When PM Modi Agreed With Rajiv Gandhi's Assessment

KOKRAJHAR, ASSAM: Prime Minister Narendra Modi today launched a blistering attack on the Congress over its 15-year rule in Assam, and said he agreed with former Prime Minister Rajiv Gandhi's assessment that only 15 paise of every rupee sent in Central aid reached the place it was meant to.
"We cannot allow it," the PM said after quoting the former Prime Minister and Congress leader and added, "Delhi now asks state governments for accounts. They have to account for every rupee spent. Looting of people's money has to stop."
The Prime Minister's speeches at rallies today in Assam, where assembly elections are due by April this year, launched his party's campaign in the state. PM Modi accused the Congress of neglecting development in the state despite having ruled for a number of years both at the Centre and the state together, and also attacked his predecessor Dr Manmohan Singh, pointing out that he represents the state in the Rajya Sabha.

The PM launched the BJP's election campaign by announcing initiatives, including tribal status for two communities that have been demanding it for some time. He has also announced that a central technical institute located in Kokrajhar would be given the status of a deemed university and extended the Sealdah Guwahati Kanchenjunga Express up to the Barak Valley.
He addressed a rally in Kokrajhar in lower Assam organised jointly by the BJP and its first pre-election ally in Assam the Bodoland People's Front or BPF and promised that the BJP would ensure all-round development of Bodoland Territorial Council (BTC) areas which, he said, had been "betrayed" by Congress.
"There is a long list of problems. There has been no development," he said at the rally. "They are just trying to confuse the people. You compare their 15-year rule and my 15-month-old government. You will see the vast difference," he said.

Addressing a rally, organised jointly by BJP and its new ally Bodoland People's Front for the upcoming Assam Assembly polls, he said BJP will ensure all-round development of Bodoland Territorial Council (BTC) areas which have been "betrayed" by Congress.
"Why does Assam have so many problems when the same government is there for 15 years and the state has sent a Prime Minister for ten years....They could not do anything in 15 years and now they want me to solve all their problems within 15 months....Don't you think its unfair to me," PM Modi said.
"There is a long list of problems. There has been no development," he said addressing the rally at Bodofanagar in Kokrajhar.
The Prime Minister came down heavily on the Congress government in Assam and the previous UPA government at the Centre for "failing" to fulfil dreams and aspiration of the people.
"They are asking questions about my government. But what have you done in last 15 years in Assam and 10 years in the Centre when a person representing Assam was the Prime Minister," he said, reffring to Mr Singh.
"They are just trying to confuse the people. You compare their 15-year rule and my 15-month-old government.
You will see the vast difference," he said. PM Modi announced that the people of Karbi community living in the plains of Assam and Bodos living in hill areas would be granted tribal status and the process has already started.
"Development is the only solution to all problems of the area and I have opened both my heart and hand to ensure that the dreams and aspiration of the people of the area, which the state government has failed to fulfil, are realised," PM Modi said.
The Prime Minister said he had instructed that youths from the Northeast should be recruited in the Delhi Police and the process has already began.
Announcing other initiatives, the Prime Minister said a central technical institute located in Kokrajhar would be given the status of a deemed university, the Sealdah-Guwahati Kanchenjunga Express will be extended up to the Barak Valley while the Rupsi Airport in Dhubri will be taken over by the Indian Air Force.
Election to Assam's 126-member Assembly is expected to be held in April-May along with four other states.
The BPF is believed to have strong presence in Kokrajhar and its neighbouring areas. The party has been in power in Bodoland Territorial Council since its inception in 2003.

No Names, But Rahul Gandhi Blames Smriti Irani For Hyderabad Suicide

HYDERABAD: Just before Rahul Gandhi addressed a massive sit-in at Hyderabad, a student urged him, "Don't politicize this as Congress vs BJP. We are fighting only for justice for Rohith Vemula ."
Mr Gandhi was not persuaded. A few seconds later, he said the Vice Chancellor of the Hyderabad Central University and "the Minister in Delhi" must be held accountable for the suicide of Mr Vermula, a Dalit student found hanging two days ago in the hostel that he had been banned from.
"This youngster came (here) to improve this country, who came to learn, to express himself... but he was put in so much pain, that he had no other option but to kill himself," Mr Gandhi declared.
"He has committed suicide, but the condition for his suicide was created by the Vice Chancellor, the minister in Delhi, and the institution," he alleged, without naming Smriti Irani,whom he defeated in 2014 in the parliamentary election from Amethi in Uttar Pradesh. Ms Irani is the Education Minister.
Two weeks before his death, Mr Vermula, a Dalit student, was forbidden from using the library, hostel and other facilities at his college, though he was allowed to attend classes. The penalty was imposed on him and four other students, all members of the Ambedkar Student's Association, for allegedly beating up the leader of the ABVP, the youth wing of the BJP.
A complaint about that assault was sent in August last year by union minister Bandaru Dattareya to the Education Ministry. Between September and mid-November, a series of emails and letters from Ms Irani's department asked the Vice Chancellor of the university to furnish an explanation. This pressure, the opposition Congress has alleged, moved university officials to act against Mr Vermula and the others, though an initial inquiry had exonerated them of any wrong-doing.
Mr Gandhi, who visited Mr Vermula's mother today in Hyderabad, said that the Vice Chancellor, Appa Rao, has shown neither "the dignity or decency" to visit Mr Vermula's family, an omission he pegged as "an insult to every student."

Israel Should Build Long-Term Stakes In Indian Economy: Sushma Swaraj

JERUSALEM: With India and Israel expanding cooperation to new areas like homeland security innovation and science and technology, External Affairs Minister Sushma Swaraj has asked Israeli businesses to look beyond trade for building "long-term stakes" in the Indian economy.
Ms Swaraj, in her address at an Indian community reception in Jerusalem last night, expressed optimism for the future in the growth of bilateral ties.
"To quote your (Israeli) Prime Minister (Benjamin Netanyahu) 'sky is the limit' for ties between India and Israel," she said, underlining that India and Israel are expanding cooperation to new areas such as homeland security, innovation, education and science and technology.
"We should work towards a new vision of our important partnership, which should reflect our close friendship and harness fully the potential of our two knowledge economies," Ms Swaraj said.
Ms Swaraj, who was in Jerusalem on her first visit to the West Asia region, also held talks with the top Israeli leadership and discussed a wide-range of bilateral and regional issues.
"The economic relationship is the key to developing our bilateral ties. We should move from a trade-based relationship to one that is based on investment, manufacturing and services," Ms Swaraj said.
"As you know 'Make in India' is a priority of our Government. Our flagship schemes of 'Clean Ganga', 'Smart Cities' or 'Digital India' are all areas of Israeli expertise.
We encourage you to look beyond trade to build long term stakes in the Indian economy through investment and joint development of products and services," she said.
The Minister said she had "very good" meetings with President Reuven Rivlin and Prime Minister Benjamin Netanyahu and other leaders.
"All of them expressed to me the importance they attach to Israel's relations with India, as a friend and partner. I wish to assure you that these feelings are reciprocated by the Government and people of India. We attach high priority to India's relations with Israel," she said.
Ms Swaraj noted that the bilateral interactions at the political level are also increasing. In this context, she highlighted President Pranab Mukherjee's visit in Jerusalem last year.
"This first ever visit by the President of India gave a substantial boost to our bilateral relationship. Next year will mark the 25th anniversary of the full establishment of diplomatic relations between our two countries," she said.
"I am very happy to be here in Israel. I served as the Chairman of the India-Israel Parliamentary Friendship Group for three years during which I also had the pleasure of visiting Israel. I am a personal advocate of strong ties between India and Israel; so I am very happy to see that our relations are progressing so well in all fields of our engagement," she said.
Ms Swaraj highlighted that India has always offered the Jewish people a safe and secure home for many centuries.

Bihar Government Not Under Nitish Kumar's Control: Lok Janshakti Party

BENGALURU: Alleging that the crime graph in Bihar was surging, Lok Janshakti Party (LJP) leader Chirag Paswan has said Chief Minister Nitish Kumar was clearly not in control of the government and the apprehensions of return of "jungleraj" were coming true.
"We had discussed in our core party meeting (recently) that - will it be too early to demand President's rule or resignation of the Chief Minister (Nitish Kumar) because every alternate day someone or the other is getting killed in our state...We can't really wait for things to get better now," LJP Parliamentary Board Chairman said yesterday.
Mr Paswan, a Lok Sabha member, said Nitish Kumar also cannot be given the benefit of doubt because he has vast experience and had been Chief Minister for three terms.
He also alleged that the killings clearly showed that Mr Kumar does not have control, and Rashtriya Janata Dal (RJD) chief Lalu Prasad was directly running the coalition government in Bihar.
"He (Nitish) is the Chief Minister, and I don't know what is stopping him to check these kinds of incidents (killings). This clearly shows he (Nitish) has no control over the government, and Laluji is directly running it," said Mr Paswan.
The son of Union Minister Ram Vilas Paswan, also said, "The crime graph in Bihar is on the surge, and we did not expect things to get worse so soon. So, whatever our apprehensions of return of jungleraj have come true, which we had predicted soon after Laluji joined hands with Nitishji to form government."
Asked how long the government would last, Mr Paswan claimed his party does not see it surviving not more than two years as there has been "verbal arguments" between Mr Prasad and Mr Kumar.
For instance, Mr Paswan said, there has been arguments between the two over Prime Minister Narendra Modi's surprise visit to Lahore in Pakistan recently.
"The way Nitishji appreciated Prime Minister for his Lahore visit, and the way Laluji criticised it, clearly shows they are not on the same platform," he said.
He also said they were not natural allies for a very long time and were against each other, but today they have joined hands to come back to power in our state and to stand against BJP, LJP and National Democratic Alliance.

IMF retains FY17 India GDP forecast at 7.5%, cuts world growth

The International Monetary Fund (IMF) on Tuesday kept India's growth projection unchanged at 7.3 per cent in the current fiscal and 7.5 per cent in the next, even as it cut world economic outlook to 3.4 per cent for 2016.
In its update on World Economic Outlook (WEO), IMF said China's growth would slow to 6.3 per cent in 2016 and further to 6 per cent in 2017, but India would continue to grow at a "robust pace".
"India and the rest of emerging Asia are generally projected to continue growing at a robust pace, with some countries facing strong headwinds from China's economic rebalancing and global manufacturing weakness," IMF said.
As for the world growth, IMF today forecast 3.4 per cent for 2016 and 3.6 per cent for 2017.
For India, it retained the growth forecast at 7.3 per cent for the current fiscal and 7.5 per cent for 2016-17 and 2017-18.
"Risks to the global outlook remain tilted to the downside and relate to ongoing adjustments in the global economy: a generalised slowdown in emerging market economies, China's rebalancing, lower commodity prices, and the gradual exit from extraordinarily accommodative monetary conditions in the United States," IMF added.
"If these key challenges are not successfully managed, global growth could be derailed," it cautioned.
IMF said the pick-up in global activity is projected to be more gradual than in the October WEO, especially in emerging market and developing economies.
In the last WEO update released in October, IMF had projected India to grow at 7.3 per cent in the current fiscal and 7.5 per cent in 2016-17. As for world growth, it had put the figures at 3.6 per cent for 2016 and 3.8 per cent for 2017.
Emerging market and developing economies account for over 70 per cent of the global growth.

Will seek $600 mn from India in damages: Cairn Energy

British oil firm Cairn Energy plc on Tuesday said it will seek from India over $600 million in damages for loss it suffered in value of its holding from a Rs 10,247-crore tax demand raised on its eight-year-old internal business recognition.
The Income Tax Department using a retrospective legislation had in January 2014 issued a draft tax assessment order on Cairn Energy over its 2006 internal business reorganisation and barred it from selling its 9.8 per cent stake in Cairn India.
In a statement, Cairn said it had initiated arbitration challenging levy of tax under UK-India Investment Treaty.
"International arbitration proceedings to resolve the retrospective tax issue in India have now formally commenced following the agreement between Cairn and the Government of India on the appointment of a panel of three international arbitrators under the terms of the UK-India Investment Treaty," said Simon Thomson, Chief Executive, Cairn Energy.
Geneva-based arbitrator Laurent Levy was last week appointed the presiding officer of the three-member arbitrator panel. Cairn had previously named former Bulgarian minister Stanimir A Alexandrov as its arbitrator in the tax dispute while the Indian government in November appointed Singapore-based lawyer J Christopher Thomas as its arbitrator.
"Cairn has a high level of confidence in its case under the UK-India Investment Treaty, and in addition to resolution of the retrospective tax dispute, its statement of claim to the arbitration panel will seek damages equal to the value of Cairn's residual shareholding in Cairn India Ltd at the time it was attached (approximately $1 billion)," the statement said.
The 9.8 per cent holding is currently valued at $384 million, it said.
In January 2014, Cairn was slapped with a Rs 10,247 crore assessment notice on alleged capital gains made on a 2006 internal reorganisation. However, no tax demand has been raised so far.
The Income Tax Department says Cairn Energy allegedly made a capital gain of Rs 24,503.50 crore in 2006 while transferring all its India assets to a new company, Cairn India, and getting it listed on the stock exchanges.
Cairn Energy, which had in 2011 sold majority stake in its Indian unit to mining group Vedanta for $8.67 billion, still holds 9.8 per cent stake in Cairn India. But it has been barred by the I-T Department from selling this stake.
The company said it remains fully funded from existing financial resources to deliver its exploration and appraisal programme.

In January 2014, Cairn was slapped with a Rs 10,247 crore assessment notice on alleged capital gains made on a 2006 internal reorganisation. However, no tax demand has been raised so far.
The Income Tax Department says Cairn Energy allegedly made a capital gain of Rs 24,503.50 crore in 2006 while transferring all its India assets to a new company, Cairn India, and getting it listed on the stock exchanges.
Cairn Energy, which had in 2011 sold majority stake in its Indian unit to mining group Vedanta for $8.67 billion, still holds 9.8 per cent stake in Cairn India. But it has been barred by the I-T Department from selling this stake.
The company said it remains fully funded from existing financial resources to deliver its exploration and appraisal programme.

The benchmark indices rallied as beaten-down banking and financial stocks and Reliance Industries recovered. Gains in Asian markets after oil prices nudged up and Chinese GDP figures came mostly in line with expectations also boosted sentiment.
The 30-share index ended the day at 24,479.84, up 291.47 points, while broad-based 50-share index quoted 7,435.10, up 84.10 points.
Market breadth turned positive with 23 of the 30 Sensex components ending the day in green.
Axis Bank was the best performing stock on both the headline indices and gained 6 per cent.
"The markets had entered into the oversold region, that's why you're seeing buying in banks and in frontline stocks," said Alex Mathews, head of research at Geojit BNP Paribas.
Shares of HCL Tech ended flat after falling as much as 4.54 per cent even as the IT company reported 11.2 per cent quarter-on-quarter and 0.2 per cent year-on-year increase in consolidated net profit at Rs 1,920 crore, in line with Street expectations.
Shares of Reliance Industries added 2.51 per cent ahead of its quarterly earnings, to be released later in the day. The stock took a beating on Monday, falling 5.3 per cent along with other oil producers.
Domestic markets closed at their lowest level since May 2014 on Monday after crude oil fell to its lowest in over a decade, while data showed the country's exports shrank for a 13th straight month.
Meanwhile, China's economy grew 6.8 per cent in the fourth quarter from a year earlier, the data showed, the slowest growth since 2009. Industrial output in December rose 5.9 per cent from a year earlier, compared with forecasts for a 6.0 per cent increase.
Among Asian markets, China's Shanghai Composite gained 3.22 per cent, while Hong Kong's Hang Seng index rose 2.07 per cent. Japan's Nikkei also added 0.55 per cent.
Reacting to Chinese GDP figures, Dow Jones futures rose over 100 points.

Petrol price rises by 96 paise; diesel up 53 paise

Petrol price in Delhi was on Tuesday hiked by 96 paise per litre and diesel by 53 paise after the state government raised VAT or local sales tax on the two fuels.
The Delhi government last night raised VAT on petrol to 27 per cent from 25 per cent, resulting in a 96 paise a litre hike in retail pump rates.
Similarly, the VAT on diesel was increased from 16.6 per cent to 18 per cent. A pollution cess of Rs 0.25 per litre is also levied on diesel.
Petrol now costs Rs 59.99 per litre as against Rs 59.03 a litre previously. A litre of diesel now costs Rs 44.71 as opposed to Rs 44.18 previously.

India would be very concerned if China were to allow a major devaluation in the yuan currency, its Group of 20 summit negotiator told Reuters, adding that he doubted Beijing would allow this to happen.
Arvind Panagariya, who also heads the government's main economic advisory body, also said that the strength of the rupee against many currencies had contributed to the weak export performance of Asia's third-largest economy.
"India has to be certainly very concerned if a massive or very large devaluation of the yuan happens," Panagariya said in an interview after returning from a visit to China to discuss preparations for this year's G20 summit.
"In the end, that not only makes Indian goods less competitive in the Chinese market but also India's ability to compete with the Chinese in third markets is impacted," he said.
Panagariya, appointed by Prime Minister Narendra Modi a year ago to run his government's Policy Commission, said he doubted China would allow the yuan to crash. "The Chinese are not going to let the yuan devalue excessively," he said.
Commenting on the rupee, he said the Indian currency had appreciated substantially against most currencies apart from the dollar.
That was a "concern", he said, because exports have declined over the past year even as global trade has grown slightly.
"While one can say that some of the decline is due to the global economy itself, in terms of export markets barely growing, I think some of the burden also falls on the appreciation of the rupee," said Panagariya.
