Since January 2009Public sector oil marketing companies had been making a profit of Rs. 3.56 a litre (over-recovery) on diesel between 2 October and 16 October 2014 according to the Petroleum Planning and Analysis Cell. This was due to the falling price of crude oil internationally, which had brought down the Indian basket to $83.85 a barrel as on 15 October.
