manohar Parrikar on induction of women in IAF's combat stream, Mr Meghwal said "women are afraid of flying MiG 21s due to their high accident rate."

"Don't speak like that," Speaker Sumitra Mahajan told Mr Meghwal firmly. She then turned to the Defence Minister and asked "Do you agree?", to which he immediately replied in the negative.

Mr Meghwal then sought to explain that what he actually meant was that an awareness should be orgainsed at NCC and school level against the fear of flying.

Defence Minister Manohar Parrikar said since the MiG 21 is a single-engine fighter jet, any problem in the machine means the pilot has to eject to safety.

He said the government has stressed on improved maintenance of the aircraft and India has achieved a very low accident rate in the last decade, including the lowest in 2013.

Sukhoi Fighter Jets Have Faced Mid-Air Engine Trouble: Manohar Parrikar
  • Sukhoi Fighter Jets Have Faced Mid-Air Engine Trouble: Manohar ParrikarNEW DELHI:  India's frontline fighter aircraft Su30 MKI was forced to land on single engine 34 times since April 1, 2014 due to engine trouble mid-air, government said today.

The fleet of twin-engine aircraft has encountered mid-air engine problems due to which single-engine landings were effected, Defence Minister Manohar Parrikar said in reply to a written question in Lok Sabha.

There have been 34 occasions between April 1, 2014 and March 31 this year, when Sukhoi 30 MK-I fighter jets were forced to land on single engine due to mid-air engine problems.

The operational reliability improvement programme is pursued regularly with Russian Original Equipment Manufacturer (OEM), he said.

IAF has also finalised long term repair agreement with Russian OEMs to improve availability of aircraft for operational use.

The minister said the OEM has introduced a number of measures to resolve the technical issues that have led to engine problems.

"The OEM has offered certain modifications or technological improvements for implementation in the production of new aeroengines and during overhaul of engines. The modifications in the process of overhaul and manufacturing, proposed by Russian designers, have been implemented at HAL and OEM," Mr Parrikar said.

The OEM has also advised certain precautions, predictive maintenance during exploitation of aeroengines which have been implemented by the IAF, he said.

'Afraid of Solar Dhamaka': PM Modi's Dig At Congress In Kerala Rally
  • 'Afraid of Solar <i>Dhamaka</i>': PM Modi's Dig At Congress In Kerala RallyPALAKKAD: Campaigning in Kerala today, Prime Minister Narendra Modi targeted the Congress-led UDF government over the solar scam and the brutal rape and murder of a woman last week, saying that there seemed to be "no government" in the state.

"I am afraid to use the word solar in Kerala as it would create a big 'dhamaka' (explosion)," PM Modi remarked at a rally in Palakkad, referring to the solar scam which has engulfed the state government and Chief Minister Oommen Chandy.

In the first of a series of rallies in the state ahead of polls on May 16, PM Modi also criticised what he called the state government's failure to handle the rape case. "A Dalit sister was raped and killed. We don't see a government anywhere," PM Modi said.

No arrests have been made nine days after the woman, a 30-year-old law student, was found dead inside her home with multiple wounds and bite marks on her body, her intestines hanging out and her genitals smashed.

The prime minister spoke on the solar scam as he referred to the initiative he had launched in his constituency Varanasi for converting diesel-powered engines to solar-powered battery engines in fishing boats.

"I thought, why can't this be replicated in Kerala took? But I was scared. I felt if I go to Kerala and talk of solar, there will be big 'dhamaka'," PM Modi said to applause from the crowd.

"See the change from government to government. In Varanasi, the solar-powered boats are powering the lives of fishermen, but in Kerala the government is run by solar," he commented, taking a dig at the chief minister, who has been accused of links with a woman, Saritha S Nair, arrested for conning industrialists who were promised solar panels.

The prime minister also targeted the opposition CPI-M in the state, saying it was following the "politics of violence". Several innocent BJP workers have been killed in attacks over the years by CPI-M, he alleged.

The headline indices settled the day flat on caution ahead of a US payrolls report for April that could influence bets on future US rate hikes.

Despite the fall, analysts said Indian shares would likely remain supported in the months ahead after January-March earnings proved resilient and as the monsoon is expected to be above average.
"Overall, India macro situation remains very healthy and good and some of the sectors are beginning to show significant improvement, especially infrastructure," said Vinay Khattar, senior VP-head research at Edelweiss Securities.
"Liquidity will remain normal and India will continue to attract flows given the macro scenario and pickup in demand," he added.
Dr Reddy's stock was the worst performer on both the benchmark indices and lost over 2 per cent.
ITC stock ended flat after hitting a two-month low earlier in the sesssion as the tobacco company shut cigarette plants to comply with a new stipulated pictorial warnings rule issued by the government.

Adani Port and Special Economic Zone fell 1.86 per cent, taking the week's decline to 18 per cent, the biggest weekly loss since October 2008 after its March-quarter results failed to cheer investors.

Finance Ministry gives clearance to government e-marketplace
    • The Finance Ministry on Friday gave its green light to creation of 'Government e-Marketplace' for online purchase of commonly used goods and services by various central government ministries and departments.
The Department of Expenditure has added a new provision in the General Financial Rules (GFR) on the request of Commerce Department for creation of a one-stop GeM by Directorate General Supply and Disposal (DGS&D), it said.
"The DGS&D will host an online Government e-Marketplace (GeM) for common use goods and services. The GeM would be dynamic, self-sustaining and user-friendly. DGS&D will ensure adequate publicity, including periodic advertisements in newspapers of the GeM and the items to be procured through GeM, for prospective suppliers," it said in a statement.
As per the guidelines, the procuring authorities will satisfy themselves that the price of the selected offer is reasonable.
The GeM may be utilised by government buyers (at their option) for direct online purchases.
Purchases up to Rs 50,000 can be made from any of the available suppliers on the GeM, meeting the requisite quality, specification and delivery period.
Above Rs 50,000, the criterion of the lowest price among available suppliers on the GeM has to be followed.
The GeM will also provide tools for online bidding and online reverse auction which can be used by the purchaser.

The agreement "creates a platform for sharing knowledge and deepening network connectivity between NDB and ICICI Bank," Kamath said, after signing the MoU along with ICICI Bank chief Chanda Kochhar.
Kamath said NDB's mandate includes partnering with local development banks in member-countries and this MoU will help it leverage the deep market access and insight of ICICI Bank in the country's financial markets.
The agreement will facilitate NDB in exploring rupee-denominated bonds in the domestic and international markets and also help collaborate for funding India's development projects, a statement released by the two banks said.

India received $40.82 billion FDI till December in FY16
      • India received $40.82 billion FDI till December in FY16Foreign Direct Investment (FDI) inflows stood at $40.82 billion till December in the fiscal 2015-16, Parliament was informed on Friday.
For 2014-15, FDI inflows were $44.29 billion, up 23 per cent as compared to the previous fiscal.
Giving details in Parliament about FDI investment in the last six years, Minister of State for Finance Jayant Sinha said foreign investment in most of the sectors is already under automatic route.

But in 2010-11, the FDI inflows were down 8 per cent to $34.85 billion.
"Government approval is required for only few sectors which are listed in the consolidated FDI policy," Sinha said in a written reply to Lok Sabha.
The minister said the government has put in place a policy framework on FDI, which is transparent, predictable and easily comprehensible.
FDI data is compiled by the Department of Industrial Policy and Promotion (DIPP).
To a query on allowing full fungibility in foreign investments, he said: "In order to provide simplicity to FDI policy and bring clarity on application of conditionalities and approval requirement across various sectors, different kinds of foreign investments have been made fungible under one composite cap."
Sinha said the government has also introduced full fungibility of foreign investment in banking-private sector.
"Accordingly, different categories of institutional investors can now invest in private sector banks up to the sectoral limit of 74 per cent, provided that there is no change of control and management", Sinha said.
