Will not allow political obstructionism to stop Insurance Bill: Finance Minister

The Minister regretted that although the insurance bill, which seeks to raise FDI cap from 26 percent to 49 percent, was approved by Standing Committee of Parliament and Select Committee of Rajya Sabha, “political obstructionism is being used to ensure it does not come on the agenda of Parliament.”
Observing that such attitude cannot stop a reform which has support of overwhelming majority, Jaitley said, “there are enough safeguards, and constitutional system can deal with and effectively defeat this policy of political obstructions.”
Jaitley said that with more and more state assemblies going to polls, the ability of the members in the Rajya Sabha to create obstruction will get “further diluted.”
Coal bill is another important legislation which is being held up due to political obstructionism in the Rajya Sabha, he said, adding “it is a bill which has been unanimously passed by the Lok Sabha. All doubts have been cleared. It was not allowed to come on the agenda of Upper House for discussion.”
After prolonged delay, Jaitley on Friday introduced the GST bill in Lok Sabha, which will create a single tax for goods and services across the country from April 2016.

Electronics sector got proposal worth Rs 18,000 crore: Ravi Shankar Prasad

“We have received proposals till now worth Rs 18000 crore after coming in power. There is scope for improvement. Rs 4,000 crore investment we have approved, others are in pipeline,” Prasad said while speaking on electronics manufacturing at Industry chamber FICCI’s Annual General Meeting.
He said the new NDA government has approved 8-9 electronics clusters which will house full eco-system of making electronic products.
“The sum and substance of this electronic cluster is that if a state government gives 100 acre of land, the central government gives Rs 50 crore (grant). If an investor invests Rs 100, government will give Rs 25. If a foreign investor comes and invests in India under the scheme and exports, he will also get benefit,” Prasad said.
The Minister said he is open to tweaking policies in the sector to make it more investor friendly.

Shiv Sena leader Eknath Shinde receives threat calls, security beefed up

A police officer in the Thane Commissionerate on the condition of anonymity said that police has provided extra security to his family at his house in Wagle Estate locality in view of the death threat issued to him.
On Friday evening, the PWD minister allegedly got a threat call when he was in his official bungalow in Nagpur, where the winter session of the Maharashtra assembly is underway.
The unidentified caller not only abused the leader but also threatened to kill him.
Later, Shinde registered a complaint with the Nagpur Police Commissioner. The Nagpur police have already registered an offence in this connection and investigations are on, police sources said.
Taking the death threat seriously, Thane city police decided to tighten the security cover to his family members.

Will improve the condition of government schools: Arvind Kejriwal

Addressing a function organised by NGO Teach For India at St. Stephen’s college here, the former Delhi chief minister said government schools in Delhi were in a bad shape “because of vested interests”.
“We are not against schools being run by private organisations but some of them are run by big businessmen and politicians who have destroyed the government schools so that they can have a large number of students in order to earn more and more,” Kejriwal said.
He said this trend needs to be corrected and if voted to power in Delhi, his party will “do everything possible to improve the condition of the government schools… and even good and rich people would start sending their children to government schools”.
Kejriwal said there was no shortage of money to improve the education system in the country. He also dismissed reports on shortage of good teachers.”The government has made teachers clerk. They are engaged in all sorts of work but teaching. A teacher is put on election duty and all sorts of assignments are given to them…,” he said.
He also said that local committees should be formed to improve the school admission system. Kejriwal expressed concern over the increasing dropout rate in schools.
“Five lakh students get admitted to schools every year, but only half of them pass-out.”He also promised to make education loans easy, if voted to power.

BJP against forced conversions: Amit Shah

“BJP is against forceful conversions and that is why we want to bring a law. So-called secular parties should support BJP’s move,” Shah told reporters here.
“A public debate on the matter can be taken up only after arriving at a consensus among political parties,” he said when asked if BJP was ready to talk to minority organisations on this issue.
On the ‘ghar wapsi’ programme reportedly carried out by a pro-Hindu outfit in Uttar Pradesh, he said “the matter is before the court. I don’t want to comment.”
He dismissed Congress Vice-President Rahul Gandhi’s allegation that BJP was trying to divide the country on communal lines. “There is no basis for that,” Shah said.
Referring to the black money issue, the BJP president said the party was committed to bringing back black money stashed abroad.
On the Assembly elections in Jammu and Kashmir, he exuded confidence that the BJP would form the next government in the state.

Diplomat Devyani Khobragade Stripped of Her Charge, Put Under ‘Compulsory Wait’

Sources say that the administrative action was taken against Ms Khobragade also because the ministry is “miffed” with the IFS officer for not disclosing that her children have US passports. She is facing a vigilance inquiry over the issue, which she staunchly defended in her interview to NDTV.
“Some false reports have come in the newspapers that there is some illegality around my children’s passports and that I hid a fact that my children have American passports. There is nothing of that sort, I myself informed the government that my kids were born in the US and are considered US citizens,” Ms Khobragade told NDTV.
Speaking about the allegations against her of falsifying documents by the judicial panel that investigated the Adarsh scam, Ms Khobragade said, “My father never handled the Adarsh file, therefore he never violated any of the service rules. The CBI has now closed its inquiry and neither my name nor my father’s name figures in that report. So that rests the allegations of corruption and wrongdoing.”
Ms Khobragade, a 1999 Indian Foreign Service officer and mother of two daughters, was arrested and strip-searched in New York in December last year on charges of ill-treating her domestic help. The incident had strained the relations between two countries.
Both Ms Khobragade and the Indian government have denied those charges. Ms Khobragade has now returned to India.

GST, Mega Tax Reform, Tabled in Lok Sabha

The GST provides a major taxation reform by introducing a national sales tax that will replace a myriad of overlapping state duties that deter investment. The cabinet this week approved a constitutional amendment bill that paves the way for the introduction of GST.
Mr Jaitley described the GST as the “single biggest tax reform since Independence” and a “win-win situation” for both the Centre and states and said the bill would not hold a “fear of the unknown” unlike the Value Added Tax or VAT.
The Finance Minister said the concerns of all states have been addressed in the new provision of the bill after consultation. He said the interest of states would be adequately protected and that he did not foresee a situation where states would be the losers.
Investors and manufacturers have long advocated the GST as a way to simplify taxes while broadening the tax base, adding as much as 2 percentage points to economic growth in Asia’s third-largest economy.
Some of India’s 29 states were reluctant to give their assent for fear of revenue losses. In a compromise, Mr Jaitley has offered to compensate the states for any loss of revenues following the implementation of the GST.

Not taking chances in the wake of intelligence inputs that Lashker-e-Taiba, SIMI or remnants of Indian Mujahideen based in Pakistan may strike at places with high footfalls, including malls and railway stations, and the threat of a repeat of Peshawar-like attacks in India, the home ministry has reiterated SOPs that require schools to have a concrete boundary wall and multiple gates manned by at least three guards on a 24×7 basis.
Telephone connectivity from the gate, CCTV systems along the boundary and inside, walkie-talkie communication between guards, alarm system and a centralized public announcement system are some of the other requirements to make the school secure.

North India Shivers Under Cold Wave, Fog Delays 90 Trains in Delhi

Northern Railway officials said 63 trains on their way to Delhi and 27 leaving the national capital had to be rescheduled due to the fog, but none of them were cancelled.
The fog also hit flight schedules; two departures were delayed by more than 15 minutes but no flights were diverted or cancelled, said an official.
Parts of the capital woke up to dense fog today with the mercury dropping to 7.4 degrees Celsius, one degree below the season’s average.
With the maximum temperature being recorded at 17.4 degrees Celsius, five degrees below normal, the Meteorological department had declared cold day conditions in Delhi yesterday.
Predicting party cloudy skies, the Met department said that the maximum temperature may rise to 18 degrees Celsius today. “The skies will remain party cloudy with moderate to dense fog in the morning,” a weather official said.
